Diwali - Monday, Nov. 13

Diwali, also known as the Festival of Lights, is a significant Hindu festival celebrated by millions around the world. It typically falls between October and November, symbolizing the victory of light over darkness and good over evil. During Diwali, homes are illuminated with oil lamps, candles, and colorful decorations, and families come together to pray, exchange gifts, and enjoy festive meals.

To celebrate Diwali, you can engage in the traditional art of Rangoli, which involves creating colorful and intricate designs on the floor using rice flour or colored powders (even chalk). It's a creative and affordable way to bring the vibrant spirit of Diwali into your home, and it can be a fun activity for the entire family to enjoy.

What is the Design Review Commitee?

A Design Review Committee (DRC) is a group responsible for evaluating and approving or disapproving design and landscaping plans and modifications to properties within Sunstone. The primary purpose of a DRC is to ensure that any changes or additions made to individual properties within Sunstone adhere to the community's established rules, regulations, and aesthetic guidelines. These guidelines are outlined in the Sunstone governing documents, such as the Covenants, Conditions, and Restrictions (CC&Rs) or design guidelines.

Key responsibilities of a Design Review Committee include:

1. Reviewing Proposed Changes: Homeowners looking to make alterations to their properties, such as adding an extension, modifying the exterior appearance, changing landscaping, or repainting, need to submit their plans to the DRC for approval.

2. Ensuring Compliance: This committee ensures that the proposed changes comply with the design standards, rules, and regulations outlined in the Sunstone's governing documents.

3. Maintaining Aesthetic and Property Value Standards: The DRC plays a critical role in preserving the uniformity and aesthetics of Sunstone. It aims to protect property values by making sure that changes do not negatively impact the overall look and feel of the neighborhood.

4. Providing Recommendations: The committee may provide feedback or suggestions to homeowners on how to improve their proposed plans to better align with the community's guidelines.

5. Documenting Approvals: Once the DRC approves a proposed change, they typically provide written documentation, allowing the homeowner to proceed with the modifications.

6. Enforcing Guidelines: In cases where homeowners make changes without approval, the DRC may recommend the Board to take enforcement actions, such as issuing fines or requiring the homeowner to revert the property to its original state.

The ultimate goal of a Design Review Committee is to balance individual property rights with the collective interests of the Sunstone community in maintaining its character, property values, and overall appearance. It helps ensure that changes made by homeowners do not adversely affect the neighborhood's aesthetics or the rights and property values of other residents.

What is the DRC Process?

The process of submitting a Design Review Committee (DRC) application is pretty simple. Here's an outline of the steps involved:

1. Obtain the DRC Application Form: Check SunstoneMCA.com to obtain the DRC application form. This form is located in the Community Info tab. From there, click on the Design Review Form & Guidelines drop-down. Lastly, click the DRC Application link. You can also find the link at the top of this very newsletter!

2. Review the HOA's Guidelines:

Before completing the application, carefully review Sunstone's governing documents, such as the Covenants, Conditions, and Restrictions (CC&Rs), as well as any design guidelines. These documents will outline the specific rules and requirements for modifications to your property.

3. Complete the Application:

Fill out the DRC application form as completely and accurately as possible. Include all necessary details about the proposed changes to your property.

4. Gather Supporting Documentation:

Along with the application form, you may need to submit supporting documentation, such as photographs, site plans, material samples, color swatches, and any other details that help the DRC understand your proposed changes.

5. Pay Any Required Fees:

Currently, there are no fees associated with a DRC application. However, it's important to note that the fee structure for DRC applications can change at a future date.

6. Submit the Application:

Email your completed application and all supporting documents to [email protected]

7. DRC Review Process:

Once your application is received, the DRC will begin its review process. Per the CC&R's, the process can take up to 30 days for a decision to be made, starting from the date when a completed application is submitted. If no decision is made within this timeframe, the application is automatically considered denied. The length of this process can vary depending on the complexity of your proposed changes. Applications are reviewed every Tuesday.

8. DRC Meeting:

In some cases, the DRC may hold a meeting to discuss and evaluate your application. They may request additional information or revisions during this meeting.

9. Notification of Decision:

After they review it, the DRC will let you know their decision in writing. This notification will indicate whether your application has been approved or denied or if any revisions or conditions are required.

10. Compliance and Construction:

If your application is approved, you can proceed with the proposed changes while ensuring they comply with the DRC's conditions and any construction guidelines outlined in the approval. If denied, you may need to revise and resubmit your application.
