On Monday, Sept. 28, the City of Buda will reopen most public facilities. Although the number of COVID-19 cases are declining in Hays County, it is still important to wear a face covering and maintain social distancing to keep the community safe. Phone and online methods of communication are still encouraged.

City of Buda Employees are following strict social distancing practices and will be wearing masks or face coverings to provide protection for co-workers and the public.

Per Governor Abbottโ€™s Executive Order, face coverings are required wherever it is not feasible to maintain six feet of social distancing from another person not in the same household.

  • City-sponsored public meetings may resume with strict social distancing practices in place and room capacity is limited to 25%. City Council and Boards and Commissions meetings may resume in-person meetings or virtual meetings.
  • No rental of indoor public spaces.
  • Daily disinfection cleaning.
  • Stay home if you are sick.

  • The Library will reopen with limited hours at 25% capacity with a maximum of 30 patrons at a time for โ€œgrab and goโ€ service. Library hours are 11:00 a.m. to 5:00 p.m. Monday through Saturday.
  • Library will continue to offer curbside pickup service. Buda Public Library Curbside Service will be Mondays 1 p.m. to 5 p.m., Tuesday and Thursday from 10 a.m. to noon and 3 p.m. to 5 p.m. People who canโ€™t pick up during those times can email librarian@budalibrary.org to arrange another pick-up time.
  • No in-person library programming.
  • No study rooms.
  • Use of Library public computers is by appointment only for one hour blocks for card holders. Computer pods will be disinfected after each use.
  • Daily disinfection cleaning
  • Stay home if you are sick.

Remembering Tommy Poer
The City of Buda sends our condolences to the friends and family of longtime Buda Resident Tommy Poer. Ms. Tommy (as she was affectionately referrred to by City staff) passed away last week. She served on City Council, the Historic Preservation Commission, the Buda Bond Advisory Committee, the Buda Economic Corporation Board and numerous other boards and committees. The self-proclaimed "Busy Body _____ of Buda, she was never afraid to voice her opinion. Ms. Tommy was a fixture at Buda City Council meetings. In 2017 she moved into an assisted living facility in the Austin area and at that time City Council proclaimed February 7, 2017 Tommy Poer day. A true civic leader, Ms. Tommy will be deeply missed. Vincent Lecca is a familiar face in Buda. He has served on the Parks Commission, Bond Oversight Committee, Buda Lions Club, is the event organizer for Buda Fun Fish, and serves as a volunteer in the community. Vincent talks about the importance of serving the community and encourages the Hispanic community and everyone to get involved.
Scam Alert
The City of Buda continues to experience a scam involving a caller who is spoofing City of Buda phone numbers. Spoofing is when a caller deliberately falsifies the information transmitted to your caller ID display to disguise their identity. If someone calls you from a City of Buda number claiming that your social security number has been compromised and/or you have outstanding payments, or asks for any personal information, this is a scam. You can ask for the callerโ€™s name, hang up and call the City back with the information you received. You are also encouraged to report this to the Buda Police Department at 512-393-7896.

Governor Greg Abbott announced additional reopening plans for Texas. The determining factor in reopening is based on the percentage of hospitalizations in each of the stateโ€™s 22 regions. If COVID Hospitalizations are less than 15% of all hospitalizations for 7 consecutive days, then that region is safe enough to allow additional openings. The percentage of COVID hospitalizations in the Austin region is 3.7% and has remained under 15% for 7 consecutive days. Therefore, our region can precede with the additional openings outlined below.

Hospitals in the Austin region can return to ordinary elective surgical procedures.

The Governor announced new visitation guidance for eligible nursing homes, assisted living facilities, intermediate care facilities, home and community-based service providers, and inpatient hospice effective Thursday, September 24th. Under the new rules, residents will be allowed to designate up to two essential family caregivers who will be provided necessary training to allow them to safely go inside a facility for a scheduled visit, including in the residentโ€™s room, to help ensure their loved oneโ€™s physical, social, and emotional needs are being met. Designated caregivers will not be required to maintain physical distancing, but only one caregiver can visit a resident at a time.

A long-term care facility resident (or legal representative) can designate the essential caregiver, who can be a family member, friend, or other individual. Facilities are required to train essential caregivers on the proper use of personal protective equipment (PPE) and other infection control measures. Proper PPE must be used at all times during these scheduled visits, and the caregiver must test negative for COVID-19 within the previous 14 days before the initial visit.

