New Challenges and Growth Ahead: CCA Releases Fall 2025 Construction Outlook

The Canadian Construction Association (CCA) has released its Fall 2025 Construction Quarterly Economic Insights report, showing that while Canada’s overall economy contracted in Q2, the construction sector grew by 0.24%, demonstrating resilience amidst economic headwinds. According to CCA President Rodrigue Gilbert, growth is being driven by the federal government’s focus on large-scale infrastructure and nation-building projects. However, rising material costs, persistent labour shortages, and growing trade uncertainty are creating significant challenges for construction firms.

A key concern highlighted in the report is the federal government’s new “Buy Canadian” procurement rules, set to take effect in November 2025.

Feds need to move fast on trade-enabling infrastructure: KPMG survey

With the federal budget set to be unveiled next week, a recent KPMG in Canada survey reveals near-unanimous support to take immediate action on nation-building infrastructure projects. An overwhelming 93 per cent of Canadian business leaders say Canada must move with urgency on megaproject developments, ones that will open new markets and deliver sustainable economic growth.

The findings highlight a strong consensus for parallel megaproject development among respondents across all industries and companies irrespective of size or location, and emphasize the need for government leadership, industry collaboration, and sustainable investment in energy, transportation, and digital networks.

Construction hopes high on AI, but adoption lags

Globally, 45 per cent of organizations in the construction space report no use of artificial intelligence (AI), and just one per cent report having scaled AI across projects, according to a recent research report from the Royal Institution of Chartered Surveyors (RICS).

The AI in Construction 2025 report, which is based on responses from more than 2,200 professionals worldwide, reveals both the enormous potential and pressing challenges facing the sector as the construction industry stands on the brink of a digital transformation.
