What is TAA Compliance?

The Trade Agreements Act (TAA) was created to foster fair international trade with certain designated countries. 

GSA Schedule Contracts are subject to the Trade Agreements Act (TAA), meaning all products listed on the GSA Schedule Contract must be manufactured or “substantially transformed” in the United States or a TAA “designated country”. 
Designated Countries:

  • World Trade Organization Government Procurement Agreement Countries
  • Free Trade Agreement Countries
  • Least Developed Countries
  • Caribbean Basin Countries

Trade Agreements Act and certifies that the devices below are US-made or are designated country end products, as defined in the Federal Acquisition Regulation clause 52.225-5 entitled “Trade Agreements.”
TAA Compliance and GSA Schedule Contracts

GSA (General Services Administration) Schedule contracts, and most DOD (Department of Defense) contracts all have TAA compliance requirements as part of their federal procurement process. In accordance with TAA, only US-made or designated country end products shall be offered and sold under Schedule contracts.
