Scammers Targeting Washington Businesses

Scams claiming to be from WA Office of Secretary of State

Businesses and nonprofit organizations should watch out for fraudulent letters that claim to be asking for money on behalf of the Washington Office of the Secretary of State.


Since early November, the attorney general’s office has received at least 40 complaints about the letters, which ask businesses for payment and fines “well beyond” what the state requires for business filings. There have also been several reports of telephone scams targeting Latino businesses and threatening jail time if payment isn’t made.


The secretary of state’s office and the attorney general’s office are warning businesses to report any letters they think are fraudulent.


“Washington businesses are a foundational aspect of our state and critical to our economy’s health,” Secretary of State Hobbs said in a statement. “Business owners deserve to feel protected and equipped with information to deny malicious attempts on their franchise.”

December 2 marked the start of pre-filing for the 2025 Legislative Session, when legislators began submitting bills for consideration.


Bill numbers begin at 1000 in the House and 5000 in the Senate. Representative Jim Walsh was the first to file, introducing a bill to add fentanyl to the list of controlled substances. In the Senate, Jeff Wilson submitted a bill to officially adopt "The Evergreen State" as Washington’s nickname.


Key Facts About Legislative Bills:

  • No Limits: Legislators can introduce an unlimited number of bills, even as late as the last day of the session.
  • Two-Year Lifespan: Bills introduced in odd-numbered years remain active for the two-year legislative biennium. Bills from the 2024 session have expired and must be reintroduced with new numbers if desired.
  • Consideration is Not Guaranteed: There is no obligation for an introduced bill to be heard, although some states mandate hearings for all submitted bills.


Bills can cover a wide range of topics, often originating from constituents’ suggestions, voter requests, or advocacy by special interest groups. For example, WR is collaborating with legislators on bills addressing public safety, retail theft, and organized retail crime.


What to Expect in 2025:

  • Bill Volume: Approximately 2,000 to 3,000 bills are expected to be introduced. However, few will be given a hearing, and only about 10% of these will become law.
  • Budget Priority: The Legislature’s only mandated task is to pass a biennial operating budget. Failure to do so by June 30 would disrupt state operations starting July 1.
  • Broad Focus: In addition to the budget, lawmakers will debate various spending and policy issues.

In the second part of the workshop you will use the “Lean Canvas” to begin the process of turning your product/service into a business. In this interactive session, you use the canvas to help guide you in expanding the information in the Unique Value Statement by capturing key ideas, concepts and strategies about your business in the canvas. This creates a basic framework that you can use to complete YOUR full, detailed business plan.

Beneficial Ownership Information Paused

A federal court in Texas halted the implementation of the Corporate Transparency Acts (CTA) beneficial ownership reporting requirements. Holding that the CTA is likely unconstitutional, the court issued a preliminary injunction barring the government from enforcing the CTA and its reporting requirements against anyone. 


Prior to the ruling, small businesses that met certain criteria would have had to file reports with the Department of the Treasury by January 1, 2025, or risk fines and criminal penalties.


The preliminary relief will remain in effect until the conclusion of legal proceedings, at which point the court may enter a permanent injunction. In the meantime, the government will likely appeal the preliminary injunction.  


Unless and until an appellate court overrules or narrows the injunction, no businesses are obligated to comply with the reporting requirements.

Plan Ahead: Save Now Before Potential

Tariffs Drive Prices Up

With President-elect Donald Trump pledging steep tariffs on imports from Mexico, Canada, and China, prices on many consumer goods may rise sharply. Experts suggest now might be a good time to purchase items likely to be affected, particularly electronics, appliances, and toys.


Trump's proposed tariffs include a 25% blanket tariff on imports from Mexico and Canada and up to a 60% tariff on Chinese goods. If implemented, these could significantly impact the costs of commonly imported items, including:

  • Smartphones and Electronics: Prices could increase by 26% for smartphones and as much as 45% for laptops and tablets.
  • Household Appliances: Items like toasters and vacuums could see price hikes of nearly 20%. 
  • Gaming Consoles and Accessories: Expect potential price jumps of up to 40%. 
  • Shoes and Toys: Costs for shoes and toys might rise by 18% and 36%, respectively.


Retailers warn that stockpiling could strain supply chains and raise prices further. Consumers are encouraged to consider their needs now to potentially avoid steeper costs later.


Though the exact details and duration of the tariffs remain uncertain, planning ahead could save money in the long run.

5 Small Business Trends for 2025

As we wrap up and reflect on 2024, we look forward to what 2025 holds for small businesses. The outlook is encouraging: According to research, the majority of small business owners are optimistic about America’s economy. That optimism, paired with a well-informed small business strategy, could mean plenty of success in the year ahead. When you’re formulating your plans for 2025, consider the following trends:


