April 15 BOS Business Meeting: Item 11 - Board Member Initiative: East Beech Road Safety Study
Purpose: To direct County transportation staff to determine the scope of work, assess the cost, and identify a source of funding for a safety study to review and address multimodal traffic and safety concerns along East Beech Road.
Residents along East Beech Road have consistently expressed concerns about speeding, vehicular crashes, pedestrian safety, and sight distance impacts from street parking.
In response to this feedback from residents, Supervisor Saines has brought forward this Board Member Initiative to request a holistic assessment of the East Beech corridor to thoroughly address traffic and safety concerns for both drivers and pedestrians.
April 15 BOS Business Meeting: Item 01m FGOEDC Report: Construction Contract for Shellhorn Road West
Purpose: To request that the Board adopt a Resolution to award a contract to SA Associates South, L.L.C. to construct Shellhorn Road West, and authorize execution of the Shellhorn Road West Agreement.
Additionally, the Finance, Government Operations and Economic Development Committe (FGOEDC) recommended the Board authorize a budget adjustment in the Fiscal Year 2025 Capital Improvement Program (CIP) to move $2.4 million in unspent local tax funding in the Shellhorn Road East of Loudoun County Parkway to Bullpen Drive / Thumb Drive project to the CIP Contingency account in the Capital Projects Fund.
SA Associates South, L.L.C. is currently contracted to complete construction of the Shellhorn Road project east of Loudoun County Parkway to Bullpen Drive/Thumb Drive, and there is sufficient funding in that project to reallocate the needed $2.4 million to the corresponding Shellhorn Road West project.

April 15 BOS Business Meeting: Item 12 - Board Member Initiative: Amendments to Loudoun County HR Handbook Official Compensation Philosophy
Purpose: To amend Policy 5.3 - Official Compensation Philosophy in the Loudoun County Human Resources Handbook (HR Handbook) to expand the County’s comparator market to include the District of Columbia and Maryland jurisdictional counterparts, as well as to revise the County’s overall target market position within the comparator market.
This is a Board Member Initiative brought forward by Supervisor Saines and Chair Phyllis Randall to align language in Loudoun County's HR Handbook with language in Loudoun's Collective Bargaining Ordinance to mitigate challenges discovered in collective bargaining negotiation processes.
Additionally, the item seeks to raise the County's targeted position for compensation to a minimum 100% of the regional comparator market average. Currently, Loudoun County's compensation philosophy begins at 95% of the market average -- a less competitive compensation philosophy in comparison to our regional counterparts.

2025 Loudoun County Public Library Food Drive - April 19-27 | |
From April 19-27, all Loudoun County Public Library (LCPL) branches will be accepting healthy, shelf-stable food items for distribution by Loudoun Hunger Relief (LHR), which serves approximately 3,400 people each week. Groceries must be unopened and unexpired.
What to Donate
Healthy items needed: This year, LCPL is collecting whole-grain, low-sugar and low-sodium foods, including:
- Whole-grain pasta
- Brown rice
- Oatmeal
- Whole-grain cereal
- Peanut butter
- Dried beans
- Cooking oil
- Canned chicken or tuna
- Canned fruits and vegetables
Note: LCPL cannot accept refrigerated or frozen food, homemade goods or soda.

Scholarships from The Sterling Foundation for Sterling High School Students | |
The Sterling Foundation is pleased to announce its 2025 Scholarship Program for eligible students of Park View, Dominion, and Potomac Falls High Schools.
The Sterling Foundation is a non-profit charitable organization that exists to strengthen the Sterling community by fostering diverse environmental, educational, cultural, and recreational opportunities for enhanced quality of life. The scholarship program focus is on students whose academic and career goals will contribute to the quality of life in their community. Awards will range from $500 to $2000, based on the number of awards granted.
How to Submit An Application
All applications must be submitted to the guidance counselor’s office at your respective school.
Application Deadline: is May 1, 2025. A committee of dedicated Sterling Foundation Board members will evaluate all applications. Scholarships will be awarded in June 2025.

