CEO Corner

I look forward to seeing many of you in person this week at the TCA All Staff Meeting, Wednesday, April 16 at 9:30 a.m. in the Board Room. It provides us an opportunity to gather as a team and ensure we are sharing important updates on behalf of the Agencies, departments and overall operations. Bring any questions you may have, as we will open up for Q & A at the end of the meeting.


Our budget workshop is complete, and I'd like to take a moment to thank staff for their tireless efforts to deliver a solid and responsible budget for Fiscal Year 2026. If requested, Executive Team members will meet with individual Board Members who may have questions on specific budget items. We will present the final budget at the next Joint Finance & Investment Committee at the end of this month and then present it to the May Board Meeting for final approval.


April 23 marks Professional Administrators Day and we certainly have a fantastic Admin staff at TCA! These team members play an important role and are essential for seamless day-to-day operations. On this day, we celebrate Mengci, Kayla, Jackie, Destinie, Marlene, and Alvin for their hard work behind - and directly in front of the scenes, supporting our staff and making sure our Agencies run smoothly. Thank you for all you do!


The countdown to the close out our fiscal year is rapidly approaching. Please remember to finalize updates and accomplishments to your annual goals into the into Trakstar system so we finish strong and recognize your outstanding work.

Industry Events Focused & TCA Thought Leadership


OCCOG Transportation Panel and OCBC Infrastructure Committee

Ryan Chamberlain recently joined other regional transportation leaders for a panel discussion on transportation topics impacting regional mobility systems at the Orange County Council of Governments (OCCOG) Annual Conference.

The spirited dialogue touched on topics at the federal, state and local level surrounding the impact of policies directed at tolling and local transportation planning and ways to bridge the gap between policy and implementation. The panel also discussed congestion pricing, and future road pricing concepts, as well as road usage charges and the vehicles miles traveled (VMT) policy challenges for delivering projects.


Last week, the Orange County Business Council (OCBC) invited TCA and our partners at OCTA to present to the OCBC Infrastructure Committee on the state of toll operations across Orange County. Ryan focused on toll transaction and revenue recovery since the pandemic and shared our Capital Improvement Plan focusing on the 241/91 Express Connector Project. He also touched on our partnership with SBCTA for back office and customer support, and our push for AB 334 related to national interoperability. Attendees asked questions on VMT challenges and how tolling pricing may be impacted by events across the country related to congestion pricing.

IBTTA Tech Summit

Vinny Valdez, Chief Tolling Officer recently participated in the IBTTA Tech Summit panel in Dallas, Texas to discuss disruptive technologies and how they (negatively) affect tolling agencies across the country. The recent phishing toll scam consumed most of the discussion and Vinny shared advice on how TCA handled the challenge on our end.


We love to see our TCA team out and about sharing our thought leadership and innovative approaches by our Agencies!


TCA Boards of Directors approved the Fiscal Year 2026 Capital Improvement Plan, focused on our three major projects: the 241/91 Express Connector, 73 Catalina View Improvements and 241 Loma Improvements. The Communications team recaps the main topics discussed and voted on each month through the Board Meetings Highlights, which can be found in the News section of TheTollRoads.com. Mark Your Calendars - All Staff Meeting

Join your fellow TCA team members for the upcoming TCA All Staff Meeting on Wednesday, April 16, 2025, in the Board Room. The meeting begins at 9:30 a.m. however make sure you arrive early for bakery items and refreshments. During the time together, you'll hear from our CEO and Deputy CEO, along with department heads on agency, policy, and project updates. Staff will also get an update on the Pacifica Building Improvements status, and we will wrap up with feedback from you all. Look forward to seeing everyone together this week!

Sharing the Beautiful Sites!


The annual TCA Spring Tours are back and it's one of our favorite times of the year! The once-a-year event gives members of the public the opportunity to experience the beauty of conservation areas set aside during construction on our roads. 

 

The guided tours are scheduled for Saturday, May 3 at Bonita Creek and Wednesday, May 14 and Saturday, May 17 at Upper Chiquita Canyon environmental sites.


The tours are led by a restoration ecologist, an ornithologist and a wildlife biologist who work with The Toll Roads to restore these sites to their native habitat and preserve them for generations to come.
