WHO WE ARE

The Texas Traffic Records Coordinating Committee (TRCC) is a partnership of representatives from the transportation, law enforcement, criminal justice and health professions.

This statewide group of stakeholders uses the TRCC as a forum for the planning, coordination and implementation of projects to improve Texas' traffic records system. The TRCC uses federal “State Traffic Safety Information System Improvement Grants (405c)” and other funds to promote projects to improve the accessibility, accuracy, completeness, consistency, timeliness and uniformity of the traffic records systems in Texas. These projects include efforts to improve individual databases as well as to promote linkages between the core traffic records systems through the development of interfaces to improve direct business needs and integration to improve data analysis.

New Jersey Safety and Health Outcomes Data Warehouse


Special guest Dr. Kristi Metzger recently spoke on how the New Jersey Safety and Health Outcomes (NJ-SHO) Data Warehouse provides important information about injuries and traffic safety to stakeholders across New Jersey with the goal of improving public health and safety.


This unique collection of linked administrative data sets has been used in dozens of peer-reviewed research papers to improve teen driver safety, older driver safety, pedestrian safety and transportation equity. The collection continues to expand with help from team members at the Center of Injury Research and Prevention who have expertise in data linkage, management and visualization.


Dr. Metzger discussed the impact of linked data to research, the importance of working toward transportation equity and the future of the

NJ-SHO Data Warehouse. 


“This unique data source contains information spanning the pre-injury period to the post-injury period, supporting critical, high-priority research questions on injury prevention. It allows us to fill numerous important gaps in safety and health research.” 

Leveraging Wejo Connected

Vehicle Data


Wejo is a data, analytics and software-as-a-service provider that analyzes connected and electric vehicle data to create real-time insights. At a recent TRCC meeting, Texas A&M Transportation Institute's (TTI's) Michael Martin discussed how this data is aggregated and used to detect trends and clusters of events in both rural and urban areas. When leveraged correctly, Wejo data layers the broad strokes and fine details of crash records to a build a story.


"Understanding and predicting crashes requires knowing the context in which they occur," explained Martin. "And for the first time, we can now observe actual driving behavior straight from millions of vehicles on the roadways."


Martin challenged members to start thinking about how TRCC can best utilize Wejo data to make roads safer, smarter and more sustainable.



EMS & Trauma Registry Integration


Texas Department of State Health Services' (DSHS) Jia Benno, discussed DSHS initiatives at the TRCC Member Roundtable. In her role at DSHS, Benno uses data to understand the impact of injuries, identify public health issues and provide data to support programs focused on preventing future injuries.


In partnership with TTI, DSHS is working on creating a dashboard to share emergency medical services (EMS) and trauma data with stakeholders by implementing data linkage using the universally unique identifier (UUID) in the National EMS Information System (NEMSIS).This data will be integrated with the Texas Department of Transportation's (TxDOT's) Crash Records Information System.


"What's exciting about this is that the EMS agency can share the UUID with the state to the nation with no lingering relationship to a patient, hospital or state," says Benno. "This means that local hospitals, EMS agencies, states and national registries all have the same unique link between records for trauma patients."


The UUID will be implemented when the state moves towards NEMSIS version 3.5 later this year.

TRCC met on October 25, 2022 and again on January 24, 2023 to kick start the new year. Topics for discussion included the #EndtheStreakTX campaign, NHTSA projects and proposals, safe driving behaviors, excessive alcohol use in Texas, DWI data collection and more. WELCOME TO OUR NEW MEMBER

Valery Wakefield

Texas Department of Public Safety (TXDPS)


Valery Wakefield is an assistant manager with TXDPS in License and Record Service, Driver License Division. She has been with the department since 2003 and currently oversees Conviction Reporting. Her extensive knowledge of the conviction and enforcement processes make her an excellent resource. Her team is responsible for placing traffic, non-traffic enforcements and convictions on the record for Texas and all other states.    

Updates from the Texas Impaired Driving Task Force

Impaired driving is a problem nationwide. Texas has ranked in the top 10 states for six consecutive years for alcohol-related fatalities per 100 million vehicle miles traveled. The Texas Impaired Driving Task Force works to create awareness about the impaired driving problem and offers resources and support for countermeasures against impaired driving.
