Right now, we are witnessing the devastating impact of executive orders and policy changes on refugees and immigrants. The recent federal freeze on refugee admissions has created a wave of uncertainty, leaving countless individuals and families in limbo. But at JFCS East Bay, we remain unwavering in our mission. No policy shift can shake our commitment to welcoming, protecting, and empowering those most impacted.
In the face of these challenges, we are expanding our support systems. Our new Community Resource Hub seeking services in need, and important information for our partners. More than that, it is a space for action, equipping our community with tangible ways to advocate for and support refugees and immigrants.

In these times of uncertainty, with an administration that often fuels fear and division, it can feel challenging to know where to start or what to do. But for those of us who have experienced displacement, the resilience to move forward is nothing new. Kawser Amine, a former refugee from Afghanistan, shares her powerful story of overcoming fear, building community, and the importance of standing together. Her journey from oppression to advocacy highlights the strength we find in unity, especially in the face of adversity.
Kawser’s message is clear: when we welcome and support one another, particularly those who are most vulnerable, we all rise. At JFCS East Bay, we are committed to creating that circle of support, helping refugees and immigrants navigate new lives and empowering them to contribute their talents to our communities. Program Highlight:
Rallying for Families in the Face of Executive Orders

Recent Executive Orders have had widespread and significant impacts on every area of our work at JFCS East Bay. These policies have disrupted services across our organization, leaving many of the families and individuals we serve facing greater challenges and uncertainty.
The suspension of refugee services has left families stranded, with canceled flights preventing reunifications and preventing many from securing the safety they sought. At the same time, our mental health services for children, youth and families have witnessed families separated, as these children were unable to join their parents due to immigration barriers. Many of the older adults we serve face the loss of critical medical care, as funding for health services is at risk. Additionally, our clients seeking immigration legal services are on high alert, knowing that the risk of deportation is heightened under these new policies.
Despite the challenges presented by these Executive Orders, JFCS East Bay remains committed to providing support to individuals and families navigating these obstacles, including open and active refugee resettlement cases that have been frozen. “We fully assume that the federal government will not honor the process and that it will go to court,” said Mencher. “In the meantime, the people who are here now need a place to live, need food to eat, need to sign up for benefits, need to get kids in school, need to have access to health care.”
Our team is tirelessly working to fill in the gaps where federal processes fall short. We are raising funds to ensure that refugee families, older adults , children, and other community members now at risk continue to access the critical resources they need. From housing and food to healthcare and education, we are committed to meeting immediate needs, regardless of the shifting policies. Together, we will continue to support these families and individuals, creating a community of care where no one is left behind.

Majd Alshaar: From New Arrival to Case Manager

When his family arrived in 2020, a JFCS East Bay case manager helped us apply for food stamps, English classes, and other essential benefits. The support we received made all the difference as we adjusted to life in a new country.
"Now, I’m a JFCS East Bay case manager myself. Every day, I have the opportunity to give new arrivals the same support and guidance that helped my own family. I understand firsthand the challenges of resettlement, and I’m honored to walk alongside others as they build their new lives."
The recent executive orders have placed immense strain on our refugee services, and many families now face even greater obstacles. But despite these challenges, we continue to provide essential support—because no one should have to navigate this journey alone.

Ashley Green, Communications Manager

Ashley Dawn Green joined JFCS East Bay in July 2023 as Communications Manager in the Development & Community Engagement team, drawn by the organization’s deep commitment to justice, advocacy, and holistic community support. With a passion for impactful storytelling and uplifting marginalized voices, she believes in the power of communication to inspire change.
One of Ashley’s most fulfilling moments was leading a campaign that highlighted the resilience of refugee families resettling in the East Bay. Through compelling storytelling, social media engagement, and outreach, the campaign not only raised awareness but also exceeded fundraising goals, allowing JFCS East Bay to expand critical services.
Outside of work, Ashley enjoys traveling, engaging in meaningful community discussions, and exploring history, particularly as it relates to cultural identity and social justice. She also loves game nights with friends and family, creative storytelling, and finding new ways to connect with and uplift others.

Community Leader Spotlight:
Dr. Ammar Saheli, ED.D, MS, PPSC
|
Dr. Ammar Saheli is a dynamic leader, educator, and advocate for racial equity and restorative justice. As the CEO of Saheli7 Educational Consulting since 2007, he has dedicated his career to fostering transformative change in schools, organizations, and communities. With over two decades of experience spanning public education, mental and behavioral health, and faith-based leadership, Dr. Saheli brings a holistic and restorative approach to addressing systemic inequities.
In addition to his consulting work, he serves as the Director of Student Support Services for a Bay Area school district, Pastor of the West Oakland Church of Christ, and a faculty member in the Graduate School of Counseling at San Francisco State University. His expertise in racial equity, implicit bias, and restorative practices has guided schools and organizations in dismantling institutional barriers and addressing civil rights concerns.
Dr. Saheli is also the author of Eerie Silence: Race/Racism Explored Across Educational, Theological, and Justice Continuums Amidst America and Beyond (2018), a critical exploration of race and justice in America. He holds a B.A. in Psychology and an M.S. in Counseling from San Francisco State University, as well as a Doctorate in International & Multicultural Education from the University of San Francisco.

Stand Together Contra Costa County

As new Executive Orders create additional barriers for refugees and immigrants, we, as part of Stand Together Contra Costa County, are coming together to ensure that all community members continue to receive the support they need. This rapid-response coalition is dedicated to protecting immigrant rights, providing legal assistance, and ensuring that no one in our community faces deportation, homelessness, or hunger alone.
Together, we are mobilizing local leaders, activists, and volunteers to provide direct support to families facing uncertainty. Our collective work aligns closely with JFCS East Bay’s mission, ensuring that housing, food, healthcare, and education remain accessible—no matter how policies shift.
In these challenging times, solidarity is our greatest strength. By standing together, we can uphold the dignity, safety, and well-being of all people, regardless of immigration status.
