Six Things to Know about the June 17, 2025, Primary Election in Loudoun

A primary election will be held in Loudoun County Tuesday, June 17, 2025. Election officials remind voters of six key things to know ahead of the election.


1. Know When to Vote

  • Polls in Loudoun County will be open from 6:00 a.m. to 7:00 p.m., Tuesday, June 17, 2025. 
  • Voters may also drop off their ballots at any polling place up to 7:00 p.m. on June 17.


2. Know Where to Vote

  • Anyone who is not sure about where to vote may check their voter registration card or look up their polling place online at vote.elections.virginia.gov
  • A list of polling places in Loudoun is available at loudoun.gov/polls
  • Curbside voting is available at all polling places for individuals who have mobility issues.


3. Bring Identification

  • Voters will be asked to show an acceptable form of identification (PDF), such as a Virginia DMV-issued driver’s license. Voters who do not have an acceptable form of ID can sign a statement affirming their identity and they will be able to vote a regular ballot. 


4. Know Who is on the Ballot

  • Voters will choose the Democratic nominees for lieutenant governor and attorney general. The Democratic and Republican nominees for governor have already been determined as have the Republican nominees for lieutenant governor and attorney general.


5. Know Who Can Vote

  • All registered voters in Loudoun County are eligible to vote in the primary election as Virginia does not register by party affiliation. 
  • Although the deadline to register to vote in the June 17 election or to update current voter registration information was May 27, voters may register up to and on the day of the election and vote a provisional ballot. Information about same-day voter registration is available from the Virginia Department of Elections.   


6. Stay Informed 

  • Text LCVOTES to 888777 to receive text alerts from the Loudoun County Office of Elections and Voter Registration or sign up for the Election Update category through Alert Loudoun, the county’s email and text notification system. 
  • Follow the Office of Elections and Voter Registration on social media, including FacebookX and Bluesky. Loudoun County Government also posts general information on FacebookX and Bluesky.
  • Get election results: Preliminary results of voting in Loudoun County in Tuesday’s election will be available following the closing of the polls on election night at loudoun.gov/ElectionResults.

June 17 Business Meeting: Item I-2 CPAM-2024-0006, Electrical Infrastructure


Purpose: To provide the Board of Supervisors an update on the status of CPAM-2024- 0006, Electrical Infrastructure Comprehensive Plan Amendment (CPAM), and to present findings and recommendations in the Policy Research Memorandum prepared by Kimley-Horn and Associates, Inc.


The CPAM proposes map and text amendments to Chapter 6 and revisions to the Glossary of the Loudoun County 2019 General Plan related to the location, siting, design, and aesthetics of high voltage transmission corridors and electrical infrastructure.


Background: At the Board Business Meeting on December 3, 2024, the Board approved the initiation of a CPAM to adopt mapping, text, and policy amendments to the 2019 GP for high voltage transmission corridors and approved the associated Project Plan.


The Board acknowledged that electrical demand within the County has significantly increased due to the growth of the data center industry and recognized that additional high voltage transmission corridors should be anticipated in the future, resulting in the need for strengthened electrical policies in the 2019 GP to better guide the development of high voltage transmission corridors.

June 17 Business Meeting: Item I-3 Board of Supervisors 2024-2027 Strategic Initiatives Bi-Annual Update


Purpose: To provide the Board of Supervisors with a summary of the 2024-2027 Strategic Initiatives completed to date and to provide updates on Strategic Initiatives not yet completed.


Background: Every four years, the Board develops a strategic plan that puts into action the vision and goals of the Board during their term. Historically, the strategic plan has served as a work program, providing direction to staff on initiatives of importance to the Board. Accomplishments and status updates on the work plan are provided to the Board on a regular basis through staff reports. The work plan is grounded in the vision and goals of the Board, but changes as initiatives are completed and new initiatives are added.

June 17 Business Meeting: Item 01l FGOEDC Report-Comprehensive Arts Plan


Purpose: to present the proposed Comprehensive Arts Plan (CAP) to the Board of Supervisors (Board) for approval.  


Background: The CAP was designed to establish Loudoun County as a regional arts and culture destination by expanding support, visibility, access, and infrastructure for the arts. The goals of the CAP include developing diverse programming, supporting local artists, increasing public art installations, integrating art into community spaces (specifically parks and new developments), and improving arts education opportunities. The CAP recommends creating dedicated spaces for performing and visual arts, centralized communication through marketing, expanding access to programs, and developing internal procedures to subsidize classes for underserved populations. 

