In this edition of the Monday Morning Messenger, the Texas Propane Gas Association reminds you of a very important compliance deadline. Your Tier II reports are due to TCEQ soon. Get more details in our first story of the morning.

Additionally, February 7, 2022, marked the start of the new Entry Level Driver Training (ELDT) requirement. In our second story of the morning, TPGA provides a referral code that members can use at checkout if they sign up for the NPGA ACE ELDT compliance program. Texas Tier II Reports Due Soon
Texas Tier II reports are required to be filed annually by March 1st to TCEQ for locations storing chemicals and hazardous materials, including those storing 2,380 gallons (10,000 lbs.) or more of propane. There is a filing exemption for agricultural operations.

Tier II Guidance. When you are ready to start preparing your Tier II report, please find guides, videos, and archived training classes on the TCEQ Tier II website at https://www.tceq.texas.gov/permitting/tier2.
Questions? The fastest way to get your questions answered by Tier II staff is to click here and complete the form where you can select specific information on your issue.

Additional requirements. Don't forget that in addition to filing your Tier II report with the TCEQ, download and also send a copy of your report(s) to your LEPC and local fire department. Click here to find the contact information for your Texas fire departments and LEPCs.
NPGA ELDT ACE
Texas Referral Code
On February 7, 2022, the National Propane Gas Association launched the Administrative Compliance Experts (ACE) service to help the propane industry comply with the new Entry Level Driver Training Requirements.
In addition to getting a discount as an NPGA member, using ACE can help your state association! NPGA is sharing some of the proceeds from the program with the Texas Propane Gas Association.

Just enter the referral code TX10 at checkout so the Texas Propane Gas Association gets 10 % of your purchase that will support TPGA on other regulatory, governmental, and legislative endeavors for Texas.
Alternative Fuel Tax Credit
Call to Action
As Congress keeps working on the Build Back Better Act, the National Propane Gas Association (NPGA) continues to advocate for the inclusion of policies that benefit the propane industry – like a long-term extension of the expired Alternative Fuel Tax Credit (AFTC). NPGA has partnered with a like-minded coalition to draft a letter of support for the AFTC, and NPGA invites you and your business to sign. By adding your name, you’re telling Congress how critical this credit is to your business, your customers, and the propane industry.
Please sign no later than the end of day on Wednesday, February 16, 2022.
NPGA Scholarship Deadline Is Tomorrow, February 15, 2022
The National Propane Gas Foundation Scholarship Fund (NPGF/SF) 2022 – 2023 scholarship application deadline is Tuesday, February 15, 2022. Children of employees of NPGA member companies, state propane associations, or PERC are eligible to apply. Applicants may be pursuing any course of study at two- and four-year colleges or technical, trade, or vocational schools. Students pursuing propane-related careers are especially encouraged to apply.
 
Every year, the NPGF/SF awards $1,000 and $2,000 scholarships to 100+ students. Since 1994, the NPGF Scholarship Fund has awarded more than two million dollars to 1400+ children of NPGA member company employees!

Active Hours Waiver
TPGA worked with NPGA to get the Texas propane industry hours relief. As a result, FMCSA extended its emergency declaration for propane transportation for 42 states including TEXAS until March 8, 2022.
