On Monday, October 23, 2023, Dr. Teri Bryant, Chief Firearms Officer for Alberta, and Robert Freberg, Chief Firearms Officer for Saskatchewan, testified about Bill C-21 before the Standing Senate Committee on National Security, Defence and Veterans Affairs (SECD).[i]
Saskatchewan and Alberta are staunchly defending the rights of their citizens from federal government overreach and, should Trudeau ram his confiscation scheme down our collective throats, these two provinces will force him to pay fair and timely compensation, and conduct their scheme in a way that does not impact public safety.
“The point of this legislation [Alberta Bill 8],” said Dr. Bryant, “is not to block the federal government in the legitimate exercise of its discretion in its areas of jurisdiction.”
“Our legislation is intended to ensure that whatever the federal government does… we will make sure that their actions do not pose a risk to Alberta ociety at large.”
Dr. Bryant added that Alberta would ensure the federal government pays fair compensation and does so in a timely manner.
Mr. Freberg said the point of the Saskatchewan Firearms Act was the same, to ensure firearms owners are treated fairly and that public safety is protected.
“We've looked at the initial offers of compensation and they're woefully inadequate,” he said.
“We're there just to make sure that it gets done properly.”
Exemptions Exist on Paper Only
Senator Marty Deacon, asked about the exemption for an individual who trains for one of the permitted shooting disciplines (International Paralympic Committee or Olympic Committee).
“Have your offices had the capacity to handle the applications?”
Both Dr. Bryant and Mr. Freberg laughed.
“We have a number of people that we have tried to push through their applications,” said Dr. Byrant, “and we have not been successful in accomplishing it.”
“What is what is the … correspondence? What's the denial?” asked Senator Deacon.
“There is no response.”
“We’ve had exactly the same [issue],” said Mr. Freberg. “We've even had our lawyer, Mr. Beaven, send formal letters, but they refuse to send a refusal because then the individual can go and file an application to court to have it overturned. So we're not getting any paperwork. It's just getting sat on.”

Senator David Arnot praised Robert Freberg for the work he’s done to ensure Saskatchewan firearms owners know their responsibilities and adhere to them.
“I believe, Mr. Freberg, that the model that you've implemented in Saskatchewan, your interpretation of your mandate is a model for all of Canada, with the pragmatic things you've done, with the education that you're working on and all of the stakeholders, farmers, ranchers, sports shooters, hunters, trappers, and the First Nations and the Métis people. You've gone out and you made those relationships work and you're producing good results.”

Hello fellow CSSA Members,
My name is Ross. I have been a CSSA member for a longer time than I can remember. I was a CSSA Regional Director for a couple of years. I am a CSSA Club Level Safety Officer. I have been an IPSC Black Badge Instructor, Long Distance Rifle Instructor, and an IDPA Instructor for Pistol and Multi-Firearm competition, certified in the United States. I was also an IPSC Chief Range Officer prior to my choice to no longer be involved with IPSC Ontario.
Today I shoot for my own pleasure, a pleasure constantly at risk because of the divisive nature, the lies and the obfuscation of this country’s present government. When it comes to the personal ownership and safe use of firearms, we all know that the Liberals lie constantly. We know that the RCMP cannot be trusted, legal firearms owners in High River Alberta found this up close and personal.
Each week, the CSSA sends out emails with news and regular calls to action. I see lots of responses that people support the CSSA and some reasonable percentage of members who commit to the calls for action. What I want to know, and so should you, is how many of these commitments get fulfilled? That data is not available, or if it is, it’s invisible. This week we all received a call to action to write to our Senators, appointed to our areas of residence. The CSSA email provided four distinct template letters that any member could use. They provided a simple link so any member could find the Senators for your area, and I was surprised to learn just how many Senators that there are considering their complete invisibility to me. It took less than thirty minutes to review the bios of the Senators for my province of residence and determine which Senators might actually read my letters and which of those might take action on our behalf. I can say for Ontario, that the number of those is VERY small. This could be because Senators are appointed, not elected, but I lack sufficient data to state a fact in this regard. I sent modifications of the template letters to four different Senators. The modification of the letters, the addressing and sending took an additional thirty minutes. Did you send even ONE?
I don’t believe that my actions on my own will make a difference. I do not trust any person who would run for office because the facts say that they are self-serving idiots looking for a handout. Are there exceptions? Yes, I personally know of two. I cannot trust a Senator who was appointed without public votes. I believe that the general public are lazy and don’t trust them either. However, the one thing that all politicians care about, probably the only thing, are votes. If you tell them that your vote is not theirs because they support the suppression of legal firearms owner’s rights, they might get the message, If you do not say so personally, I guarantee you that they will follow the next gust of wind.
However, I believe that every CSSA member has the same goal. To enjoy the shooting sports, to be treated like a person who has already undergone background checks greater than the Government’s Trusted status and to have and retain their personal property. If you have written, called and generally made your position known to your political servants, congratulations, if not what the hell is wrong with you? If you vote Liberal or Liberal under the NDP banner, you are actively voting against yourself and are therefore a fool. I will say this to you, the CSSA will never do so. They are in a difficult position to be our voice, but also must not annoy public servants or lazy butt members.
I understand that some will agree and some will disagree. I understand that some may like me and some will despise me. I DON’T CARE. If you are a legally licensed firearm owner and do not stand up, no one will care when the government seizes your property and denies your freedom, because you will have brought it on yourself. For those who are taking a stand, feel free to share this with others, for those who have not yet taken a stand, get off your lazy butts and get engaged.