June 17 Business Meeting: Item 01m FGOEDC Report-Invasive Plant Species Management Program


Purpose: to present the collaboratively developed Invasive Plant Species Management Program (IPSMP) to the Board of Supervisors. If approved, staff requests the authorization of the County Administrator to draft and execute a memorandum of agreement with the Loudoun Soil and Water Conservation District to serve as the IPSMP Administrator in coordination with the Department of General Services.

STERLING DISTRICT UPDATES

Update on Sterling Boulevard Repaving Plans

Sterling Boulevard remains one of the most important roadways in our district — serving not only as a key route for Sterling residents but also as a critical connector for commuters across Loudoun County. Over the past several months, our office has received numerous complaints about the deteriorating condition of the road, and I want to take a moment to share an important update.


We have been actively working with the Virginia Department of Transportation (VDOT) to determine when a full repaving of Sterling Boulevard can be scheduled. Earlier this year, our efforts led to a preliminary agreement to include the road in this year’s paving season — a significant win for the community.


However, we later learned that Loudoun Water is preparing to replace more than 30 underground valves along Sterling Boulevard in 2026. While this utility work would not have directly overlapped with the paving schedule, it would have required cutting into the new pavement in multiple areas — in some cases making cuts as large as 45 by 30 feet. Performing such large-scale utility work just one year after repaving would undermine the quality and durability of the road surface and create avoidable long-term maintenance challenges.


In light of this, VDOT has recommended deferring repaving until after the valve replacement project is completed. My office continues to push for coordination between the two agencies and is strongly urging Loudoun Water to tighten their project timeline so that repaving can be scheduled immediately after their work concludes — ideally within next year’s paving season.


While we understand this update may be disappointing for those eager to see improvements made to Sterling Boulevard this year, this approach will ensure that when the road is repaved, it is done right — with long-term quality and reliability in mind.

Update on Dominion Energy's Tree Cutting Project Along W&OD Trail

Back in March 2025, there was a lot of news and concern about Dominion Energy’s ongoing tree removal activities along the Washington & Old Dominion Park trail in counties east of Loudoun. Many claimed there would be widespread tree clearing of the length of the trail, and with my colleagues on the Board of Supervisors, we took swift action through a vote to encourage Dominion Energy to revert to their previously vegetation management practices along the W&OD trail in Loudoun County.


On June 10, my office attended a site visit on the W&OD with Dominion Energy to discuss the tree removal activities in Loudoun County and I have an update that I would like to share with you now about that activity.


Beginning June 16, Dominion Energy will start selective vegetation removal and trimming along the W&OD. Trimming activities are expected to be complete by the first week of July 2025.


WHY IS THIS HAPPENING?


Trees growing underneath the transmission lines in Loudoun County all pose a risk to the lines due to their existing heights and/or their potential for continued growth. As these transmission lines are expected to reach peak load capacity during the summer months, and as the weather gets warmer, the conductors, or wires, will sag more. This will bring the trees and the conductor much closer, which is a clearance risk.


Dominion Energy is obligated under the Federal Energy Regulatory Commission (FERC) and the North American Electric Reliability Corporation (NERC), the agencies that regulate the lines, to mitigate threats to the line. It is a $1 Million daily violation penalty if there was an outage from tree falling onto a power line that could have been prevented due to trimming and removal, and that cost would be passed on to the ratepayer.


On low-voltage lines, such as those outside your home (e.g. distribution lines), limbs and branches would actually have to touch the power line to affect the electric service.


Dominion Energy must maintain the wide clearance along the power line to prevent a high-voltage transmission line outage.


WHAT IS BEING REMOVED?


The trimming will be selective based on what is immediately needed to address clearance requirements considering health and condition of the vegetation, the growth rate and species of the plants.


 For the transmission lines adjacent to the W&OD trail, a clearance of 25 feet in all directions is required. Additionally, the utility must eliminate any vegetation within their right-of-way that could potentially impact the line if it were to fall.


Dominion has provided this location map of all the sites that require maintenance. Specifically in the Sterling election district, this maintenance work will occur near Pacific Blvd: Removal of one (1) London Plane tree of ten inches (10”) in diameter directly underneath the transmission lines and removal of two (2) dead London Plane trees at the request of NOVA Parks.

Claude Moore Recreation and Community Center Gymnasium to Close Temporarily for HVAC Replacement

Loudoun County Parks, Recreation and Community Services announces the temporary closure of the Claude Moore Recreation and Community Center gymnasium on Tuesday, June 24, and Wednesday, June 25, for the replacement of the gym’s Heating, Ventilation, and Air Conditioning (HVAC) units.       