DEADLINE: Loudoun Tourism Grants Application Closes This Friday, April 18 | |
Loudoun County’s annual Tourism Grant Program for Fiscal Year 2026 is designed to support local tourism events and initiatives that drive tourists to Loudoun County.
Nonprofits, municipalities and businesses located in Loudoun County are invited to apply for up to $25,000 in funding for tourism, marketing and hospitality-related projects that attract regional and national visitors to Loudoun County, increase overnight stays in Loudoun hotels, and enhance the overall attractiveness and marketability of Loudoun County as a destination. These may include new or existing attractions, events, program or marketing campaigns.
Any organization interested in submitting a request for funds must complete the grant application online. The deadline is 4:00 p.m., Friday, April 18, 2025.

County Hosts Fair Housing Month Event April 21: Know Your Fair Housing Rights & Responsibilities | |
In observance of April as Fair Housing Month, the Loudoun County Department of Housing and Community Development will host a community event: “Know Your Fair Housing Rights & Responsibilities,” Monday, April 21, 2025, 10:00 a.m. – 1:00 p.m., at the Douglass Community Center Multipurpose Room, 407 East Market Street in Leesburg.
Members of the public are encouraged to attend to receive information about fair housing from Loudoun County government representatives and community partners, and participate in interactive trivia games.
In addition to the Department of Housing and Community Development, representatives from other county departments and community organizations will be on hand to provide information.

Launch Loudoun Issues Request for Business Service Providers | |
REQUEST FOR SERVICE PROVIDERS: The Loudoun County Department of Economic Development is creating a database of qualified vendors to participate in the Launch Loudoun Technical Assistance Pilot Program from Spring of 2025 to the Fall of 2026. This pilot program will connect vetted Launch Loudoun clients with an identifiable need for technical support services with a pre-determined list of Loudoun-based service providers.

- Services to begin Summer 2025 through 2026
This outreach effort is an opportunity to be selected as a chosen vendor of the pilot program. The goal of the program is to subsidize the payment of services that get at the heart of the five key areas of Launch Loudoun: Sales/Marketing, Finance, Legal, HR/Workforce and Ownership/Leadership.
While participation in the program does not guarantee a vendor will be chosen for a project, the hope is that vendors also have the opportunity to meet potential new long-term clients and build more lasting relationships beyond the pilot program.
A subset of the chosen vendors will also have the opportunity to participate in the Launch Loudoun Small Business Summit on Tuesday, May 6th and provide a preview of the work they will be doing as part of the pilot program. Chosen vendors will be featured on all program materials and in promotional opportunities through DED.

James Williams is New Loudoun County Combined Fire & Rescue System Chief | |
Loudoun County Combined Fire and Rescue System Assistant Chief of Operations James Williams has been selected to serve as the system’s new chief, effective April 11, 2025, County Administrator Tim Hemstreet announced today. Williams was the successful candidate following an extensive national search. Williams will succeed Keith Johnson, who will retire this month after serving as chief of the system since 2018.
Williams began his service with Loudoun County in 2001 as a firefighter recruit and has risen through the ranks of the system as a captain, battalion chief and deputy chief and has served as assistant chief of operations since 2018.

PRCS Annual Earth Day Celebration
Celebrate our planet at the Loudoun County Parks, Recreation and Community Services (PRCS) annual Earth Day Loudoun on Saturday, April 26, 2025, from 10:00 a.m. to 2:00 p.m. at Hal and Berni Hanson Regional Park, located at 22831 Hanson Park Drive, Aldie.
Earth Day Loudoun is a free, family-friendly festival with games, music, food, and more. Residents are invited to learn about environmental issues through hands-on activities and nature-themed crafts. Meet local scientists, farmers, and activists to learn about their efforts to preserve the environment. Educational performances, live ambassador animals, and nature crafts will make for fun experiences that inspire a future of conservation. No registration is required.

Solarize NoVA Launches April 15th | |
The Northern Virginia Regional Commission, its local government partners and the Local Energy Alliance Program (LEAP) are pleased to announce this year’s Solarize NoVA campaign will kick off April 15.
Since its inception in 2014, Solarize has been committed to supporting homeowners by offering free solar satellite assessments and education on the benefits of solar energy. The program has been widely successful, helping Northern Virginians save money and reduce their reliance on traditional energy sources. With the 2023 passing of the Inflation Reduction Act, the federal solar tax credit has increased from 26% to 30%, offering even more financial incentive for homeowners to make the switch to solar. As the nation navigates uncertainty, this may not always be the case.
Homeowners and businesses interested in joining Solarize can sign up for a free solar satellite assessment and access discounted rates until July 15th. LEAP offers ongoing support throughout the process to ensure a seamless experience, from the initial consultation to installation.
