CALL FOR SESSIONS: The 2026 FRA Annual Conference is scheduled for October 20-23 at the Sunseeker Resort, Charlotte Harbor, and planning is well underway. The FRA would like you to submit your ideas for speakers and topics for this year.
Topic ideas could include: Affordable Housing, Capital Stacking, Communications and Disseminating Information, Community Policing, Extending CRA, Grand Opportunities for CRAs, Housing Rehabilitation & Accessibility, Live Local Implementation, and Mobility.

🏆 2025 FRA Award Winner Showcase: Outstanding Housing Project – Small City
Southeast Overtown Park West Community Redevelopment Agency – Residences at Sawyer’s Walk, Block 55
Sawyer’s Walk, a transformative 3.44-acre development in the heart of Overtown, Miami, revitalized land once vacant at 249 NW Sixth Street. This mixed-use project encompasses 578 affordable units (Residences at Sawyers Walk). Half are reserved for seniors earning below 50% of the area’s median income, which offers relief for families amid the nation’s housing crisis. It also brings 250,000 square feet of commercial and entertainment space, anchored by major retailers such as Target, Aldi, and Ross. New! Council to Approve Pre-Construction on Lake Eola Gateway and Downtown Pocket Park

The Orlando City Council on Monday will consider a $3.9 million pre-construction agreement with Turner Construction Company to design the Lake Eola Gateway Entrance and a new pocket park at 30 S. Orange Ave., a combined project estimated at $18 million that represents the first visible step in a sweeping downtown transformation funded by bonds approved just two weeks ago.
The project is part of a broader slate of downtown improvements backed by $160 million in Tax Increment Revenue Bonds that the council and Community Redevelopment Agency approved unanimously on Feb. 9. That bond package also funds The Canopy, a park beneath Interstate 4, the conversion of Orange Avenue and Rosalind Avenue into two-way streets, and the transformation of Church Street into a festival street.
The agreement covers Phase I design work. A companion CRA agreement formalizes the three-way partnership between the city, CRA and Turner Construction. The city and CRA will remain involved in the design phase, and Turner will not begin construction until a guaranteed maximum price is agreed upon at a later CRA meeting.

New! Five Improvement Projects for Walking and Bike Paths Planned for Coral Springs

Pedestrians and cyclists are expected to have an easier time navigating Coral Springs with a handful of planned improvement projects. City planners and consultants looked at traffic and crash data, fielded citizen complaints and walked the city to identify five areas to improve mobility, connectivity and ADA access for those not traveling by vehicle.
The city came up with a list of corridors of concern, then associated with Kimley-Horn, a planning and design consulting firm, looked at the data and walked around Coral Springs to get a boots-on-the-ground assessment of the highest priority areas.
The 33rd Street improvements near Broward Health Coral Springs were encouraged by the Community Redevelopment Agency, which is spearheading changes to the downtown mixed-used area, according to city planners. As more businesses are expected to come to that area, the city is putting in walking paths to provide greater connectivity when the time comes.

New! Century CRA Reemerges with $191K Balance For Blighted Area

The Century Community Redevelopment Agency (CRA) now has $191,151.89 in the bank and will soon begin to consider how potential projects can improve blighted areas of the town.
The five members of the Century Town Council and one citizen currently sit as the CRA board, which is expected to meet quarterly. However, a meeting this week was the first in years, and financial information has not been published since the 2021-2022 operating year.
Eric Christianson, a planner for the Emerald Coast Regional Council, met with the CRA board this week for a presentation on what the CRA is and how the agency can work to improve a portion of the town.
In October 2018, the council approved a Tax Increment Financing plan for their redevelopment area, allowing the CRA to receive property tax revenues each year in excess of an established base rate. The appraised value of the property within the designated district was “frozen” in 2018, with that amount of tax revenue generated still designated for the town’s general fund, the county, and other taxing authorities.

Three Developers Vying for Riviera Beach Waterfront Project Rights

Riviera Beach officials have to choose between three developers who all have Riviera Beach developments under their belt. The developers have submitted proposals to build a mixed-use project on a prime Riviera Beach waterfront parcel. The coastal city’s Community Redevelopment Agency (CRA) issued the request for the 90-acre site at 190 E. 13th St. last August.
The agency describes the proposed public-private partnership as an effort to attract new office and upscale retail tenants, as well as increased parking, to the city’s downtown core. The CRA plans to ground-lease the properties.
The request attracted Forest Development, Sonnenblick Development and Related Urban Development Group.
The three all included various combinations of condos, hotel rooms, office, retail and restaurants in their bids. This would build on Phase I, which has already added a new event center and expanded marina on the Intracoastal Waterway with watersports facilities and 140 boat slips.

Orlando Plans Major Redevelopment Beneath I-4 in Downtown

Orlando’s Community Redevelopment Agency (CRA) is investing $30 million into “The Canopy,” a transformative project beneath I-4 in downtown. Part of the city’s updated DTO Action Plan, the redevelopment will convert nearly 10 acres between Washington and Church streets into a vibrant public gathering space featuring event areas, public art, pedestrian and bike paths, digital projection elements, and more than 300 parking spaces. Construction is set to begin this summer, with completion anticipated in 2027/2028, marking a major step in reshaping downtown’s urban core.

Jellyfish Museum Progressing Towards Pompano Beach Debut

In a brief digital “open house” video shared on Facebook, entrepreneurs Yana Yanovska and Alex Yanovsky recently offered a glimpse at the progress of their Jellyfish Museum, steadily taking shape at 199 South Ocean Boulevard.
The video makes it clear there’s more interior finishing work to do – it still looks closer to a construction project than a museum at this point. But it’s apparent there’s been a lot of progress since October.
That’s when the Yanovskys’ company, Jellyfish Inc., applied for and received a grant for $100,547 from Pompano’s Community Redevelopment Agency (CRA) to jump-start the renovation process. The remaining portion of costs – estimated by the company at $1.4 million total for interior and exterior work – are being covered by the museum entrepreneurs.