During this two-day period, there will be no activities inside the gymnasium.     


The HVAC replacement project is limited to the gymnasium and will not impact air conditioning in the rest of the building. All other amenities and programs throughout the facility will continue as scheduled without interruption. Due to unforeseen delays, this work could not be completed during the center’s scheduled annual maintenance period.

LOUDOUN COUNTY NEWS

REMINDER: Office of the Treasurer to Close Half Day Friday, June 20 for Staff Training

Both locations of the Loudoun County Office of the Treasurer will be closed to the public for a half day, 1:00 p.m. to 5:00 p.m., Friday, June 20, 2025, for staff training. As a result, in-person services and phone services will not be available during that time at the Treasurer’s Office at the Loudoun County Government Center in Leesburg or at the Eastern Loudoun Service Center in Sterling. 



The offices will reopen for in-person services at 8:30 a.m., Monday, June 23, 2025. All emails or messages received by the offices during the closure will be responded to at that time.

Loudoun Holds Public Hearing on Solid Waste Management Plan Amendment June 27

The Loudoun County Department of General Services will host a public hearing June 27, 2025, on an amendment to the Solid Waste Management Plan, which increases the permitted capacity of the Loudoun County Solid Waste Management Facility. The meeting will be held Friday, June 27, 5:00 - 7:00 p.m., in the first-floor conference room at 801 Sycolin Road in Leesburg. 


The Virginia Department of Environmental Quality requires the county to make a “major amendment” to the countywide Solid Waste Management Plan to reflect this permitted increase in capacity. The Solid Waste Management Plan provides an integrated strategy for the management of nonhazardous solid waste generated within the Loudoun County Solid Waste Management Planning District.


In addition to providing comments at the meeting, members of the public will be able to submit an online comment form, which will be available online following the meeting at loudoun.gov/WasteManagement through July 11, 2025.

Loudoun Holds Public Information Events for Cascades Library & Senior Center Complex Planning Study

Loudoun County is hosting a series of in-person public information events to gather the community’s feedback on the existing Cascades Library and Senior Center facilities as part of a planning study. The feedback will be used to inform a future project to design the potential renovation of the existing facilities or construction of a future Cascades Library and Senior Center Complex.


The county has scheduled three in-person opportunities for the public to provide input on the facilities and amenities to inform the study.

Loudoun County to Host "Connecting Loudoun: Summer Job Fair" Next Wednesday, June 25

The Loudoun Workforce Resource Center will host a job fair focusing on summer employment opportunities on Wednesday, June 25, 2025, 11:00 a.m. - 1:00 p.m., at the Loudoun County Parks, Recreation and Community Services’ administration building, 742 Miller Drive SE in Leesburg. 


The “Connecting Loudoun: Summer Job Fair” will feature summer employment opportunities with local government and private-sector employers, including opportunities in arts, entertainment, recreation, education, health care, public administration, transportation and other professions. All job seekers are encouraged to attend, including high school and college students.


Those planning to attend can pre-register at loudoun.gov/JobFair to receive reminders and updates. 

Loudoun Parks, Recreation and Community Services Launches Loudoun Trails and Waterways Trail Guide

PRCS has launched the Loudoun’s Trails and Waterways (LTW) Trail Guide!


The trail guide is a great way for trail enthusiasts of all levels to visually explore LTW trails online. The guide helps users locate and choose the trail they want to visit by providing short summaries of each park location. Descriptions clarify what you can expect as far as the overall trail difficulty and experience.

LTW Trail Guide Features


  • Plan and Track Your Journey - The interactive web map can be accessed in the field when mobile service is available and provides additional information about the trail, including surface type, trail uses, and difficulty. The user is also able to use the GPS on their mobile device to navigate their journey without having to download an app.


  • Report Trail Conditions- Users can provide feedback and report to PRCS staff on trail conditions to assist with the upkeep. The survey has an embedded map that captures coordinates of the reported area to help quickly and effectively address any maintenance needs.


About Loudoun Trails and Waterways & the LTW Trail Guide


Loudoun’s Trails and Waterways (LTW) is a growing multi-use trail system developed by the Department of Parks, Recreation, and Community Services (PRCS). This network connects communities across Loudoun and offers access to the area’s distinctive natural and cultural landscapes. LTW provides opportunities for both recreation and transportation while also serving as vital environmental corridors that support wildlife habitat, improve water quality, and preserve riparian buffers. The network is being sustainably developed utilizing existing easements and partnerships with both public and private entities to create high-quality, equitable, natural surface trails.


