A publication of the Mississippi Low-Income Child Care Initiative | May 2026

Dear Child Care Provider,

We want to make you aware of the statement we just released regarding paying by enrollment in the Child Care Payment Program.

The recent final rule set by HHS leaves this decision to states. We urge MDHS to continue to make CCPP payments to centers based on enrollment, a practice that has proven to help centers and families. In addition, this particular payment practice recognizes that centers must fund their educational facility regardless of how many children may be present/absent.

A recent report from the Mississippi State Auditor's Office suggests this practice invites fraud or waste. However, state and federal regulations include extensive fraud protections.

ABOUT MLICCI
In Mississippi, one of the biggest barriers to employment for low-income single moms is access to child care. Because we believe that no mother should have to choose between the job she needs and the child she loves, MLICCI works to improve the state’s child care assistance program and strengthen the financial viability of the child care centers that serve low-income mothers.
