Storm Debris Management
Please be reminded that ‘Day Burning’ is not permitted, as the Township of North Kawartha falls within the MNR fire district regulations.  

Trees and Tree Limbs:
 
Trees (8” in diameter or less) and Tree Limbs may be taken to the following Transfer Stations free of charge:
  •  Anstruther Transfer Station at 400 Anstruther Lake Road, Apsley ON, K0L 1A0
  •  Haultain Transfer Station at 6879 Highway 28, Woodview ON K0L 3E0 
Residential Brush and Tree Limbs:
May also be taken to Peterborough County Public Works Yards free of charge:
  • Douro Depot - 713 County Rd. 4
  • Havelock Depot – 649 County Rd 46
  • Buckhorn Depot - 2467 County Rd. 36
  • Centreline Depot – 1275 County Rd. 24
  • Millbrook Depot – 1111 County Rd. 10

Trees and Tree Limbs may also be taken to:
  • Waste Connection Site at 348 County Road 6, Douro Dummer, ON, K0L 2H0 705-652-3505. No bagged yard-waste at this site. Tipping fees will apply. (Closed Monday, June 6 to Wednesday, June 8, 2022)
  • Bensfort Rd. Landfill Site at 1260 Bensfort Road, Peterborough, ON, K9J 1C5. 705-742-7777 ext. 2150. Tipping fees will apply.  

Stumps cannot be accepted.
  • It is suggested that a stump grinder, tree and/or property maintenance company be contacted for stump removal.
Loose Leaf and Yard Waste:
  • During the storm recovery period only, all ‘loose leaves’ must be in paper yard waste bags. 
  • Trailers and Trucks full of ‘loose leaves’ cannot be accepted ‘during’ the storm recovery period but will be accepted ‘after’ the storm recovery period.  
Food Spoilage:
  • Food Spoilage, in a clear garbage bag, will be accepted at either of the Transfer Stations free of charge

Highway 28 Community Safety Zone

Hi NK, Mayor Carolyn here with a very important video update. I am standing just outside of Apsley along Highway 28 at one of the 2 newly approved community safety zones by the Province.  The first zone covers the 3.5km of highway 28 that runs through the village of Apsley and the second zone runs for 5.5km from Haultain right through the hamlet of Woodview. The signs have been installed at the boundaries of each zone. This means that certain fines will double, including fines for speeding if you are caught breaking the traffic rules in these zones. And I am here to tell you that enforcement begins NOW. 
There will be no grace period- the increased penalties will be applied immediately!
After years of advocacy and hard work, this is a major accomplishment for the safety and well-being of our community and for the tens of thousands of people that travel Highway 28 each year. This is just one of many tools that we are using to encourage safe and responsible driving on our roadways. So please everyone drive with care and be aware. Because if you don’t, you may end up paying a lot more. Until next time North Kawartha, be well and take care.

Visit VoterLookup.ca to confirm that your name is on the Voters’ List for the 2022 Municipal Election. You may also add an elector name to an address or update your information in a few easy steps. The blue VoterLookup.ca kiosk is now available at the Municipal Office.

The nomination period is now open. Nominations may be made by completing and filing in the office of the Clerk, the nomination form along with the filing fee and endorsement signatures. For further information, please visit the Information for Candidates page on the Township website. Nomination Packages are available online or by visiting the Township Office for a paper package. You are required to make an appointment with the Clerk to file your nomination.

Finance Department Updates

NEW! The Township of North Kawartha is pleased to offer property owners the option of receiving their tax bills via electronic mail effective in 2023. To sign up to have your tax bills emailed, please complete the Email Consent form and follow the instructions on the form to submit it to the Municipal Office. Please note all 2022 Final Tax Bills will be mailed through the postal system. All property owners should be aware that failure to receive an e-mailed municipal notice does not release taxpayers from their responsibility to pay any charges specified on the notice or any penalties that may be incurred by late payment. Property owners should also be aware that as with all e-mails, there are inherent risks when transmitting information via e-mail. For more information, visit the Taxation page on our website or contact the Deputy Treasurer or Accounting Assistant.
 
The Township is also excited to announce a new product that will be available in the future for our residents called Virtual City Hall. This product is an online portal that will allow residents to access their tax information and payment history online at any time, whenever it is most convenient for them. There will also be an option to receive and access current and past electronic bills through the portal. Keep an eye out on our website, newsletter, and social media for more updates and announcements about Virtual City Hall and when it will be launched!
 
Need to change your mailing address? No problem! You can find our Change of Mailing Address form on our website. Please fill it out and send it in to the office via email, mail, or our 24 hour drop box location to the right of our front entrance.
 
The 2020 MPAC (Municipal Property Assessment Corporation) Assessment update for all of Ontario properties has been postponed until further notice due to COVID-19. Property assessments for the 2021 and 2022 property tax years will continue to be based on the fully phased-in current values. This means your property assessment for the 2022 property tax year will be the same as the 2020 tax year assessment, unless there have been any additional changes to your property. For more information, please contact MPAC at www.mpac.ca or 1-866-296-6722.
If you receive a Property Assessment Change Notice from MPAC due to physical changes to your property you can visit www.mpac.ca where you can log on to AboutMyProperty to:
  • Learn more about how your property was assessed,
  • See the information they have on file about your property, and
  • Compare your property to other properties in your neighbourhood.

Parks and Recreation
At long last, this Spring and Summer will mark the return of programs such as Youth and Adult Softball, Ball Hockey, Soccer, Lacrosse, and Swimming Lessons.

