Bottom Line Up Front

Jama’at Nusrat al-Islam wa al-Muslimin (JNIM) militants have reportedly moved into the Kainji Lake National Park area. This development is significant, as it marks JNIM's unprecedented expansion into Nigeria, which could fundamentally alter the group's operations and objectives.

JNIM has long aimed to expand southward into the littoral states, targeting countries like Côte d’Ivoire, Ghana, Togo, and Benin. This recent movement confirms their expansionist ambitions and adds Nigeria to their list of targets. The tri-border area between Niger, Benin, and Nigeria now becomes an increasingly critical hotspot, exacerbating Nigeria's already severe militant challenges.

In addition to JNIM moving into Nigeria, concerns are mounting that JNIM and Nigerian bandits, including various warlords, are forming a symbiotic relationship in Benin. This relationship appears to be driven by mutual benefits despite ideological differences. JNIM, a jihadist organization, and the bandits, who focus on financial gain, find common ground in their operational territories along the Benin-Nigeria border.

TRAC has evidence that bandits are crossing from Nigeria into Benin, purchasing homes to escape Nigerian Army crackdowns. The Nigerian Army's strategy of targeting bandit families has driven these groups to seek safer havens in Benin, where the military presence is less formidable. Bandits have been spotted in regions like Kandi, Malanville, Kalale, and Sokotindji in Benin, areas under JNIM influence.

Al Qaeda Connection

Given JNIM's affiliation with Al Qaeda, the role of the smaller Nigerian franchise, Jama’atu Ansarul Muslimin Fi Biladis Sudan (Ansaru), comes into question. Ansaru has been relatively inactive recently, though it had previously pledged to protect locals in Kaduna State from banditry. If JNIM continues to advance into Western Nigeria, the integration of Ansaru into this broader strategy remains a critical point of interest.

Implications for Regional Stability

The burgeoning relationship between JNIM and Nigerian bandits is poised to disrupt the existing militant landscape in Benin and Nigeria. These groups have already demonstrated their ability to evade governmental suppression. Even if large-scale armed attacks are not as frequent as in Burkina Faso or Mali, their capacity to maintain operational and administrative control remains a significant threat.

Potential for a Transnational Militant Network

JNIM’s strategy appears to be part of a broader transnational objective to connect Western Nigeria, Benin, and Burkina Faso into a cohesive militant territory, potentially forming a caliphate. TRAC has previously suggested that Islamic State West Africa (ISWA) and Islamic State Greater Sahara (ISGS) are attempting to establish a "Caliphate 2.0" across Northern Nigeria, Niger, and Mali. If JNIM’s efforts succeed, they would create a parallel militant network, further destabilizing the region.

The occupation of Lake Kainji by JNIM signifies a critical step towards this goal. The already fragile security situation could devolve into complete chaos if both Islamic State and JNIM achieve their territorial ambitions, which currently seems increasingly likely.

TRAC Incident Report: Patriot Front (PF) Gathers 100-200 Participants for a March in Downtown Nashville, Tennessee, United States

On 6 July 2024, the Patriot Front (PF) organized a march involving 100-200 participants in downtown Nashville, Tennessee. The men carried American and Confederate flags, as well as shields, chanting slogans such as "Reclaim America" while marching through the streets. Notably, there was no interference or arrests made by Nashville police or authorities during the event.

As the United States elections approach, Patriot Front is one of the few racist groups that still believe that "there is a political solution" meaning that they believe they can vote their ideology back into power. The Patriot Front has been consistently releasing propaganda to promote their racist, anti-Semitic, and white supremacist ideology. Footage posted online shows the participants, all dressed in navy shirts, brown or beige cargo trousers, white face coverings, sunglasses, and beige caps. Most carried American or Confederate flags or shields. Throughout the march, the men drummed, played rock music from speakers, and chanted "Reclaim America."

At one point, a member of the Patriot Front delivered a speech declaring: “We lay ultimate claim to the pride of our mighty nation’s legacy—because without the race of men that built America, without the ironclad resolve of our ancestors, there would be no America. We are heirs to an expansive and continental homeland purchased with immeasurable sacrifice. The most natural of human truths, the pride of one’s home, the instinct of who he is—nationalism is natural, patriotism is inevitable.” He also stated that the Patriot Front “rejects the politicians who perpetuate the invasion of our country” and “any and every influence in this land that is not of this land.” The group handed out fliers detailing their ideologies and goals for America.

Extreme right-wing ideology has been on the rise in the United States, and with Trump's increasing popularity—especially after Biden's poor performance in the first debate, leading to post-debate polls showing Trump ahead with 48% to Biden's 45%—this trend is likely to continue. Over the past few years, this surge in extreme and far-right ideology has not been limited to the U.S. but has also been evident worldwide, as seen in France's current elections leaning towards a far-right parliamentary.

The turnout for this march was notably larger compared to a similar event organized by the Patriot Front on 6 June 2021, which had half the number of participants. Many U.S. government officials and senators have denounced the PF’s march, calling them “hate-filled racists [who] terrorize our community.” Despite this, Nashville police did not attempt to interfere or arrest anyone during the procession.

