The Joint National Committee for Languages and National Council for Languages and International Studies (JNCL-NCLIS), the premier advocacy organization for America’s Language Enterprise, launched the JNCL-NCLIS Legislative Action Center. This comprehensive resource is the next step in proactive government affairs management for JNCL-NCLIS, and will make taking action and engaging with key legislation easier than ever for language advocates across the country.

Last week JNCL-NCLIS attended a briefing hosted by the U.S. Department of Labor (Department) regarding a proposed rule addressing how to determine whether a worker is an employee under the Fair Labor Standards Act (FLSA) or an independent contractor. 

While the proposed rule is a step in the right direction, JNCL-NCLIS encourages language advocates to support the language industry by submitting comments to tell the Department of Labor to place increased consideration on the skill factor in the published rule.

Hispanic ELs possess varied demographic and academic backgrounds which are not always fully recognized or valued when students are collectively viewed as a group. It is critical to increase educators’ awareness of the diversity that exists among ELs who are Hispanic, and to identify and highlight the cultural and linguistic assets that students bring to their school and their community.

English learners (ELs) who speak Spanish as a home language make up nearly 75% of all ELs in public schools. While high representation of Spanish speakers has resulted in increased availability of Spanish language resources and support, academic achievement and opportunity gaps, between Hispanic ELs and their non-Hispanic EL peers persist.
