URGENT: COUNTY PROPOSES YET ANOTHER MORATORIUM


On Tuesday October 7th, LA County's Board of Supervisors will consider an eviction moratorium "or other similar protections" for anyone who claims they are affected by ICE enforcement. This follows the county's blanket moratorium for people affected by the wildfires which was applied across the county. As you may remember, the Covid moratorium lasted 3 years and was abused by many unaffected tenants.


Please email and call the five supervisors (details below) and oppose any overreaching moratorium or other excessive attacks on our businesses. For the supervisors to use lawful federal action as an excuse to advance extremist housing agendas is unconscionable.


The County has already passed an Emergency Rent Relief Program (ERRP) to assist individuals impacted by the recent ICE activities and individuals still impacted by the wildfires. To pass an eviction moratorium would be overly broad and very damaging to rental housing providers, especially small-time owners.


An eviction moratorium does not lower the costs of providing housing. An eviction moratorium will yet again result in months of uncollected rent and will drive smaller owners who provide naturally occurring affordable housing out of business. As these properties are demolished and replaced with luxury housing by new corporate owners, the County will greatly reduce its already severely limited supply of affordable housing.

INACCURATE, INSULTING, AND INCOMPLETE

A wasted opportunity to help housing providers.


Last week we recommended you review the contents of the Rent Stabilization Department's "Landlord Workshop".


We are withdrawing that recommendation now that the Department has finally published the recording of the meeting, HERE. The information presented in the workshop was inaccurate and the behavior of the host was insulting.


Rent Stabilization Department Director Helen Morales made a number of false statements to housing providers who attended. Among these was the claim that non-RSO properties (typically those built since 1995) cannot increase rents by more than 5% without tenants demanding relocation payments of up to $40,000. This is completely false, as AB1482 currently permits rent increases of up to 8.0% on these properties. You can find Morales' false statement on the video at 1:05:25.


Director Morales also took a confrontational approach to housing providers, refusing to answer questions that she considered unhelpful (1:01:25), and eventually closing the meeting 30 minutes early instead of responding to questions as promised.

Director Morales began working at the Rent Stabilization Department on July 1, 2024 and received 6 months of salary and benefits during the calendar year.
