T. Roosevelt Conservation Alliance Launches Campaign to Place Constitutional Right to Hunt and Fish on Colorado Ballot


Ballot committee announces initial $1 million contribution from conservation advocacy organization


DENVER, Colo. — The T. Roosevelt Conservation Alliance, a newly formed Colorado issue committee, today announced the launch of its campaign to qualify Initiative 302 for the November 2026 ballot. The measure would amend the Colorado Constitution to establish a right to hunt, fish, and harvest wildlife, with the stated goal of preserving the state’s outdoor traditions for future generations.


Luke Hilgemann will serve as chairman of the committee. The 76 Group will serve as campaign consultants, with Dustin Zvonek leading the efforts to ensure ballot access ahead of the August deadline. Dan Gates of Coloradans for Responsible Wildlife Management will also play a leadership role in the campaign.


The committee reported receiving an initial commitment of $1 million from T. Roosevelt Action, where Hilgemann serves as chief executive officer.


“Coloradans value the state’s long-standing hunting and fishing traditions,” said Hilgemann. “This measure is intended to provide constitutional clarity and long-term protection for those practices, consistent with science-based wildlife management.”


If approved by voters, Initiative 302 would add language to the state constitution recognizing hunting, fishing, and wildlife harvest as subject to regulation under Colorado law. Supporters say the measure is designed to reinforce the state’s existing framework for wildlife conservation and management.
