ON THIS DAY 75 YEARS AGO, President Harry S. Truman addressed a joint session of Congress. In a dramatic message, known as the Truman Doctrine Speech, the president asked Congress for $400 million in military and economic assistance to prevent a communist takeover of Greece and Turkey. With the Truman Doctrine, Truman ushered in a new era of foreign policy and an end to American isolationism. Named a top-100 "Milestone Document" of American history by the National Archives, the speech is often cited by historians as the official start of the Cold War.