The new Loudoun’s Trails and Waterways Trail guide is phase one of a larger mapping project in collaboration with the Office of Mapping and Geographic Information (OMAGI).

Loudoun County Launches Interactive Online Zoning Ordinance

Loudoun County has upgraded the online presence of the county’s zoning ordinance with the launch of an interactive, user-friendly platform that presents the Loudoun County Zoning Ordinance. The platform also features integrated zoning research tools that allow users to explore zoning districts and land uses, development standards, natural resources and attainable housing regulations, administration and procedures and more.

The new presentation of the Loudoun County Zoning Ordinance is intended to make the ordinance accessible for everyone. 



The online zoning toolkit includes:

  • A land use lookup tool to learn which zoning districts allow a particular use
  • Development calculators 
  • Easy access to LandMARC, the county’s online land management system 
  • Searchable GIS zoning maps

Loudoun County Landfill Fees to Increase July 1, 2025

Fees at the Loudoun County Solid Waste Management Facility are increasing effective Tuesday, July 1, 2025. 



  • The waste disposal fee at the landfill will increase to $78 a ton. This includes commercial, industrial and vegetative waste and municipal solid waste.
  • The fee for construction and demolition waste, or other waste mixed with construction and demolition waste, will be $85 per ton.
  • The minimum charge for waste disposal will increase to $8 per vehicle. 
  • Fees are also increasing for specialty items, such as appliances containing a refrigerant and propane tanks weighing 20 pounds or less. 
  • The fee for the FastTrash program will increase to $8 per vehicle.

The fee increase follows a financial analysis of the landfill’s current and forecasted revenues, expenses and estimated tonnage receipts. Landfill operations and capital improvements are funded through fees and not local tax revenue. The analysis recommended the fees be adjusted to keep up with rising operational and capital infrastructure costs.

Join Loudoun County Parks, Recreation and Community Services for Play All Day on Friday, June 20

Celebrate the longest day of the year (summer solstice) with Loudoun County Parks, Recreation and Community Services (PRCS) on Friday, June 20, 2025, as part of Play All Day VA.


Loudoun PRCS is inviting residents to make time to play at multiple free activities and programs at parks and centers across the County. Plus, admission to all aquaticrecreation and community centers on Friday, June 20, will be free. (Additional fees for programs still apply. Outdoor pools and Senior Center admissions are not included in this promotion). 


Play All Day VA is a statewide initiative coordinated by the Virginia Recreation and Park Society (VRPS) to celebrate the longest day of the year by providing and highlighting opportunities for all to improve health and well-being.

Virginia Health Officials Investigating Potential Measles Exposure in Northern Virginia

The Virginia Department of Health (VDH) was notified of a confirmed case of measles at Washington Dulles International Airport and the Washington Area Metro on Sunday, June 8. The confirmed case is an international traveler visiting the Washington, D.C. area. Health officials are coordinating an effort to identify people who might have been exposed, including contacting potentially exposed passengers on specific flights.


Listed below is the date, time, and location of the potential exposure site:

  • Dulles International Airport (IAD) on Sunday, June 8:
  • Concourse A, on transportation to the International Arrivals Building (IAB), and in the baggage claim area between 10:30 a.m. and 1 p.m.


  • Washington Area Metro on Sunday, June 8:
  • Silver Line Train from Dulles International Airport station transferring at the Metro Center Station to the Red Line Train heading towards Shady Grove Station between 11:30 a.m. and 2:30 p.m.

TOMORROW: Loudoun PRCS to Unveil Welcoming Statues at Douglass Community Center Playground - Tuesday, June 17

Loudoun County Parks, Recreation, and Community Services invites the community to attend the unveiling of the welcoming statues at the Douglass Community Center playground. The ceremony will be held on Tuesday, June 17, 2025, at 12:30 p.m. at the playground located behind the Douglass Community Center at 407 E. Market Street in Leesburg, VA. 


The significant additions of the welcoming statues at the playground's entrance include Dr. Martin Luther King Jr. and President Barack Obama, designed to inspire future generations and celebrate influential African American leaders. The statue design for Dr. King Jr. is inscribed with the words "I Have a Dream," and President Obama's statue design includes his famous quote, "Your voice can change the world." These installations further enhance the playground's educational mission and provide powerful symbols of hope and achievement for all visitors. 


The Douglass Community Center playground is a premier destination playground located on the grounds of The Historic Douglass High School. The school served as the only accredited African American high school until the end of segregation in Loudoun County. The playground offers a themed experience celebrating the global impact and contributions of African Americans.
