Sweepstakes on the Agenda to Kick Off

NCLGS Winter Meeting in San Juan

SAN JUAN, Puerto Rico – As sweepstakes-based games proliferate across the United States, the National Council of Legislators from Gaming States (NCLGS) will convene a powerhouse panel to dissect the legal, legislative, and regulatory challenges surrounding this fast-evolving, uncharted territory.


The general session, “Sweeps at the Crossroads: Legislation, Litigation, and the Future of Sweepstakes Models,” will kick off the NCLGS Winter Meeting, which takes place December 10-13, 2025, at the Fairmont El San Juan Hotel in Puerto Rico.


State legislators, regulators, attorneys, journalists, and industry leaders will come together to explore how sweepstakes-based gaming models are disrupting the gambling landscape. Panelists will address critical questions surrounding legality, consumer protection, and taxation of sweepstakes, among other hot topics.

Representative Chris Kannady of Oklahoma, a NCLGS Executive Board member, will chair the panel. Speakers will include:

The NCLGS Winter Meeting will feature more than a dozen sessions over four days, addressing key issues in sports betting, responsible gaming, tribal gaming, lotteries, and iGaming. The event attracts legislators and regulators from more than 30 states, along with leading operators, attorneys, and policy experts.


NCLGS, founded more than a quarter-century ago, is the only organization of state lawmakers that meets on a regular basis to discuss issues related to gaming. NCLGS neither promotes nor opposes gaming but is focused on proper regulation and promoting best practices in the governance of this important industry.
