Canada construction sentiment turns a corner, but recovery still fragile: RICS
The Royal Institution of Chartered Surveyors’ (RICS) latest construction monitor report for Canada shows the construction sector’s sentiment edged higher in the fourth quarter of 2025, but activity remains “subdued” outside of infrastructure.
The Construction Sentiment Index posted a modest improvement compared with the previous quarter, with the uplift most evident among larger firms, where sentiment moved from slightly negative in Q3 to firmly positive territory in Q4.

Construction begins on East Harbour Transit Hub’s main building
Metrolinx announced that construction is underway on the East Harbour Transit Hub’s main station building.
Located east of the Don Valley Parkway and south of Eastern Avenue, the East Harbour Transit Hub will connect to the Lakeshore East and Stouffville GO lines, as well as the Ontario Line subway, offering more transit options, reducing commute times and easing congestion across the city.

$1.04B contract awarded for new Ontario Science Centre as final design unveiled
Infrastructure Ontario (IO) and the Ministry of Tourism, Culture and Gaming (MTCG) have awarded a contract of $1.04 billion to Ontario Science Partners to design, build, finance and maintain a new Ontario Science Centre facility.
The project team includes:
- Applicant leads: John Laing Limited, Sacyr Infrastructure Canada Inc. and Amico Major Projects Inc.
- Design team: Hariri Pontarini Architects & Snøhetta
- Construction team: Sacyr Canada Inc, and Amico Design Build Inc.
- Facilities management: Johnson Controls Canada L.P.
- Financial adviser: Agentis Capital Advisors

Ontario Construction Groups Call for 3-Year HST Holiday to Revive Housing Market
Ontario’s residential construction sector is calling for urgent tax relief to address the province’s deepening housing crisis. The Residential and Civil Construction Alliance of Ontario (RCCAO) and the Residential Construction Council of Ontario (RESCON) are urging both the Government of Ontario and the Federal Government to implement a three-year HST holiday on new home construction.
Backed by economic analysis from the Canadian Centre for Economic Analysis (CANCEA), the proposal argues that temporarily removing the Harmonized Sales Tax (HST) on new homes would be statistically revenue-neutral for all levels of government while delivering significant economic and employment benefits.

Feds investing in project to increase the number of military housing units
The Government of Canada announced the launch of the second phase of Canada’s National Residential Housing Construction Program, a major expansion project that will see the construction of approximately 7,500 new residential housing units (RHUs) across Canada. Through the Canadian Forces Housing Agency (CFHA), the Department of National Defence (DND) will build directly on the accelerated progress of the first phase, which has already provided more than 800 new units in nine locations experiencing significant housing shortages.

Graham embarks on Belmont House redevelopment in Toronto
Construction is now underway with Graham Construction at the helm of the redevelopment and expansion of Belmont House, a senior care residence in midtown Toronto.
According to a release, the project involves a new 11-storey building that will expand Belmont House’s capacity from 140 to 308 long-term care beds and 32 new assisted living beds alongside the current 82 apartments.
