Stakeholders praise Freeland budget — with caveats
Construction stakeholders and allies are praising the broad strokes of the federal budget presented April 19 with its commitment to infrastructure, green-economy initiatives and apprenticeship supports but a number expressed disappointment with omissions.
Federal Finance Minister Chrystia Freeland’s first budget delivered on a pledge issued last fall to spend up to $100 billion over three years to spur economic recovery coming out of the COVID-19 pandemic but observers noted some of the new spending was for “social infrastructure” rather than traditional stimulus infrastructure funding, and said the government failed to explain how delivery of projects would be expedited.

Budget 2021 affirms the value of infrastructure investment in driving economic recovery
On April 19, 2021, the release of the Federal Budget lays some important groundwork for a strong economic recovery and delivers against four of the Canadian Construction Association’s (CCA) pre-budget asks, including increased support for green and trade-enabling infrastructure investment, workforce capacity building, a commitment to beginning a 25-year infrastructure plan and investment to advance innovation in construction. While these new programs are welcome, the budget does not address how to expedite already committed funds, says CCA, the national association representing Canada’s non-residential construction industry.

Federal government unveils $1.5-billion plan to boost green building
Infrastructure Minister Catherine McKenna has announced a $1.5-billion program designed to spur green building through retrofits, upgrades and new construction of public institutions.
The five-year plan aims to save energy and cut costs and pollution while creating jobs, with potential projects ranging from environmentally friendly community centres to energy-efficient library windows.
Community centres, sports facilities and cultural spaces account for 28 per cent of greenhouse gas emissions in municipally owned facilities, according to the Federation of Canadian Municipalities.

Aecon revenue rises in first quarter, but backlog dips
Aecon Group Inc. reported earnings for the first quarter of 2021, delivering “consistent performance with steady growth in revenue and adjusted EBITDA” compared to the same quarter last year, according to president and CEO, Louis Servranckx.
“Over a year into the global pandemic, Aecon continues to harness the resiliency and agility embedded in our diverse business to successfully navigate a challenging operating environment,” Servranckx said in the earnings release. “The overall outlook for 2021 remains positive as we safely and sustainably continue our drive to be the number one Canadian infrastructure company.”

Skills Ontario emphasizes inclusivity to finance and economic affairs committee
Officials from Skills Ontario recently made a presentation to the province’s Standing Committee on Finance and Economic Affairs to discuss the role of Skills Ontario in building the future skilled workforce.
The pandemic has underscored the essential role that skilled trade and technology careers play in the economy and every day lives, said Ian Howcroft, CEO of Skills Ontario, who made the presentation along with Paul Clipsham, director of stakeholder operations at Skills Ontario. Howcroft thanked the government for supporting the trades.

Ledcor promotes Dale Posein to lead Pipeline, Industrial, and Fort McMurray Operations groups, Bill Partington to retire
Ledcor announced that Dale Posein, Chief Operating Officer, Constructors has been appointed the head of its pipeline and industrial construction groups, plus its Fort McMurray operations unit.
These three long-standing Ledcor operating groups construct and maintain large diameter mainline energy pipelines, build and maintain complex industrial facilities, and service oil sands operations in Western Canada for numerous market-leading energy, pipeline, and natural resource companies.

WSIB to host virtual Day of Mourning service
The Workplace Safety and Insurance Board (WSIB) is hosting a virtual National Day of Mourning event April 28 to honour those who have lost their lives through workplace fatalities, injuries or illnesses.
The WSIB’s ceremony is usually held at the Simcoe Place head office in Toronto and the adjacent worker’s monument in Simcoe Park.
In light of the COVID-19 pandemic, a livestream of the event will be held on the WSIB’s YouTube channel and include remarks by Elizabeth Witmer, WSIB chair; Tom Bell, WSIB acting president and CEO; Minister of Labour Monte McNaughton; and Threads of Life speaker Virginia Campeau.

Ontario identifies Toronto’s first two “subway-oriented” communities
The Ontario government has released plans to build two transit-oriented communities around the future East Harbour Transit Hub and Corktown Station along the new Ontario Line subway in Toronto. The city is reviewing preliminary proposals and public consultations will be held this summer.
A preliminary set of concepts proposes a transformation of the 38-acre East Harbour development site into a transit-oriented community that would include the creation of a major employment centre expected to bring more than 50,000 jobs to the area.
