TDA Annual Meeting Celebrated Industry Innovation | |
Members gathered at TDA's annual meeting for a great event. A highlight was an interesting and diverse panel with participants presenting a transportation challenge or opportunity they are looking at in a new way. The segment was a testament to the event's theme, "Transportation Delivers," as the panelists showcased how transportation delivers innovation, opportunity, safety, efficiency, and jobs.
Bo DeLong, vice president of grain with The DeLong Co. Inc., talked about his company's new Agricultural Maritime Export Facility at Port Milwaukee and the economic benefits to the state of Wisconsin. He concluded his comments with an exceptional video.
David Esse, director – Office of Workforce, Innovation & Budget, Division of Transportation System Development, Wisconsin Department of Transportation, explained how WisDOT incorporates innovation into its operations, including examples. He spoke about the importance of a culture of innovation and the need to implement new technology with process and purpose.
Next, Mike Koles, the Wisconsin Towns Association's executive director, got the crowd thinking with an impromptu pop quiz that led to a discussion of the need to revamp the 30-year-old Local Road Improvement Program (LRIP) and a currently running LRIP pilot meant to inform future program improvements. He also covered the plan to inventory and assess small bridges (structures under 20' in length).
Wrapping up the panel presentations, Mindy Mulryan, workforce development director with the Construction Business Group, laid out the industry staffing challenges and the opportunity of Destinations Career Academy of Wisconsin, the state's first online Career and Technical Education (CTE) focused school.
The event concluded with Brian Fraley, president of Edge Messaging, having a freewheeling session with former State Assembly Majority Leader Jim Steineke and former state legislator Robb Kahl about politics in Wisconsin and how it impacts making the case for transportation investment.

Thompson Elected AASHTO President | |
Congratulations to Wisconsin Department of Transportation Secretary Craig Thompson, the new American Association of State Highway and Transportation Officials (AASHTO) president, after serving as vice president from 2022 to 2023. In his role, Thompson will work with leaders across the U.S. to shape the country's transportation policy.
As AASHTO president, Secretary Thompson will focus on:
- Realizing the promise of the federal infrastructure law
- Bolstering safety
- Reinvigorating the workforce
"As transportation needs continue to evolve, I am honored to serve as AASHTO's president as we navigate the future together," Secretary Thompson said. "This is a very exciting and challenging time for transportation, but I see great opportunity for those of us in the industry to make a real impact for our communities."

Madison Awarded $110 Million for E-W BRT | |
The Federal Transit Administration (FTA) awarded the City of Madison $110 million for the East-West Bus Rapid Transit (BRT) project. The funds come from the FTA’s Capital Investment Grants (CIG) program.
The estimated $194.3 million project will include a 15-mile route with faster, more frequent, and more reliable service from the west side of Madison to the City of Sun Prairie, providing essential connections throughout Wisconsin’s capital city.
Sixty-foot zero-emission, battery-electric buses will run on 9.5 miles of dedicated lanes, receiving transit signal priority. Riders will also benefit from new level-boarding bus stations and shelters with real-time bus arrival information and security cameras.
The city is investing in BRT to alleviate congestion in an area of the state that continues to see significant population growth, with 115,000 new residents projected by 2040.
The route is expected to open in fall 2024.

Other Federal Discretionary Grant Awards | |
Wisconsin recently received notification about the following federal discretionary grant awards:

Port Infrastructure Development Program (PIDP): Milwaukee's Agricultural Maritime Export Facility was awarded $9.3 million for the second phase. The project includes the construction of two grain storage silos, electrical service upgrades, and the purchase of additional grain and cargo handling equipment, expanding the capacity of the port to handle the movement of grain commodities.

Rural and Tribal Assistance Pilot Program: The City of Elkhorn will receive $320,000 to design the Centralia Street reconstruction and bicycle lane addition. The RTA grant program supports early-stage development of transportation solutions in rural and Tribal communities with grants funding technical, legal, and financial assistance.

Federal Shutdown Averted With Another CR | |
The latest stopgap continuing resolution (CR) passed by Congress and signed into law by President Biden on Nov. 16 averted a government shutdown. Still, how it gets Congress closer to resolving the fiscal year 2024 budget chasm is unclear.
The CR contains no cuts or new spending for Ukraine, Israel, or other items. Instead of a single new deadline, there are now two. The measure extends all programs funded by the Agriculture, Energy and Water Development, Military Construction/Veterans, and Transportation-Housing and Urban Development (HUD) bills through Jan. 19, 2024, and all programs funded by the other eight appropriations bills through Feb. 2, 2024.
The Senate passed its version of a Transportation-HUD appropriations bill in early November, while the House version was pulled from a vote twice in November, likely due to a lack of votes.

TDA Podcast: A Conversation with WCHA's Patrick Vander Sanden
Patrick Vander Sanden, who assumed the role of executive director of the Wisconsin County Highway Association (WCHA) earlier this year, joins TDA Executive Director Debby Jackson on the latest On The Go podcast.
Patrick explains the plans and priorities for his organization and shares some of what has surprised him since he assumed his new role. He also emphasizes that he looks to collaborate with other stakeholders to further transportation in Wisconsin.

Jason Culotta TDA's 2023-2024 President | |
Jason Culotta was elected the Transportation Development Association’s 47th president at the TDA Annual Business Meeting earlier this month. He will serve a one-year term.
Jason is the president of the Midwest Food Products Association.
He is a longtime TDA board member, serving two stints representing different organizations.

Dan Fedderly Received TDA Award | |
Dan Fedderly, longtime Wisconsin County Highway Association (WCHA) executive director, received the Transportation Service Award (TSA) at this year's annual meeting. TDA presents the TSA to members or public officials who have significantly advanced the cause of a safe, modern, interconnected transportation system in Wisconsin.
Beyond his role with WCHA, Dan served as a Dunn County supervisor for eight years and the chair of the Town of Sherman for decades. He was also active in the National Association of Counties (NACo) and the National Association of County Engineers (NACE), serving on various committees and subcommittees.
For decades, Dan was involved in transportation at the town, county, state, and national levels and was always a strong supporter of TDA.
