On October 20, 2023, the TCPUD Board of Directors held the Public Hearing for the proposed Infrastructure Improvement Charge for customers in the Tahoe Cedars and Madden Creek water service areas and received and considered comments from the public.
After the completion of the Public Hearing, the Board approved the Infrastructure Improvement Charge via the adoption of TCPUD Ordinance No. 308.
The Charge is specific to the incremental cost of upsizing waterlines and adding fire hydrants to meet modern fire protection standards as part of the project to completely reconstruct the Tahoe Cedars and Madden Creek water systems. The total future value cost of this reconstruction project, including the assumed financing costs to the TCPUD, is currently estimated at $75 million. The Charge represents a source of revenue that will be critical to the TCPUD securing long-term debt financing and represents approximately 29% of the estimated debt service payments for the reconstruction project. The remainder of the debt service for the project will be paid for through a combination of water rate revenue and property tax revenue from all District water customers and taxpayers.
The Charge, effective on January 1, 2024, will be:
- Fixed at $43.58 per month for 30 years.
- Paid by all current and future water customers in the Tahoe Cedars and Madden Creek water service areas.
- In addition to the customer’s regular water rate and included in the bill.