Subject: Conservatives hanging us out to dry
Just to shed some light on our conservative “friends.” I contacted the Conservative Party and asked what they would do about the handgun ban if they won the next election. Despite my pleas not to, they replied with their standard press release about farmers, hunters and aboriginal people. I replied by clarifying, again, that I was asking about sport shooters and handguns and received no reply at all. There simply is no party that doesn’t put expedience and votes before reason and honour. Perhaps the CSSA could consider a slightly less partisan approach. After all, you are supposed to advocate for reasonable access to firearms and not for the Conservative Party.

At one point Mr. Singh and his NDP cronies were a viable political option, but their decision to support Trudeau and his Liberal henchmen at all costs and in particular in Bill C-21 the way it stands will not only lose our support but also our respect for either of these two parties. The NDP is being manipulated to look, taste, smell and act like a Liberal. And the Liberal Party’s warped thinking that C-21 will reduce violent crimes and “keep Canadians safe” will do absolutely NOTHING to change this.
Registered, trained and educated gun owners are not (past and present) the problem in this country with crime and violence. It is the criminals with illegally owned weapons, and C-21 will do absolutely NOTHING to change this. Bill C-21 was never about “keeping Canadians safe” from violent criminals. The Liberal’s C-21 with the NDP’s lapdog following simply misleads Canadians and insults their intelligence.
If this or any government really cared about stopping violent, repeat offenders from maiming or killing ordinary Canadians, then they would listen to firearm owners, hunters, sport shooters and police officers. They and the Trudeau mob would adopt measures to focus Bill C-21 on criminals instead of RCMP-vetted and federally-licensed firearm owners.
Bill C-21 is horribly flawed, no matter what side of the debate you’re on.
Advocates from all sides agree on this. Trudeau right now is this country's biggest self-centred narcissistic problem. The NDP needs to grow their own backbone and stop enabling him and release Justin’s coattails. As a Canadian and a voter, it is embarrassing to see Mr. Trudeau and his pack of NDP lapdogs in power making decisions which breach their fiduciary duties and obligations to Canadians as a whole.
Any gains that the NDP or Liberals think they have accomplished are lost in this fickled relationship.

Description: This is a one-day course designed to train candidates to conduct a safe and informal firing line for the local gun club. It is a generic program for use with sport shooters who are not in a specific discipline. It is not intended to replace any current safe practices but to enhance and refresh all current and future Range Safety Officers and Line Safety Officers in their duties and responsibilities at the local level.
The purpose of this program is to ensure all Range Officers are trained to the same standard, making for an improved shooting experience for our membership.

Extend your coverage to your spouse and all dependent children living at home under the age of 25 (all participating family members must have their PAL). This is not a per-person amount! $40 covers everyone.

Personal Injury
If you're injured by someone else using a firearm or bow, we'll provide you access to a lawyer and cover legal costs.
Extension to Bows
Your coverage now extends to bows, including crossbows, recurve, compound and longbows.
You are not required to disclose any information about firearms in your possession.
Firearm Legal Defence insurance covers:
- Defence from prosecution should you be charged with an offence arising out of the use, storage, display, transportation or handling of a firearm;
- Cases where a firearm is used in self-defence, the defence of a person under your protection or the defence of your property;
- Appealing an event where a licensing, regulatory or judicial authority refuses to renew, suspends, revokes, cancels or alters the terms of your firearms licence. Note that this provision does not apply to new licence applications.
Firearm Legal Defence pays for:
- The cost of retaining a lawyer or other appointed representative, including court fees, experts; fees, police reports and medical reports;
- Costs awarded by the court to opponents in civil cases if the insured person has been ordered to pay them, or pays them with the agreement of the insurance company;
- Lost salary or wages for the time the insured is off work to attend court or any other hearing at the request of the appointed representative, up to a maximum of $500 per day and $10,000 in total.
