Toronto raises standards for new development, mandates net-zero for new city-owned buildings
A new version of the Toronto Green Standard (TGS) is now in effect for new development applications.
Rules for mid to high-rise residential and non-residential development, apply to residential apartment buildings four storeys and higher, and all industrial, commercial and institutional (ICI) developments. For low-rise residential construction, the TGS applies to development less than four storeys with a minimum of five dwelling units.

April Jobless rate drops to another new low as economy adds 1,000 jobs in April
Statistics Canada says the jobless rate fell in April to another record low as employment was little changed for the month with a gain of 1,000 jobs. The unemployment rate came in at 5.2 per cent for April compared with the previous record low of 5.3 per cent set in March.
The drop in the rate came as the number of jobs in professional, scientific and technical services rose by 15,000 in April and the public administration category gained 17,000.

Dagmar Construction awarded $62 million contract by Metrolinx
Bird Construction Inc. is pleased to announce that its wholly-owned subsidiary, Dagmar Construction, has been awarded a contract for Railway Track, Signal and Station works by Metrolinx for the Kitchener GO Corridor Expansion project. The contract value is approximately $62 million.
Dagmar, acquired by Bird in September 2021, is a high-performing Ontario-based construction company with extensive experience across key civil infrastructure sub-sectors including rail, road, bridge, sewer and water, and select commercial-institutional sites.

Mass timber affordable housing pilot project launched in Toronto
A pilot project – the first of its kind in Toronto – will create 100 new rental units using mass timber and other low-carbon materials for building construction.
The development is being designed to the highest tier of Toronto Green Standard Version 4 with no on-site fossil fuel use and maximum on-site renewable electricity. As a result, this building will be near net-zero greenhouse gas emissions. Through this pilot program, Mayor John Tory says a new scalable, affordable and market housing mass timber affordable housing program will be developed that can be replicated on other city-owned sites.

Carpenters reject proposed ICI deal, slated to strike Monday; plumbers, pipefitters also nix deal
The Carpenters’ District Council of Ontario (CDCO) has announced its members in the ICI sector have rejected a contract offer from the employers’ bargaining agency and a strike is imminent effective Monday, May 9.
The Carpenters’ negotiators reached a tentative deal with the employers two weeks ago and members have held ratification votes at locals over that time, with the executive recommending ratification.
CDCO president Mike Yorke announced May 5 that the workers turned down the offer by a “huge margin.”

AGO expansion project aims to hit global net-zero goal
The Art Gallery of Ontario (AGO) has selected Selldorf Architects, Diamond Schmitt, and Two Row Architect to lead the design phase of AGO Global Contemporary, the museum’s proposed net-zero expansion project.
The goal is to achieve net-zero carbon certification which, if successful, would make the AGO one of only a few museums in the world to accomplish this.
The proposed expansion will be approximately 4645 m2 (50,000 sf) for modern and contemporary art. This will be the seventh expansion the AGO has undertaken since it was founded in 1900. The most recent was the Transformation AGO expansion project, designed by Gehry International Architects Inc.

PCL’s Gower urges industry, government to ‘wake up’ and combat labour shortage
The construction industry can’t afford to wait for the skilled labour shortage to resolve itself.
Stakeholders and government need to work together and take action immediately to find solutions.
That was the message from Chris Gower, COO, buildings with PCL Construction, in a recent blog post he wrote entitled Bridging the Skills Gap.
Some of the things PCL is doing and other contractors can do as well, Gower said, is collaborate with local schools; offer apprenticeships and internships; provide internal training; improve construction marketing and incentives; and access global talent.
