Recap: TCA's 154th Annual AGM & "Best of the Best" Awards Presentation with Keynote Premier Doug Ford
On Thursday, February 17, 2022, the Toronto Construction Association (TCA) held its 154th Annual General Meeting (AGM) & "Best of the Best" Awards Presentation online via Zoom Webinar for the fiscal year 2021. This is the second year in which the AGM took place virtually due to the COVID-19 circumstances.

The event opened up with John Mollenhauer (TCA's President & CEO) introducing this year's keynote speaker Ontario Premier Doug Ford. In his keynote address, the Premier thanked the industry for its critical role in the recovery in dealing with the pandemic and talked about the importance of continuing to build infrastructure in the province. Premier Doug Ford stated that “It was critical for us as a government to make sure we kept the construction sites open because we all know that Ontario cannot wait for new infrastructure,” and shared that the Ontario government has $144 billion in the budget and plans to build schools, hospitals, and long-term care homes. Following the keynote, the business portion of the AGM was kicked off by the Chair of TCA’s Board of Directors Jeff Murva, (President J. Murva Consulting Ltd.) John Mollenhauer presented the 2021 year in review, the annual report and the financial report from the past year were approved and concluded with the announcement of 2022 board of directors members. 

After the business portion was awards time. Despite not being able to meet in person, the online AGM event was filled with celebrationsome of the best of the best in the industry were recognized and awarded for their outstanding contribution to the industry. As in past years, TCA presented awards in nine categories. All the winners are listed below.

Member Benefit: Virtual Commissioning of Stat Decs
Amidst the COVID-19 pandemic, TCA is now commissioning statutory declarations virtually for our members.

If you require the signature of a commissioner of oaths, the virtual commissioning process will be as follows:

  • Email us at statdec@tcaconnect.com to set up the video conference.
  • Commissioning staff will ask for identification in order to verify the member's identity. Have your picture identification ready.
  • Once confirmed you will sign the Statutory Declarations while the commissioning staff witness. You will then need to scan and send it by email.
  • Once received, the commissioning staff will print and verify the signature that they witnessed and if everything is satisfactory, they will sign and email it back.

Bidding & Tendering

Tendering (i.e., procurement) is often the gateway to securing construction contracts. It can be a lengthy and complicated process with its own special legal rules. Running afoul of those rules could not only be the difference between awarding or winning a contract versus losing out, but it could also put you and your company at great legal risk if not done properly.

This course will cover the following topics:

  • The fundamentals of the contracting process as it relates to bidding and tendering;

Project Bid Opportunities
The New Civic Campus of The Ottawa Hospital

At 2.5 million square feet, the new Civic Campus of The Ottawa Hospital will be one of the largest infrastructure projects ever in the capital city. To open in 2028, with future phased development potential for 25 years, the $2.8 billion project set on a 50-acre campus is expected to create 20,000 jobs during construction including ancillary businesses, research and training opportunities and health investments.

The Ottawa Hospital’s new Civic development will be located on Carling Avenue next to Dow’s Lake. The new hospital will be the major referral centre for Eastern Ontario, Western Quebec and Nunavut, and the Eastern Ontario Trauma Centre. As one of Canada’s largest acute care learning and research hospitals, the new campus will provide a full range of specialized services, research and education for those with the most complex injuries and illness.

The preliminary design model shows two in-patient towers connected to a central podium. To avoid “maze-like spaces” often associated with older hospitals with new additions, where patients and the general public easily get lost, HDR is looking at the possibility of future expansion in one tower, he says. Public walkways in the hospital with numerous sightlines to the outdoors and to the central plaza will help occupants keep their bearings.

In addition, rest areas and points of interest will be strategically placed along these pathways. Largely to address infection control, each of the hospital’s 640 or so rooms will be for one patient and each will have a bathroom. Rooms will be designed with solar gain and air flow in mind to optimize patient comfort and reduce energy consumption, he says. The new hospital will replace a nearby century-old Ottawa Civic Hospital built early 1920s shortly after the Spanish Flu.
