TEA Changes Calculation of Frozen Levy Hold Harmless

Is your district affected?

Public School Funding Update

The TEA has learned of certain data issues that may reduce frozen levy hold harmless funding for some districts. Therefore, it has changed its calculation approach with Tax Year 2025 to ensure consistent statewide treatment.

Although no action is required of school districts, your district may be affected. The TEA is updating property value data and the Statement of Finances (SOF) reports with new data likely becoming available by the end of this week.

Please review the Additional State Aid for Adjustment of Limitation on Tax Increases on Homestead of Elderly or Disabled (TEC 48.2542) detail reports carefully to ensure accuracy. Every district's circumstances are different. Some districts could be favorably impacted and some could be negatively impacted.

If your district is negatively impacted, please reach out to me at missy@txsc.org so that we can engage our friends at TASBO to take a look at your situation with you.

What is Eddie?

Across Texas, superintendents and district leaders are working to ensure that every student graduates with a clear and attainable path to college, career, or military service. Within the state’s College, Career, and Military Readiness framework, success requires more than aspiration; it depends on a district’s ability to provide timely advising, coordinated supports, and meaningful follow-through.

Improving CCMR outcomes therefore calls for systems that expand capacity while keeping student success at the center of the work.

EduPolaris AI’s Eddie platform is purpose-built to advance this mission and is projected to increase district CCMR outcomes by 10–20% over a two-year period. Featured as the only CCMR platform on Presidential AI Resources, Eddie enables districts to expand the reach and effectiveness of counseling through AI-powered, human-centered support aligned with local context and priorities. For Texas schools, this includes guiding students through college enrollment, career pathway planning, military readiness, TSI-related benchmarks, and application completion. By pairing innovation with district context, Eddie is well positioned to help Texas school systems advance stronger and more equitable CCMR success.

What inspired Eddie's origin?

As a Harvard admissions interviewer, EduPolaris' CEO and Co-Founder June Han had the privilege of interacting with many students and school counselors. What struck her the most wasn’t just their dedication, but the complexity and challenges they face navigating college and career guidance, especially in public schools where counselors are stretched impossibly thin. That experience drove her to build Eddie: a platform designed to put powerful tools in every counselor’s hands so they can reach more students and make a deeper impact.

Statewide Enrollment Trends

How are births, immigration, domestic migration, and choice impacting traditional public school enrollment?

To learn more about how this is impacting traditional public schools, we recently delivered a presentation on Statewide Enrollment Trends to Region 11 superintendents. The impact is being felt all across Texas.

Ten strategic actions for school leaders to consider are presented at the end of the presentation. To access the side deck, click here or on the image below.

You are welcome to use these materials, and I am also available to make a presentation.
