Sunset Islands Infrastructure Upgrades

Project Overview

The City of Miami Beach is upgrading the water and sewer infrastructure in Sunset Islands II and III. This project involves the replacement of a decommissioned subaqueous water main and sewer main, ensuring enhanced infrastructure reliability and operational efficiency. These pipes will be installed via Horizontal Directional Drilling (HDD): an advanced trenchless technology used to install underground utilities with minimal surface disruption.


Once completed, this project will provide the necessary infrastructure upgrades to support the neighborhood's growing demands.



Project Scope

This project will be completed in six (6) phases. Please find a list of work activities within each phase below:

Phase 1 | September 2025

  • Location: W 27 Street between Lake Avenue and Sunset Drive between and W 27 Street and W 25 Street (Sunset Islands II).
  • Scope: Underground sewer pipe will be installed using a low-impact drilling method. Please know that the contractor will revisit this phase to finalize the pipe connections. This process will take place after Phase 4 is completed as part of a phased approach.


Phase 2 | September 2025

  • Location: W 27 Street and Lake Avenue, W 23 Street and Lake Avenue, W 23 Street between Bay Avenue and Sunset Drive (Sunset Islands II & III).
  • Scope: Sewer pipeline will be installed beneath the water using a low-impact drilling method. Equipment will be placed on Sunset Islands II near W 27 Street and Lake Avenue, with the pipe exiting on Sunset Islands III, north of W 23 Street and Lake Avenue. Please know that the contractor will revisit this phase to finalize the pipe connections. This process will take place after Phase 4 is completed as part of a phased approach


Phase 3 | October 2025

  • Location: W 25 Street and Lake Avenue, W 24 Street and Lake Avenue, and W 23 Street between Bay Avenue and Sunset Drive (Sunset Islands II & III).
  • Scope: Underground water main will be installed beneath the water using a low-impact drilling method. Equipment will be placed on Sunset Islands II, south of W 27 Street on the west side of Lake Avenue. The pipe will exit on Sunset Islands III, with a work zone along the south side of W 24 Street and Lake Avenue. Please know that the contractor will revisit this phase to finalize the pipe connections. This process will take place after Phase 4 is completed as part of a phased approach.


Phase 4 | October – November 2025

  • Location: W 23 Street and Lake Avenue and W 23 Street between Bay Avenue and Sunset Drive (Sunset Islands II & III).
  • Scope: Underground water main will be installed beneath the water using a low-impact drilling method. Equipment will be placed on Sunset Islands II, south of W 27 Street on the west side of Lake Avenue. The pipe will exit on Sunset Islands III, with sections placed along the north side of W 23 Street and Lake Avenue. Please know that the contractor will revisit this phase to finalize the pipe connections. This process will take place after Phase 4 is completed as part of a phased approach.


Phase 5 | November – December 2025

  • Location: Sunset Island III entrance on Sunset Drive and W 23 Street and Lake Avenue.
  • Scope: Underground sewer main will be installed and connected along Sunset Drive near the entrance of Sunset Islands III, with additional open trenches between drilling sites at W 23 Street and Lake Avenue in the swale area.


Phase 6 | December 2025 – January 2026

  • Location: Sunset Island II entrance on Sunset Drive and W 27 Street and Lake Avenue.
  • Scope: Underground sewer main will be installed and connected along Sunset Drive near the entrance of Sunset Islands II, with additional open trenches between drilling sites at W 27 Street and Lake Avenue in the swale area.



Timeline

The contractor is scheduled to mobilize to the site on Monday, September 8, 2025, to begin locating utilities. The project is expected to span approximately seven (7) months, including full restoration of the project area upon completion. Approved construction hours are Monday through Friday, 8 a.m. to 5 p.m. Any additional work hours will require prior approval and community notification.


Please note that the schedule may be subject to change due to weather conditions or other unforeseen factors.


Roadway Impacts

Traffic management and lane changes for Phase 1 are outlined below. Lane closures and additional details for the five (5) remaining phases will be provided in future advisories.

Phase 1

  • Regatta Avenue will be closed to local traffic only.
  • Two designated work zones will be established: one at the intersection of W 27 Street and Lake Avenue, and another on Sunset Drive between W 27 Street and W 25 Street.
  • Flagmen will be stationed at the intersection of Lake Avenue and W 27 Street to assist with traffic control.
  • During pipe pullback, flagmen will be stationed at W 27 Street and Sunset Drive.


What to Expect

  • Temporary lane closures and limited access to sidewalks in affected areas. Please heed flagmen and posted signage.
  • Residents may have limited access to their driveways during certain operations. The city will coordinate with those impacted separately.
  • Certain travel lanes will be restricted, allowing access only to local residents, delivery vehicles, and authorized service personnel.
  • Pipe pullbacks involve a pipe being pulled through a pre-drilled borehole to complete installation. This process will take place in designated phases and run continuously until completion. Please know that the city will advise residents when a pullback is scheduled to occur.
  • Access to city-owned easements on select properties will be required.
  • Moderate levels of construction noise are expected during the day.
  • Construction equipment, machinery and workers will be present on the job site.
