CEO MESSAGE

I own a brand new flying fishing rod that is still in its original case and has never touched a lake or river, nor has it ever been paired with a reel or flexed by a fish on the end of my line. While attending the BC Freshwater Fishing Tourism Symposium (BCFFTS) this week at Lac La Jeune Resort, I was reminded that when I step away from fulltime employment, I need to actually fish or cut bait once and for all.


In BC alone, there are some 20,000 lakes and 750,000 kilometres of streams to choose from, or in the case of saltwater fishing, tens of thousands of kilometres of coastline to cast a line.


Yet even though our vast province is world renowned as a mecca for both freshwater and tidal water recreational fishing, the sector itself is largely overlooked by residents and even various levels of government for its social, cultural and environmental contributions, the latter of which I was inspired by while listening to passionate experts at the meeting.


I learned about the work of several organizations that are not only doing incredible things to bolster recreational fishing, but more importantly, helping to regenerate the lakes and rivers that have been damaged or impacted by climate change, land development, harvesting of natural resources, and other factors. Unfortunately, these efforts are largely unrecognized, yet more of us should be aware given how vital these sustainability initiatives are to BC’s entire eco-system.


Take for example the Habitat Conservation Trust Foundation (HCTF) which contributed some $9.4 million to 163 fish, wildlife and conservation stewardship projects this year, partly to educate students and engage volunteers, but mostly to acquire and maintain habitat. Evidence of their efforts can be found in every region of BC. In fact, since 1981, HCTF has awarded $242 million to over 4,000 projects in the context of environmental stewardship.


Then there’s the Pacific Salmon Foundation (PSF) whose mandate is to support salmon populations and habitats to be resistant to future degradation or decline, restore habitat and populations, and transform systems to redefine the landscape for salmon recovery and resilience. PSF has spent close to $1 million on 21 projects so far in 2025 to support salmon migration, mitigate the impact of low water flow caused by drought, improve spawning habitat, and more. They also actively monitor and report on salmon stocks, noting that while Fraser River sockeye runs were three times the forecast this year, two-thirds of the entire salmon population within many regions is still below the long-term average.


Last but not least, the Freshwater Fisheries Society of BC owns and operates six major fish hatcheries, conducts and funds research, conservation and education programs, teaches people how to fish and promotes fishing, stocks close to 800 lakes, and makes fishing more accessible by investing in boat launches, road access improvement, trails and amenities, as well as docks including new infrastructure on five lakes in 2024 alone.


At the symposium, I also took note of the exceptional work being done by Fishing Tourism BC and the Sport Fishing Institute of BC, not only in the areas of policy and advocacy, but also in promoting the sector to key markets stateside and overseas.


If you’re not into fishing, you may be asking the question “why should I care?” Aside from the aforementioned benefits (cultural, social, environmental), recreational fishing is a key component of tourism in every region of British Columbia and contributes an estimated $2.75 billion in economic impact annually. Entire communities depend on the sector for direct and indirect jobs that support families and sustain businesses.


All the more reason I felt compelled to remind you of the outstanding work being done by the organizations I mentioned, as well as countless others, that help to secure the long-term viability of recreational fishing in this province. After all, if one can’t get enthused about fishing after being around guides, resort owners, gear retailers, biologists, sector associations, and others passionate about this sector, you don’t have a pulse.


Sadly, my beautiful, unused, graphite fishing pole has waited patiently for 33 years to see a river or lake. The Province issues approximately three-quarters of a million tidal and freshwater fishing licenses annually, 81% of which are allotted to BC residents. I plan to be one of them when the season opens next year and finally cast a line with my new fishing rod to catch (& release) some fish.

Youth Employment in Canada


TIAC Release Written Submission for the Standing Committee on Human Resources, Skills & Social Development and the Status of Persons with Disabilities


The submission outlines the unique role of tourism as a gateway sector for young Canadians and examines the structural challenges that impact labour mobility and retention.