As the United States elections draw nearer, TRAC expects the Patriot Front to continue disseminating propaganda to further their ideology. Additionally, there is likely to be ongoing engagement from American extreme right groups in promoting racism, anti-Semitism, and white supremacy to motivate sympathizers to act.

TRAC Incident Report: Yemen’s Houthi (Ansarallah) Group Opens an Office in the Al-Jadriya District, Near the Green Zone of Baghdad, Iraq

On 10 July 2024, Yemen’s Houthis have recently opened an official office in Baghdad's Al-Jadriya District, near the Green Zone, the International Zone at the center of the capital and the seat of the Iraqi government.

The office was reportedly inaugurated by Abu Idris Al-Sharafi, a prominent Houthi representative with long-standing ties to Iraq. The opening of this office in Baghdad marks a significant escalation in the anti-Israel campaign carried out by the Yemeni group.

However, this move should not be considered unexpected. In recent weeks, the Houthis have conducted several joint military operations with the Islamic Resistance in Iraq and Syria (IRI). The establishment of a Houthi office in Iraq’s capital appears to formalize a project likely planned and agreed upon in recent months in response to the ongoing conflict in Gaza.

Furthermore, while Iraqi authorities have 'guaranteed' that no hostile activities would be carried out by the Houthis within Iraqi territory, the timing of this event is notable. It coincides with Israel's long-announced intention to lead a large-scale military operation against Hezbollah within Lebanese territory, suggesting a strategic alignment among these groups in their broader regional objectives.

TRAC Incident Report: Kashmir Tigers (KT) Claim Responsibility for Double-Tap Ambush [Grenade & Armed Assault] on an Indian Army Vehicle During a Search Operation in Badnota Village, Machedi, Kathua District, Jammu & Kashmir, India & Pakistan

On 8 July 2024, a group of militants associated with Kashmir Tigers (KT) ambushed an Indian army vehicle during a search operation in Badnota Village of Kathua. The militants initiated the attack by hurling a grenade, followed by an armed assault. The ambush resulted in the death of five Indian army soldiers.

Kashmir Tigers (KT) is a relatively recent yet formidable militant group operating in Jammu and Kashmir (J&K). Formed within the last few years, KT has quickly established itself as a significant threat to security forces and regional stability. The group is known for targeting Indian security personnel and effectively recruiting and radicalizing local youth. KT’s formation is believed to be a strategic move to rebrand and revitalize militant activities in J&K, differentiating itself from older groups and aiming to attract a new generation of fighters.

In 2021, KT was particularly active, carrying out multiple attacks within short periods, sometimes several in a single week. This surge in violent activities included ambushes, grenade attacks, and the use of improvised explosive devices (IEDs). These high-frequency attacks highlighted the group’s operational capabilities and aimed to create an atmosphere of fear and uncertainty among the local population and security forces.

The ambush in Kathua is a continuation of KT’s strategy to target Indian security forces and disrupt peace in J&K. The group’s actions are often aimed at provoking a heavy-handed response from the Indian military, which can fuel local resentment and aid in their recruitment efforts. The timing of the attack, on the death anniversary of Burhan Wani, a prominent Hizbul Mujahideen commander, is particularly notable. Wani’s death in 2016 led to widespread unrest in the region, and KT’s decision to strike on this date suggests a calculated effort to evoke similar sentiments and reactions.

Additionally, there are speculations regarding KT’s association with Jaish-e-Mohammed (JeM). It is believed that KT is an offshoot of JeM. This association is supported by similarities in their tactics, ideological alignment, and operational strategies. JeM has a long history of orchestrating attacks in J&K, and the emergence of KT is seen by some as a strategic move by JeM to diversify and expand its militant activities in the region under a different banner. This speculation gains further weight considering the logistical and tactical support KT would require to carry out its operations, support that JeM is well-positioned to provide.

TRAC Incident Report: Free Papua Movement (OPM) Militants Shoot at a Smart Air Commercial Plane with Five Passengers Aboard, Sinak Airport, Puncak Regency, Central Papua, Indonesia

On 07 July 2024, at 11:40 a.m. local time, three fighters from the Free Papua Movement (OPM) under the leadership of Kelenak Murib carried out an armed assault on a Smart Air PK-SNH plane at Sinak Airport in Puncak Regency, Central Papua. The plane, which was transporting five passengers, was attacked as it was about to land. During the assault, the militants reportedly used mothers and children as human shields. The attack resulted in at least one bullet striking the plane's propeller blade, but the aircraft landed safely without any casualties. The militants managed to escape following the incident.

The small aircraft targeted by the OPM belongs to Smart Cakrawala Aviation (Smart Air), an Indonesian aviation company based in Jakarta. This is not the first time OPM militants have attacked commercial planes. On March 10, 2023, OPM released a video statement warning foreign pilots against flying to Papua until the region's independence is recognized. It should be noted that OPM still hold New Zealand Pilot Philips Mark Mehrtens after taking him hostage at at Paro Airport in Nduga, Papua, Indonesia in February 2023.

The motivation behind this latest attack is likely linked to the ongoing deployment of Indonesian military troops and equipment from Nabire Regency to the Sinak area, where OPM is known to operate. TRAC anticipates an increased presence of Indonesian troops at Sinak Airport and expects armed confrontations between security forces and OPM rebels across Puncak Regency in the coming days and weeks.