Additional programs/events returning include Tennis and Pickleball at Wilson Park, Apsley Play to Learn, Seniors Groups (at all 3 Community Centres), Ping Pong, Bridge, Apsley Auctions (final year), the Lions Flea Market, Yuk Yuk’s Comedy Fundraiser, Apsley Firefly Band, Summer Quilters, and more! In the interim, please check our website for currently available programs, or contact the local club/group that you belonged to, as many programs and clubs have either returned, or will be returning soon.

The North Kawartha Fitness Centre is open weekdays (Monday to Friday) from 6:00 am to 9:00 pm, and weekends (Saturday and Sunday) from 9:00 am to 5:00 pm.

Summer Safety Tips from the
Fire Department

Fireworks Safety

As the Canada Day long weekend approaches, it is important for all residents and visitors of North Kawartha to know that there is a new Fireworks By-Law in effect. 

Within this by-law there are set dates and times that consumer fireworks can be set off, one of the dates is for the Canada Day — between 7:00 p.m. and 11:00 p.m. on the weekend prior to Canada Day, the weekend directly following Canada Day or on July 1st;

Please read By-Law 2021-0118 (Fireworks By-Law) to become familiar with the regulations. 
 
The fire service recommends attending public fireworks displays hosted by a municipality or other responsible organization.
 
If you still choose to have a family fireworks or an informal neighborhood display, check with your local fire department about regulations regarding fireworks. Here are some important safety tips to be followed: 
 
  • Appoint a responsible person to be in charge. Only adults who are aware of the hazards and essential safety precautions should handle and discharge fireworks.
  • Carefully read and follow the label directions on fireworks packaging.
  • Always keep a water hose or pail of water close by when discharging fireworks.
  •  Discharge fireworks well away from combustible materials like buildings, trees and dry grass.
  • Keep onlookers a safe distance away, upwind from the area where fireworks are discharged.
  • Light only one firework at a time and only when they are on the ground. Never try to light a firework in your hand or re-light dud fireworks. For dud fireworks, it is best to wait 30 minutes and soak them in a bucket of water. Dispose of them in a metal container.
  •  Discharge fireworks only if wind conditions do not create a safety hazard.
  •  Keep sparklers away from children. Sparklers burn extremely hot and can ignite clothing, cause blindness and result in severe burns. As the sparkler wire remains hot for some minutes after burnout, it should be immediately soaked in water to avoid injury.
  • If someone gets burned, run cool water over the wound for three to five minutes and seek medical attention, if necessary.
 
Safety Tips:



No Burning during the daytime (8 AM until 6 PM) from April 1 until October 31

Burn permits are required for all open air burning in the Township of North Kawartha. This includes campfires of any size and brush burning.
If you are unable to complete the Free Burn Permit Online  you must attend an issuing location to complete a burn permit in person, which are FREE.
 
You can visit one of the following locations during operating hours to obtain a burn permit in person:  
* Woodview General Store, 6220 Highway 28, Woodview
* Anstruther Marina, 23 Fire Route 63, Anstruther Lake Rd. Apsley
* Municipal Office, 280 Burleigh Street, Apsley

The following are not permitted:  

  • Burning during the daytime (8 AM until 6 PM) from April 1 - October 31
  • Use of Burn barrels
  • Burning of grass or leaves
  • Ignition of or use of flying lantern (also known as sky lantern)
  • Burning of garbage and hazardous materials dangerous to the environment
  • Burning without a valid Burn Permit
  • When there is a Burn Ban, Please subscribe to get updates

Contact the Building Department with your questions on demolition, construction, sewage disposal systems (septics), property zoning, the Official Plan, direction for subdivisions, home businesses, property standards and other related by-law information.

Please Note: We cannot stress enough how important it is to always check with our Building Officials prior to beginning any project. This is to make sure that you have met all requirements, have all the necessary approvals and are in compliance with all applicable regulations. Failure to do this can cause a delay of the processing of your application. If you have started your project, you could be required to remove it if it does not comply to the applicable requirements. It is therefore, in your best interest to consult with us while your project is in the planning stages.

By-laws are established to ensure that the Municipality is a good place for everyone to share and enjoy by setting rules and boundaries that everyone must follow. The Township has many by-laws, please visit the By-Law Enforcement Page for more information and for some of the more popular By-Laws.
To help us meet this commitment, we will bring by-law violations to the attention of individuals and property owners and work hard to reach a satisfactory resolution in a timely manner.

Compliance
By-laws are a comprehensive document passed by a municipality to provide for consistent and orderly development and to reduce the possibility of conflicting uses on properly zoned lands. They provide for a healthy, consistent environment and are a minimum standard to specific zones and uses as approved.
If you wish to submit a comment/complaint in regards to building or zoning issues, clean and clear or property standard issues, or any other issues that pertain to Building or Planning, please use the submittable Complaint Form, Building Department.
Recycling questions are among the most frequently asked garbage-related questions. Additional blue boxes are available at a cost of $6.00 each, at either Transfer Station or the Municipal Office.

Municipal Grants: Boat Cleaning Stations

The Township of North Kawartha has launched a municipal one-time grant program to support local lake associations in the pursuit of boat cleaning station solutions for their lakes. This falls under the Township's strategic direction for "Environment - Protect and Enhance". The Township will reimburse qualified local associations for 50% of the costs to a maximum of $10,000 upon approval. Get the details on our FOCA webpage, https://foca.on.ca/invasive-species/

Invasive Species – OVERVIEW
FOCA is very concerned about the potential impacts of introduced species and the effect they can have on our quality of life in Ontario. We have already seen the impacts from the many existing and looming invasive species introductions, including forest pests like the Emerald Ash Borer, aquatics like the Zebra Mussel and Asian Carp. These invaders have proven to alter the environment, damage our economy, and negatively impact our communities.
