Hilda Solis Tweets Executive Order That ALL 110,000 County Employees Must Have Proof of Full Vaccination by October 1st
ALADS saw Supervisor Solis’ tweet last night notifying 110,000 county employees that they will be required to receive a COVID-19 vaccine. ALADS had already begun to engage in the meet-and-confer process with Sheriff Alex Villanueva over the directive requiring deputies to be vaccinated or receive weekly negative COVID-19 tests. Supervisor Solis’ announcement via Twitter was a prime example of the lack of professionalism we have come to expect from her office. The Supervisor did not reach out to stakeholders to develop a carefully considered and reasonable path forward prior to issuing her executive order.

ALADS’ legal team is currently reviewing the executive order. We have sent a letter to Supervisor Solis notifying her that ALADS is asserting its bargaining rights over her decision and the effects of her decision to require all county employees to be vaccinated.
This morning, ALADS President James Wheeler released the following statement to news outlets regarding the vaccination order:

Having been notified of this mandate late yesterday via Twitter, we are still examining the complex issues related to this executive order. ALADS, like other stakeholders, was completely blindsided by this hastily issued order, which will affect more than 100,000 county employees. We believe the Board of Supervisors should have collaborated and communicated with the parties who stand to be impacted by this. Instead, we were notified of this sudden shift in policy overnight via social media. We sincerely hope Hilda Solis put more thought into any issues related to this executive order than she put into the manner in which she announced it.
Our legal team is prepared to meet with the County and the Sheriff’s Department regarding Supervisor Solis’ executive order and to defend the rights of our members.
