Governor Issues Harvest, Fuel Transport Declarations
Governor Kim Reynolds issued a proclamation to ease restrictions on transportation of heating and motor fuels on Wednesday. The proclamation continues through 11:59 p.m. on Feb. 6, 2025. The proclamation suspends the regulatory provisions of Iowa Code pertaining to hours of service for crews and drivers delivering propane, diesel, natural gas, and other fuels used for residential, agricultural, and commercial heating purposes.
The harvest proclamation for overweight transport of grain and agricultural products also was extended by Gov. Reynolds through Feb. 6, 2025.

Vomitoxin Prevalent In Corn Samples
Every fall, the Iowa Department of Agriculture and Land Stewardship (IDALS) samples new corn crop around the state for the presence of mycotoxins – fungi that can contaminate grain, creating health issues for livestock.
Because of last year’s growing conditions, IDALS anticipated the study would show low levels of mycotoxins. However, 94 percent of corn samples showed the presence of vomitoxin, also known as deoxynivalenol or DON. Four of 99 samples showed vomitoxins that exceed the FDA guidance level. Based on the prevalence of vomitoxin around the state, IDALS recommends feed mills test their stored corn and work with livestock producers who may be affected.
As the name implies, vomitoxin consumption can cause vomiting and feed refusal in livestock. Swine and poultry producers, especially those feeding a large percentage of their protein as DDGS (which concentrates vomitoxin levels), should watch for these clinical signs. If questions or concerns arise, IDALS recommends livestock producers should contact their herd veterinarians and nutritionists.

U.S. Sen. John Boozman of Arkansas — the top Republican on the U.S. Senate Committee on Agriculture, Nutrition, and Forestry — was formally named chairman of the committee upon the Senate’s approval of its organizing resolution.
“It is an honor to serve as Chairman of the Senate Agriculture Committee,” Boozman said in a statement. “There are many pressing needs of agriculture producers that we will work to address including passing a farm bill that provides farmers and ranchers the policies and support they desperately need to continue feeding, clothing and fueling the world. I look forward to working with President Trump and my colleagues to implement an agenda that delivers certainty and predictability for hardworking farm families, improves the regulatory landscape to ensure it’s fair and transparent, and bolsters rural communities.”
As chairman, Boozman will establish the agenda of the Senate Agriculture Committee next Congress.
Boozman served as Ranking Member of the committee in both the 117th and 118th Congress, when Democrats had control of the U.S. Senate. He worked across the aisle to enhance food assistance programs and modernize the U.S. Department of Agriculture’s summer meals program to permanently allow states flexibilities to reach more food-insecure children.

After declining to let autonomous trucking companies substitute cab-mounted warning beacons for ground-based devices to alert passing motorists of a disabled truck, federal regulators plan a deeper dive into how much crash protection traditional devices actually provide.
The Federal Motor Carrier Safety Administration is looking for 256 drivers to collect data for an experimental study, “Warning Devices for Stopped Commercial Motor Vehicles.” FMCSA will use the data to evaluate “whether warning devices meaningfully influence crash-relevant aspects of human performance in the presence of a parked or disabled commercial motor vehicle (PDCMV), and if so, how and to what extent,” according to a notice published Tuesday.
“Given the increasing focus on ADS (automated driving systems), questions surrounding the safety of CMV drivers when deploying warning devices, and the availability of new technology and alternative devices since these questions were last explored in the 1980s, there is a need to thoroughly evaluate the effectiveness of warning devices under current regulations,” FMCSA stated in the notice.

The Food & Drug Administration announced the availability of a final Guidance for Industry (GFI) #294 – “Animal Food Ingredient Consultation (AFIC),” which is scheduled for publication in the Jan. 7, 2025, Federal Register.
This guidance describes FDA’s interim AFIC process and explains one way FDA will work with firms that are developing animal food ingredients now that its memorandum of understanding (MOU) with the Association of American Feed Control Officials (AAFCO) expired on Oct. 1, 2024, and while FDA evaluates the animal Food Additive Petition and Generally Recognized as Safe (GRAS) Notification programs.
In the notice, the agency said the AFIC process provides an additional way for engagement with FDA regarding ingredients for which firms may otherwise have used the AAFCO ingredient definition process and will help FDA identify any potential safety concerns associated with the ingredients. The process allows for public awareness of and input on such ingredients. In addition, the guidance describes FDA’s enforcement policy for certain ingredients assessed using the AFIC process.

America’s largest export to China, oilseeds and grains, worth $18.5 billion, also supports the most American jobs (180,000) across the country.
However, the next episode of Trump tariffs could hit this industry particularly hard.
Most of all U.S. agricultural exports (soybean, corn, beef, pork) are sent to China. And in 2018, it was this category of goods that were first selected for retaliatory tariffs. As a result, exports (and jobs) declined.
