Spotlight: Community Investment Guarantee Facility
The Kresge Foundation and six other philanthropic organization partners will leverage the power of their balance sheets through the creation of a national “ Guarantee Bank ” – the Community Investment Guarantee Facility. The Facility will launch later in 2019 with $27 million in commitments to ensure more equitable access to capital in support of affordable housing, small business, and the climate. LOCUS is working with national foundations to launch this innovative initiative. Stay tuned for more information.
Problematic or Proficient: Is Your PRI Portfolio Well-Managed?
In a 45-minute webinar hosted by Mission Investors Exchange (MIE), the LOCUS team will address the challenges foundations face as they scale direct investing operations. During the webinar, LOCUS will demonstrate how reducing complexity in on-boarding, transacting, monitoring, and reporting will lessen re-work, create more process ownership, ease borrower relations, and allow for scaling.

Opportunity Zone Updates
LOCUS’ Financial Strategist, Adam Northup, spoke on a panel at the 2019 CDBA Peer Forum , “What is Next for Opportunity Zones?” The panel, made up of CDFI representatives, discussed how organizations are implementing Opportunity Zone strategies.
The Knight Foundation released a report for foundations interested in Opportunity Zones. The new report details seven unique roles that philanthropic organizations can play to orient these new tax instruments toward impact.

Much of the conversation surrounding Opportunity Zones has been urban-focused. A Nonprofit Quarterly article focuses on the program’s potential in rural areas, including the $1 million grant to LOCUS’ parent company, Virginia Community Capital , announced by VA Governor Ralph Northam in April. The grant will create an online Opportunity Zone marketplace that could benefit rural stakeholders in Virginia.
