Northwest ISD families,

I’d like to share a brief legislative update affecting public schools. On November 7, the governor called a fourth special session to push for the passage of universal educational savings accounts – or vouchers – in exchange for additional funding for teacher pay and school safety.

I want to remind you how important you are in the legislative process. Please know your voice matters.

Lawmakers in the Texas House are expected to meet this Friday, November 17, to discuss and vote on House Bill 1. H.B. 1 is an omnibus bill that includes universal education savings, one-time teacher bonuses of $4,000 and additional funding for schools with a $540 per student increase in the basic allotment beginning next school year. On the surface the additional funding looks attractive, but upon further inspection, H.B. 1 raises serious concerns for Northwest ISD and likely for school districts across the state.

I ask our community to seek out more information about H.B. 1 and read the details of the bill. One-time stipends for only a portion of school district employees will not solve the inflation that is burdening school district budgets, nor do they address the long-term needs of our teachers. With no significant funding changes since 2019, the addition of $540 in basic allotment is less than half of the amount needed to match the impact of inflation. We will not be able to address increased operational expenses and sustain meaningful raises for all staff with the components in H.B. 1. This can affect everything from supporting the student programs we offer to the salaries we pay staff to maintaining current class-size ratios.

Most importantly, these insufficient funding offerings are not a reasonable bargain to trade for universal educational savings accounts of $10,500 per student for private schools that lack academic or financial accountability for your taxpayer dollars and are not required to admit all students who apply.

I would encourage you to learn more about H.B. 1 and engage with your Texas Senate and House representatives. Legislators are responsive to their constituents, especially when they understand how their voters would like to be represented in the legislature. This is another key moment in the effort to support public schools in Texas. Your voice matters and we continue to ask you to be informed and engage with our representatives. Hola, quisiera compartirles una breve actualización legislativa que afecta a las escuelas públicas. El 7 de noviembre, el gobernador convocó a una cuarta sesión especial para impulsar la aprobación de cuentas de ahorro educativas universales (o vales) a cambio de fondos adicionales para el pago de los maestros y la seguridad escolar.

Quiero recordarles lo importante que son ustedes en el proceso legislativo. Por favor, sepa que su voz importa.

Se espera que los legisladores de la Cámara de Representantes de Texas se reúnan este viernes 17 de noviembre para discutir y votar por el Proyecto de Ley 1 de la Cámara de Representantes. H.B. 1 es un proyecto de ley ómnibus que incluye ahorros universales para la educación, bonos únicos para maestros de $4,000 y financiamiento adicional para las escuelas con un aumento de $540 por estudiante en la asignación básica a partir del próximo año escolar. A primera vista, la financiación adicional parece atractiva, pero tras una inspección más detallada, H.B. 1 plantea serias preocupaciones para Northwest ISD y probablemente para los distritos escolares de todo el estado.

Sin cambios significativos en el financiamiento desde 2019, la adición de $540 en la asignación básica es menos de la mitad del monto necesario para igualar el impacto de la inflación. No podremos abordar el aumento de los gastos operativos ni mantener aumentos significativos para todo el personal con los componentes de H.B. 1. Esto puede afectar todo, desde el apoyo a los programas estudiantiles que ofrecemos hasta los salarios que pagamos al personal y el mantenimiento de las proporciones actuales de tamaño de clases.

Lo más importante es que estas ofertas de financiación insuficientes no son una ganga razonable para intercambiar por cuentas de ahorro educativas universales de $10,500 por estudiante para escuelas privadas que carecen de responsabilidad académica o financiera por el dinero de los contribuyentes y no están obligadas a admitir a todos los estudiantes que postulan.

Le animo a que se informe y conozca más sobre H.B. 1 e interactúe con sus representantes del Senado y la Cámara de Representantes de Texas. Los legisladores responden a sus electores, especialmente cuando entienden cómo les gustaría a sus votantes estar representados en la legislatura.
