INTRODUCTION


As you may be aware, the federal government announced in March 2026 a temporary measure that would allow provinces and territories to request added flexibility for rural employers using the Temporary Foreign Worker Program from April 1, 2026 to March 31, 2027. The measure is intended as a short-term response to labour shortages in rural communities, not a permanent policy change. Public reporting following the announcement indicated that Premier David Eby signalled British Columbia was not inclined to support the change as announced, while continuing to emphasize worker protections and longer-term pathways to permanent residency. 


TIABC is seeking input from members to better understand how these federal changes, and the Province’s response, may affect tourism and hospitality businesses across British Columbia, particularly in rural and remote communities. Your feedback will help us assess the potential operational, workforce, and economic impacts on the sector and strengthen our advocacy with government on practical solutions that reflect the realities facing tourism operators.


We are gathering rapid, sector-wide data this week to inform urgent discussions with the Province. Your input will directly support advocacy to protect operations, jobs and visitor readiness.
