Welcome to this installment of Read.Watch.Listen: a monthly forum hosted by the NCSEA SE3 Committee to share and promote conversations on diversity, equity and inclusion within the structural engineering profession. Each month, we will curate a series of articles, audio-visual and digital media to facilitate self-education in matters that affect our professional practice as structural engineers. Whether you choose to read, watch, or listen (or all three!), we hope you will join us in this important conversation.
This month, we are focusing on strategies to start the conversation about race in the workplace. These conversations can and will be very personal and emotional; they’re often particularly difficult for people of color. The resources below provide numerous suggestions and tips for making yourself and others comfortable during these sensitive discussions. We hope these resources will prove valuable, whether you’re a CEO or an entry-level engineer.

The CNBC Make It team shares a few perspectives from Black community leaders on engaging in thoughtful dialogue about the civil unrest within the US. They provide guidance on how to approach conversations and how to be an ally, and encourage other community leaders to make themselves available as resources to help facilitate meaningful discussions.

WATCH
Galen Emanuele focuses on internal conversations for organizations trying to tackle racial equity. Emphasis is placed on four key strategies for leadership to approach the topic effectively. Although it may be uncomfortable entering the conversation and setting the right tone, Emanuele reminds the viewer it is more important to start the conversation and listen than to remain silent.

LISTEN
“Awkward, emotional, uncomfortable. This is how many of us feel when we try to talk about race. But we need to know how to have these conversations if we’re going to make progress toward a more equitable and high-functioning society." Negotiation expert Kwame Christian gives some starting points on how to talk about race, particularly in a work environment.

The NCSEA Resilience Committee seeks to provide a multidisciplinary collaboration platform to formulate recommendations and innovations to enhance resilience in the built environment. In an effort to further the Committee’s goal to educate the structural engineering community on resilience approaches to planning, design, and construction, the following resilience-focused content addresses strategies, practices, and ways of thinking to meet the challenges of designing in a multi-hazard environment. Acknowledging that resilience-thinking is cross-disciplinary, the content highlighted will be from many different perspectives and disciplines intentionally.
- Inspired by TED talks, FEMA’s PrepTalks series includes short talks given “by subject-matter experts and thought leaders to spread new ideas, spark conversation and promote innovative leadership for the issues confronting emergency managers.” FEMA has an entire online library of interesting digital content dealing with various aspects of disaster management. In Dr. Berke’s PrepTalk from 2018, he explains how effective land-use planning can reduce vulnerabilities and strengthen community resilience. He highlights how mitigation planning is often disconnected from other urban planning initiatives that influence development in hazard areas..
- The AIA’s Design for Risk and Reconstruction (DfRR) committee recently hosted a series of six webinars called Fight or Flight? Rethinking the Urban Footprint. The series was focused on imperative and ethical responsibility to integrate thinking about relocation into practice to respond to the climate crisis. In Session Three: Fight or Flight? Pathways from Around the World, panelists presented a wide range of solutions and case studies from North America, Europe, Africa, and Australasia. These examples explored the role of comprehensive planning to address climate migration and relocation, buyouts, and community relocations, and associating visioning to recovery processes through community engagement.
- Hazard-Resilient Infrastructure: Analysis and Design, MOP 144, provides guidance and an underlying framework for creating consistency across hazards, systems, and sectors in the design of new infrastructure systems. The book also discusses enhancing the resilience of existing systems and relates this framework to the economics associated with system lifecycle, including organizational and socioeconomic considerations.

Committee Spotlight:
The Resilience Committee develops positions and recommendations on issues in the emerging field of resilience-based planning and design. The committee coordinates with SEA member organizations and other groups including NIST, FEMA, ASCE, SEI and ICC to develop concepts and educational materials about natural hazard resilience for communities in the context of structural engineering.
This committee strives to:
- Lead the discussion about resilience and functional recovery as it relates to building performance
- Educate the structural engineer about resilience and how building design can contribute to shorter recovery times
- Support active regional SEA resilience committees
- Help interested SEAs form and encourage participation in regional or local resilience committees
- Share/disseminate educational material, white papers, presentations, etc. created by the committee or SEAs
- Advocate for the structural engineering community with respect to policy and code development

This committee is chaired by Kevin S. Moore, P.E., S.E., Senior Principal and Structural Region Head of Simpson Gumpertz & Heger Inc. in the San Francisco Bay Area. Kevin has been active in NCSEA since 2003, and is Past Chair of the NCSEA Seismic Subcommittee to the Code Advisory Committee. Kevin is the current chair of SEAOC’s Structural Standards Committee and President of SEAONC. Kevin represents NCSEA with the Building Seismic Safety Council and serves on ASCE and AISC standards development committees.
If the Resilience Committee isn't the committee for you, NCSEA has a variety of committees that work to further the association’s mission to constantly improve the level of standard of practice of the structural engineering profession throughout the United States, and to provide an identifiable resource for those needing communication with the profession.
