CALL FOR SESSIONS: The 2026 FRA Annual Conference is scheduled for October 20-23 at the Sunseeker Resort, Charlotte Harbor, and planning is well underway. The FRA would like you to submit your ideas for speakers and topics for this year.


Topic ideas could include: Affordable Housing, Capital Stacking, Communications and Disseminating Information, Community Policing, Extending CRA, Grand Opportunities for CRAs, Housing Rehabilitation & Accessibility, Live Local Implementation, and Mobility.

City of Fort Lauderdale Community Redevelopment Agency – Mount Hermon Apartments


Mount Hermon Apartments is a seven-story, $43.5 million affordable senior housing development in Fort Lauderdale’s Dorsey Riverbend neighborhood. Reserved for residents aged 62-plus earning at or below 25–60% of the area median income, the project offers 104 energy-efficient one- and two-bedroom units, with rents ranging from $425 to $1,225, which is well below area averages. Developed by the Housing Trust Group in partnership with Mount Hermon AME Church, the project sits on church-owned land under a long-term lease. Residents enjoy top-tier amenities, including a rooftop walking path, clubroom, fitness center, outdoor kitchens, and wellness support programs.

New! Three Developers Vying for Riviera Beach Waterfront Project Rights

Riviera Beach officials have to choose between three developers who all have Riviera Beach developments under their belt. The developers have submitted proposals to build a mixed-use project on a prime Riviera Beach waterfront parcel. The coastal city’s Community Redevelopment Agency (CRA) issued the request for the 90-acre site at 190 E. 13th St. last August.


The agency describes the proposed public-private partnership as an effort to attract new office and upscale retail tenants, as well as increased parking, to the city’s downtown core. The CRA plans to ground-lease the properties.


The request attracted Forest Development, Sonnenblick Development and Related Urban Development Group.


The three all included various combinations of condos, hotel rooms, office, retail and restaurants in their bids. This would build on Phase I, which has already added a new event center and expanded marina on the Intracoastal Waterway with watersports facilities and 140 boat slips.

New! Orlando Plans Major Redevelopment Beneath I-4 in Downtown

Orlando’s Community Redevelopment Agency (CRA) is investing $30 million into “The Canopy,” a transformative project beneath I-4 in downtown. Part of the city’s updated DTO Action Plan, the redevelopment will convert nearly 10 acres between Washington and Church streets into a vibrant public gathering space featuring event areas, public art, pedestrian and bike paths, digital projection elements, and more than 300 parking spaces. Construction is set to begin this summer, with completion anticipated in 2027/2028, marking a major step in reshaping downtown’s urban core.

New! Jellyfish Museum Progressing Towards Pompano Beach Debut

In a brief digital “open house” video shared on Facebook, entrepreneurs Yana Yanovska and Alex Yanovsky recently offered a glimpse at the progress of their Jellyfish Museum, steadily taking shape at 199 South Ocean Boulevard.


The video makes it clear there’s more interior finishing work to do – it still looks closer to a construction project than a museum at this point. But it’s apparent there’s been a lot of progress since October.


That’s when the Yanovskys’ company, Jellyfish Inc., applied for and received a grant for $100,547 from Pompano’s Community Redevelopment Agency (CRA) to jump-start the renovation process. The remaining portion of costs – estimated by the company at $1.4 million total for interior and exterior work – are being covered by the museum entrepreneurs.

Park Dedication Opens a New Era for Lealman

The long-gestating renovation of Lealman’s 38-acre Raymond H. Neri Park was unveiled Saturday, a $10 million investment by Pinellas County government in the future of the unincorporated and historically underserved district.


The ribbon-cutting was followed by the fourth annual Honey & Arts Festival, on the massive athletic fields (re-planted with new grass) near the new playgrounds, adult fitness equipment, dog parks and improved trails. There are picnic shelters and public restrooms.


The work, paid for with Penny For Pinellas dollars, along with state and federal funding, includes improved access to the former Joe’s Creek Greenway Park, behind the Lealman Exchange community services building at 175 45th Street N. in St. Petersburg.


During his morning speech, before the ribbon-cutting, Eggers thanked the many organizations – including the Community Redevelopment Association, the Lealman Community Association and others – that contributed to the revitalization project, which began in 2024.

Council Unanimously Approves First Phase of Riverside Park Project

The Temple Terrace City Council unanimously approved Phase One of the Riverside Park project on Feb. 3, authorizing Halff and Associates to begin permitting and contract bidding.


Phase One is estimated to cost $3.44 million, including nearly $950,000 in contingencies. The city has $3.8 million available, with about $3 million coming from its unassigned fund balance and $800,000 in Tax Increment Financing (TIF) funds allocated through the Community Redevelopment Agency (CRA).


The first phase will include a riverwalk boardwalk, small parking lot, upgraded restrooms and a concrete path around Springdale Pond. City leaders also hope to incorporate an observation tower along the riverfront.


Future phases could add a fishing pier, kayak launch and expanded open lawn space as part of the broader downtown revitalization effort.

North Miami CRA Approves $250K Grant to Build Black-Led Nonprofit Birthing Center

Last week, the North Miami Community Redevelopment Agency (CRA) approved a $250,000 Business Attraction Grant to support the creation of a community-centered maternal health and wellness facility, helping address South Florida’s growing shortage of maternity care.


The vision belongs to Olamina Properties LLC, a joint venture between Black-led nonprofits Southern Birth Justice Network (SBJN) and Magnolia Birth House. The two organizations had already been searching for a home where they could bring their plan to fruition for months when The Miami Times first reported on the matter in July 2025. A failed attempt to bring the facility to Miami Gardens forced organizers to reassess, eventually landing them in North Miami with renewed momentum.


Now backed by the CRA grant, the Olamina team is on track to transform a former pet shop in the city into what organizers say will be the first nonprofit birthing center in South Florida offering culturally competent, community-based care.

The following duties are normal for this position.


  • Research, collect, analyze, and summarize data (land development regulations, development patterns, etc.) in written and verbal presentations for planning projects and studies.
  • Provide technical review and analysis of planning and land use activities in areas of zoning, site planning, landscaping, architecture, historic preservation, neighborhood planning, comprehensive planning, or similar areas of expertise, such as form-based code.
  • Review, analyze, and manage development proposals, including rezoning, conditional uses, new site plans, site plan modifications, land development regulation amendments, comprehensive plan amendments, variances, and subdivision plats through various municipal procedures.
  • Make presentations before formal boards and committees and be responsible for coordination of all activities of such a board or committee.

Executive Director – Boynton Beach CRA