  • E-commerce. Online sales aren’t exclusive to the big boxes of the world anymore. In fact, E-commerce currently accounts for a fifth of all retail sales worldwide — a figure that is only expected to grow to 22.6% by 2027. If you’re not offering your products or services online, you could be missing out on opportunities to grow sales.
  • Online marketing. Likewise, if you’re not promoting your brand online, you may not be reaching as many consumers. 73% of small businesses have a website. Furthermore, most small business owner use social media platforms to build brand awareness and promote products and services. There have never been more ways to connect with prospective customers than there are right now.
  • Artificial intelligence. We’ve all heard the acronym AI. Aside from being a buzzword of the past few years, AI has real-world implications for small business owners. For example. 53% of small businesses now use AI-powered chatbots and virtual assistants for customer service. AI can help businesses streamline processes, limit human error, and enable employees to complete everyday tasks faster and focus on other important aspects of the business. It’s no surprise that studies are showing an increase in productivity from companies that implement AI into the workplace.
  • Cybersecurity. In the digital age, data security and privacy remain a top concern for consumers. Small business owners can help prevent cybercrime by keeping staff up to speed on best practices, securing networks, updating software, and using multi-factor authentication.
  • Customer experience. In today’s digital world, set yourself apart by prioritizing an interpersonal touch to create a positive experience at every level, from research to point of sale. That could mean greeting everyone who walks through the door of your brick-and-mortar store or writing a heartfelt email to the customers subscribed to your newsletter. At the end of the day, it’s all about meeting the customer where they are.

Hiring Teen Workers

Bringing teen workers into your business can be a game-changer! Their youthful energy, enthusiasm, and eagerness to learn can boost your workplace, while giving them the chance to gain valuable experience. However, to make the most of this opportunity, employers must follow important Washington State Department of Labor and Industries guidelines. Here’s a quick overview to help you stay on track! 

 

1. Work Permits and Parental Consent 

Before you get started, Washington state requires a work permit for minors, and don’t forget to get parental consent! This step is crucial, especially for minors under 16, to ensure everyone feels confident and safe with the work environment. 

 

2. Age Restrictions and Types of Work 

When it comes to hiring teens, the types of jobs they can do depend on their age: 

 

  • 14-15 years old: These younger workers can take on safe, non-hazardous jobs like retail, office work, or food service, but keep them away from dangerous tasks like heavy machinery or construction. 
  • 16-17 years old: Teens in this age group can do more types of work, but they’re still restricted from hazardous roles such as roofing or operating power tools. 

 

3. Work Hour Limitations 

Teens need to balance work and school, so there are limits to how many hours they can work: 

 

  • 14-15 years old: During the school year, they can work up to 3 hours per day on school days, with a weekly maximum of 16 hours. During non-school weeks, they can work up to 8 hours per day and 40 hours per week. 
  • 16-17 years old: These teens can work up to 4 hours per day on school days, with a weekly maximum of 20 hours, and 8 hours per day on non-school days, capping their school-week total at 8 hours per day and 48 hours per week during non-school weeks. 

 

Make sure to also follow federal laws like the Fair Labor Standards Act (FLSA), which ensures that minors aren’t working during school hours or late at night, with only a few exceptions. 

 

4. Minimum Wage and Compensation 

Teens deserve to be fairly paid! In most states, this means earning at least the minimum wage. Some states have a “youth wage” for workers under 18, typically during the first 90 days of employment. In Washington State, minors under the age of 16 must be paid at least 85% of the state minimum wage. 

 

5. Health and Safety Protections 

Safety is key when hiring teens. Employers must ensure that young workers are in a healthy, secure environment. This includes adhering to L&I guidelines, giving proper safety training, and making sure teens stay away from hazardous working conditions. 

 

Hiring teens is not only a fantastic way to support your business, but it also helps young workers build important life skills. By following L&I guidelines, securing the proper permits, and creating a safe, supportive workplace, you’re setting up both your business and your teen employees for success!

Port Gamble S'Klallam Tribe Selected as Washington's First Health Equity

Zone for Native Communities

The Washington State Department of Health (DOH) and the Indigenous Advisory Panel of the Health Equity Zones Initiative are pleased to announce the Port Gamble S’Klallam Tribe as the state’s first Health Equity Zone (HEZ) for Native communities. The ancestral homelands of the Port Gamble S’Klallam Tribe span across Kitsap, Clallam, Jefferson, Mason, and San Juan Counties. The Tribe will receive $200,000 per year for at least two years to help identify health priorities and develop community action plans.


The HEZ Initiative, passed by the Washington legislature in 2021, aims to reduce health inequities. Differences in neighborhood conditions, often referred to as social determinants of health, can influence who is healthy, who is sick, and who lives longer. The HEZ Initiative creates an opportunity for DOH to better honor the contributions of communities, whose voices and knowledge have been historically undervalued, in advancing health equity by centering them in decision-making processes. The HEZ Initiative recognizes that these communities have the knowledge and understanding to implement solutions that will strengthen their own health and well-being.


The HEZ Indigenous Advisory Panel, which is comprised of Native people from across the state of Washington, has worked over the past year to shape this community-driven zone selection process. The panel reviewed 10 strong applications and selected a zone after two days of discussion and deliberation.


The HEZ Indigenous Advisory Panel released the following statement on the selection:

“We believe that the visionary work of the Port Gamble S’Klallam Tribe has the potential to set a precedent here and across the country. We are excited to select a Tribe that is exercising their sovereignty and reclaiming connections to their homelands. This not only impacts relatives now, but also future generations as they assert their self-determination and self-governance.”


The announcement of the state’s first HEZ for Native communities follows an announcement in August 2023 of East Whatcom County as the state’s first HEZ for Rural communities, and South King County as the state’s first HEZ for Urban communities.