For general visitors who are not a designated essential caregiver, these updated emergency rules will allow approved facilities to schedule outdoor no contact visits, open window visits, or indoor visitation with the use of plexiglass safety barriers to prevent the spread of COVID-19. Physical contact between residents and general visitors is not permitted. Facilities also must continue to meet all additional visitation requirements outlined in the emergency rules.

Governor Abbott added that citizens must continue the following safety practices:
Staying home if you are sick
  • Sanitizing your hands
  • Maintaining safe distances
  • Wearing a mask

The Lower Rio Grande Valley, Victoria, and Laredo are the only regions in Texas not allowed to precede with additional openings due to the continued high percentage of COVID-19 Hospitalizations.


Hays County Transportation Plan
Hays County is updating its transportation plan to identify safety improvements, improve regional connections and mobility, and plan for future growth and development.

The project team is hosting a virtual open house to share information on the planning process and collect input on existing transportation needs. Virtual open house materials are available on the project webpage through October 10 and include a video presentation and an online survey.

Public involvement will play an important role in the development of the Hays County Transportation Plan.

Face Covering Executive Order
We love seeing all of your budaful face coverings! Thank you for doing your part to protect yourself and others. Stay Budaful and Mask Up! As a reminder, the Governorโ€™s Executive Order requiring face coverings in public spaces is still in effect. The video below explains how the City is enforcing the Governorโ€™s order.

The Cityโ€™s Code Enforcement Officer and Building Official are regularly monitoring commercial establishments that are open to the public in Buda. They will issue a notice to appear for those who continuously violate the executive order.

Stage 1 Water Restrictions
Effective Monday, Aug. 24, 2020
Effective Monday, Aug. 24, 2020, Stage 1 Water Restrictions will go into effect for City of Buda water customers in accordance with the Cityโ€™s adopted Water Resource Management and Drought Response Ordinance. This is due to the lack of consistent precipitation, and higher than normal demands on our water production system.

Under Stage 1, irrigation with hose-end (sprinkler attached to a hose) and automatic sprinkler systems is restricted to twice per week. Irrigation with handheld bucket, handheld hose, soaker hose, or drip irrigation system is allowed any day and at any time. Violation of the ordinance could result in a fine of up to $2,000 per offense and a surcharge on the customerโ€™s utility bill.

Hope4 Hays County Veterans Program

The Hays County Veterans Service Office has created the โ€œHope4 Hays County Veteransโ€ program for U.S. military veterans and surviving spouses.

Hays County Veteran Service Officer Jude Prather said the program is designed to help with past due rent, mortgage, utilities or car payments, thanks to a $100,000 grant from the Texas Veterans Commission Fund for Veterans Assistance.

โ€œItโ€™s important we help our former military brothers and sisters,โ€ Prather said. โ€œThis program will be a bridge to help our veterans and their families. When we served, we watched each otherโ€™s backs. During these difficult times, the Hope4 program will continue that legacy.โ€

Retired Air Force 1st Sergeant Wesley Matthews, M.S.W from the Hays County Veteran Service Office will manage this assistance program while also connecting veterans to other services available for them and their families.

โ€œOur goal is to offer hope to Hays County Veterans while supplying them with solutions, a workable budget, and plan moving forward,โ€ Matthews said.

REMINDER: City of Buda Community Survey
REMINDER: Approximately 2,000 randomly selected homes in Buda received a Buda Community Survey recently. It came in an envelope from Texas State University. The City of Buda has partnered with Texas State University to complete the survey to gauge satisfaction on City services and to seek input on future initiatives of the City. Residents may complete the survey by handwriting responses and mailing it back to Texas State or by using the web link and access code. Please take the survey. We value your input! A web version of the survey will be made available to all residents in late August.

An online dashboard created by City of San Marcos provides the public with a current count and other statistics related to COVID-19 cases in Hays County in near real-time.

The data on the dashboard shows a snapshot of COVID-19 related information for the County, as well as the number of active and recovered cases per City.
 
For example, the public can see the current number of confirmed cases as of that day. The data includes the cases considered active or in recovery, along with the number of tests administered. The data is also available in map format.