The brief also outlines current employment trends and strategic opportunities to support Canada’s tourism sector to build a skilled, resilient, and future-ready workforce across communities.


To address rising youth labour participation and gaps in tourism occupations, TIAC recommends targeted investments in key sector supports and federal programs. This includes strengthening Tourism HR Canada (THRC) and prioritizing tourism positions through the Canada Summer Jobs (CSJ) program.

go2HR Release October 2025 Labour Market Update

 

According to the latest labour market update from go2HR, BC’s tourism & hospitality industry experienced a more significant decline in October. While some sectors showed resilience, the sharp rise in unemployment and contraction in employment across most regions reflect ongoing instability.


Key Highlights

  • Employment declined by 1.9% to 328,500, now below October 2019 levels
  • The labour force increased by 2.4% to 357,000, suggesting more individuals are seeking work in the industry
  • The unemployment rate rose sharply from 3.9% in September to 8.0% in October

Sector Performance

  • Accommodation and transportation and travel posted job gains in October
  • The food and beverage, recreation, and entertainment sectors recorded employment declines
  • Accommodation, recreation, and entertainment are the only sectors above pre-pandemic employment levels

New Research Highlights $17B Impact of Outdoor Recreation and

Adventure Tourism in BC


Destination BC, together with the BC Ministry of Environment and Parks, the Outdoor Recreation Council of BC, and the Ministry of Tourism, Arts, Culture and Sport, recently completed a comprehensive study on the economic value of outdoor recreation and adventure tourism in the province.


Led by Leger in 2022–2023, with economic modelling by BC Stats, the research highlights a vibrant sector that generated $17 billion in revenue in 2023, created thousands of jobs, delivered $3.2 billion in wages, and contributed nearly $2 billion in taxes to provincial and municipal governments.


To help guide industry planning and future development, Destination BC has also released an in-depth activity profile that provides key data and insights into this important and growing component of BC’s tourism economy.

SIRES 2025 Summit Highlights Tourism as An Economic Driver to Region


Last week, TIABC's Policy Director, Cassandra Zerebeski, joined a panel at the Southern Interior Regional Economic Summit (SIRES) in Salmon Arm. The panel, titled The True Value of Tourism: Beyond the Visitor, brought together leaders from Destination Canada, Destination BC, Indigenous Tourism BC, and Tourism Kamloops.


Moderated by Ellen Walker-Matthews of the Thompson Okanagan Tourism Association, the conversation examined tourism’s potential to strengthen economic diversification throughout BC’s Southern Interior. Panelists highlighted the value of stronger collaboration between economic development and tourism organizations, as well as the need to more effectively convey the wide-ranging social, cultural, and economic contributions of the visitor economy.


Cassandra emphasized how tourism data, policy alignment, and advocacy translate into tangible community and economic benefits across BC. Drawing on TIABC’s province-wide policy work and local insights from the Okanagan, Cassandra highlighted the need for a coordinated Value of Tourism framework that links regional measurement, infrastructure investment, and resident well-being.

UPDATE | WorkSafeBC and Gratuities on Payroll


For over two years, the BC Restaurant and Foodservices Association (BCRFA), ABLE BC, and industry partners have been pushing back against WorkSafeBC’s enforcement of a gratuity payroll inclusion policy. Traditionally, gratuities have not been treated as payroll in the hospitality sector or other tipped industries, and WorkSafeBC had long chosen not to enforce this rule due to its complexity and cost burden on small businesses. That changed in fall 2023, when a long-standing restaurant was audited and penalized for not including gratuities in payroll.


In response, BCRFA, ABLE BC, and partners sent a joint letter to WorkSafeBC calling for immediate action, followed by a second letter in November 2025 to the President and Board Chair requesting a three-year delay in enforcing the policy. WorkSafeBC rejected this request. After more than 24 months of work on this issue, ABLE BC remains committed to advocating for fair, practical policy and is now preparing a very public response to make industry concerns heard.
