Prevention Overview

Prevention services are efforts aimed towards preventing domestic violence from occurring or reoccurring within relationships. Domestic Violence programs have a responsibility to work to influence and change factors that can lead to domestic violence before it occurs or reoccurs. This can be done by reducing or eliminating factors that put persons who cause harm and survivors at risk of abuse or by increasing protective factors that reduce the likelihood of abuse. 

Prevention strategies can vary based on when the violence occurs, the type of approach, and who the targeted audience is. Prevention efforts can be provided along a continuum of primary, secondary, or tertiary prevention.

 Takes place BEFORE violence initially occurs.

 Involves programs and strategies designed to reduce the factors that put ➤ ➤ people at risk for experiencing violence.

 Encourages factors that protect or buffer people from violence.

➤ ➤ » Education of the public on the nature, causes, and consequences of ➤ ➤ ➤ violence

➤ ➤ » Promotion of firearm safety

➤ ➤ » School programs that educate students on domestic violence and its ➤ ➤➤ impact

➤ ➤ » Public information brochures on domestic violence

➤ ➤ » Domestic violence information booths at public gatherings

➤ Takes place immediately AFTER a violent event.

 Deals with short-term consequences and focuses on the immediate needs of the victim, such as emergency services or medical care.

➤ ➤ » Use of peer-support and activism in violence prevention

➤ ➤ » Access to crisis lines and crisis intervention services

➤ ➤ » Neighborhood organizing and community involvement

 A long-term approach AFTER a violent event has occurred.

➤ Aims to stop domestic violence from re-occurring.

➤ ➤ EXAMPLES


➤ ➤ » Implementation of a coordinated community justice and community ➤➤ ➤➤ response 

➤ ➤ » Domestic violence counseling and education services for survivors

➤ ➤ » Partner Abuse Intervention Programs (PAIP) for those who have caused ➤➤ harm

A comprehensive list of example strategies is provided in the Illinois Domestic Violence Services Guidelines Manual in Section Two – Adult Services, Chapter 19 – Prevention Services.

Those programs funded by the Illinois Department of Human Services (IDHS) must adhere to the following criteria:

 Provide trauma-informed domestic violence prevention services in the community.


 Have written policies and procedures addressing the provision of prevention ➤➤ ➤➤ services


Have a policy addressing whether fees are charged, or honoraria accepted for ➤➤ prevention services. 

➤➤➤Any income from these services must be reported to IDHS and added to the ➤➤➤ monthly PFR.

①① The example strategies listed in the Services Guidelines Manual should not be ①①① used in isolation, but rather, in combination with other strategies to develop a ①①① comprehensive approach.


①①Strategies should be age-appropriate and trauma-informed.


①①③ New efforts must be continually researched.


①① Programs and policies should be centered on practices that are recognized as ①①① the most promising in terms of their effectiveness.
