As we wrap up this year, in this edition of the Monday Morning Messenger, the association highlights the top regulatory stories from 2022. Catch up on any compliance information you may have missed during the year.


In the second story of the morning, TPGA updates you on a very slight correction to the Railroad Commission Fire Safety Analysis (FSA). The old template will still be accepted, but TPGA wanted to bring this change to your attention.


In our third story of the morning, TPGA shares how the Alternative Fuels Safety section of the Railroad Commission is updating the LPG Form 501. Check out the new proposed Form 501 and share your thoughts with the Commission.

Top TPGA Stories of 2022

Of the 200 stories shared in the Messenger over the course of the year, we have selected our top stories to highlight as we close out 2022.















In addition to regulatory information, the Messenger reported on hours waivers, roadside enforcement events, annual compliance date reminders, flagged Texas legislation, and industry happenings.

Fire Safety Analysis Template Update: Previous Still Accepted

On December 16, 2022, the Railroad Commission of Texas updated its Fire Safety Analysis Template. The original version of the template incorrectly referenced Emergency Shutdown labeling in the checklist on Page 11, citing NFPA 58 6.13.5 versus the correct notation of 9.140(f), which was already correctly included in Annex E of the original FSA template on Page 15.


In the updated template, NFPA 58 6.13.5 line item on the checklist on Page 11 has been removed.


The AFS Director has provided a written statement that there is no issue if someone uses the original version of the template, but TPGA suggests an easy fix is just to strike the 6.13.5 line item on Page 11.

Proposed LPG Form 501 Changes

The Railroad Commission has proposed amendments to LPG Form 501, Completion Report for LP-Gas Installations of Less Than 10,000 Gallons Aggregate Water Capacity, which includes adding instructions for completing the form, which will make the process more efficient for industry and staff.
