In Brief

National retail stores are not the only ones taking part in Cyber Monday. In this edition of the Monday Morning Messenger, read about Propane Service Corporation's (the TPGA store's) Cyber Monday deal.

Pre-filing has only been happening for less than two weeks, and another bill from the last session has re-emerged. Read more about this residential gas piping bill in the second story of the morning.

The threat of a rail strike has been making headlines across the country. We have the latest on strike in our third story of the morning.

In the last story of the day, TPGA wants to share that the National Propane Gas Association is accepting nominations for its annual awards. The deadline is this week.

Lastly, check out our Quick Links for access to the Winter Weekly Update on propane prices and supply,  a Cyber Monday reminder, Duty to Warn registration, and Texas propane appliance rebates for your customers.

Under the Dome: Fuel Gas Piping Disclosure Bill Refiled

Last week, Texas Rep. Justin Holland of Rockwall reintroduced legislation from the last Texas legislative session to require homeowners selling their home to disclose the type of fuel gas piping the home has: black pipe, copper, or corrugated stainless steel tubing (CSST).

If Texas House Bill 697 passes, the type of fuel gas piping would be added to the existing seller's disclosure to home buyers that outlines everything from home features to appliances.

Texas HB 697 currently does not include any discriminatory language on corrugated stainless-steel tubing (CSST) that has appeared in the previous bill versions, like in some past Texas legislative sessions.

TPGA will keep a watchful eye to ensure no discriminatory language gets added on CSST.

Rail Strike Update

"A group of train and engine service workers rejected a collective bargaining deal with the railroads last week. In other words, 4 of the 12 unions nixed a deal that was brokered by the Biden administration. The two sides have until December 8 to hammer out an agreement. They are back at the negotiating table, but there is now a potential strike looming as soon as December 9, 2022," Forbes reports.

"Rep. Brian Fitzpatrick (R-Pa.) on Sunday said Congress will not let a national railroad workers strike hurt the U.S. economy. But if negotiations fail, Congress will not let this strike happen, Fitzpatrick added," reported The Hill.

"Failure is not an option here. We cannot have our transportation system responsible for one-third of our products being transported throughout our country struck down,” reports Fitzpatrick to Fox News yesterday.

"It would be devastating to our economy. So, we’ll get to a resolution one way or another,” Fitzpatrick, co-chief of the Problem Solvers Caucus, a bipartisan group of 58 lawmakers, said," The Hill goes on to report.

TPGA will keep members informed on any new developments.

Recognize Outstanding NPGA Members: Nominations Due

Nominate your fellow NPGA members for an award:

Distinguished Service Award

The Distinguished Service Award is NPGA’s highest honor, and the recipient is awarded an honorary lifetime membership in NPGA. The DSA is awarded to individuals who have made outstanding contributions to NPGA or the propane industry. The honoree is selected by the Distinguished Service Award Committee, a panel comprised of all active past presidents and chairmen of NPGA.

Bill Hill Award

The Bill Hill Memorial Award is presented to an NPGA member who has made significant contributions to the propane industry in the area of public affairs at the national, state, or local level. The award honors the memory of the late William C. Hill, who, from 1974 to 1979, chaired the National Committee on Propane Allocation and Price Regulations and includes a grant to an educational institution of the recipient’s choice.

State Director of the Year Award

The State Director of the Year Award recognizes the NPGA State Director deemed outstanding in three principal areas: communicating with members in his/her state, working with NPGA committees, and attending both national and state meetings. The winner is selected by a panel consisting of the current NPGA chairman, the immediate past chairman, and the NPGA district directors.

NPGA Safety Award

NPGA Safety Awards are bestowed upon individuals, companies, or branches of larger firms that have made extraordinary contributions to industry safety through public or community education, hazardous materials training, and support, or employee training. NPGA’s Technology, Standards, and Safety (TS&S) Committee Chairs (past and present) select the award recipient(s).

All Applications are due to NPGA by December 1, 2022, to Brett Gold at bgold@npga.org.

All award applications can be found on the NPGA Member Dashboard under Benefits & Services / NPGA Awards at www.npga.org.
