Q: What is Pavement Condition Index? (PCI)
PCI is a numerical rating from 0-100. The number represents the percentage of the pavement that does not have defects.
Q: How do we use PCI to prioritize streets for overlay, partial repairs or full reconstruction?
20-69 PCI are candidates for overlay. To be overlayed, the curbs, gutters and sidewalks should be in good condition.
70 PCI and above qualifies for partial repair. The isolated failed sections of concrete pavement are removed and replaced.
0-30 PCI are candidates for full reconstruction and should be reconstructed as funding permits.

The City of Garland Street Department develops an infrastructure construction program, which contains the departments projects for the upcoming three years.
