TPGA Technical & Standards Committee Meets This Week in Austin

Tomorrow, the TPGA Technical & Standards Committee will meet to review the 2024 editions of NFPA 58 and 54, following up on its meeting earlier this month.

The Railroad Commission of Texas plans to adopt the newest NFPA 58 and 54 editions after the Texas Legislative Session ends in June 2025.


Key focuses of this upcoming meeting include a closer look at Chapter 16 of the NFPA 58 on Food Trucks, NFPA 58 sections flagged by members and the newest edition of NFPA 54.

Safety Meetings: Prepping for Heating Season

Heating season is hopefully right around the corner, and now is a good time to hold season-related safety meetings for your staff. Download these Safety Talks developed by the Propane Education & Research Council.

NPGA Prevails: DOE Withdraws New Proposed Efficiency Standards for Furnaces

The National Propane Gas Association (NPGA) and its coalition partners successfully advocated against stricter efficiency standards, which would have negatively impacted propane-fired furnaces and increased consumer costs.


On October 18th, 2024, the U.S. Department of Energy (DOE) announced its final decision to maintain current energy conservation standards for oil, electric, and gas furnaces.


What does this mean for the propane industry?

No new restrictions: Propane furnace users won't face additional regulations or costs.

Propane Documentation Tips & Importance of Form Completion

Forms play a crucial role in the propane industry, ensuring tasks are carried out safely, accurately, and in compliance with standards. Here’s a quick breakdown of their purpose and best practices.


Why Forms Matter

  • Accuracy & Consistency: Forms help delivery drivers, service teams, and CSRs keep track of essential information.
  • Comprehensive Records: Capture details like tank, vaporizer, and regulator brands and serial numbers.
  • Safety Documentation:
  • Record results of pressure tests, leak tests, and lockup tests.
  • On your forms, provide essential safety warnings, including what to do in a leak situation.
  • Advise customers on gas detectors for added safety due to potential odor limitations.


Best Practices for Filling Out Forms

  • Stay Accurate: Forms should be filled out completely, clearly, and legibly. Incomplete forms can lead to serious issues if records are scrutinized after an incident.
  • Training is Key: Employees should receive regular training on completing forms correctly and understand the importance of accuracy.
  • Cross-Check Completed Forms: Assign someone to review forms soon after they’re completed to catch and correct any errors.


Importance of Organized Records

  • Maintain a Filing System: All digital and paper records should be organized and promptly filed to prevent loss.
  • Separate Critical Files: For high-liability events like out-of-gas calls, keep a separate folder but also include copies in the main customer file.


Final Thought: Effective document management is essential to maintain safety and uphold the company's reputation, even if it's not the most exciting part of the job.

The Propane Council of Texas (ProCOT) released its Propane Autogas Newsletter, which informs the propane industry about upcoming autogas events and grants.

Reminder: Key CDL Revocations Begin November 18 Under FMCSA Clearinghouse Rules

Reminder: The FMCSA’s Drug & Alcohol Clearinghouse will enter a new enforcement phase on November 18, requiring state driver licensing agencies (SDLAs) like the Texas Department of Public Safety to revoke CDLs or CLPs for any drivers listed as "prohibited" due to drug or alcohol violations. Here’s what employers need to know:

  • SDLAs’ Role: SDLAs will now:
  • Deny CDL/CLP transactions for drivers with unresolved Clearinghouse violations.
  • Remove CDL/CLP privileges if drivers are flagged by the FMCSA as “prohibited.”
  • Restore privileges only when drivers complete the required return-to-duty (RTD) process.
  • Carrier Compliance: This rule does not change employer obligations but strengthens enforcement by ensuring prohibited drivers lose CDL privileges, giving employers more assurance that ineligible drivers won’t operate commercial vehicles.
  • Clearinghouse Background: Since 2020, Clearinghouse has tracked drug and alcohol violations, requiring drivers with violations to undergo RTD evaluations and tests. This new phase ensures that state and federal systems work together to keep roads safer.
