IDALS Issues Regulatory Guidance on Changes to Grain Indemnity Fund Law

Governor Reynolds recently signed Senate File 608 into law, bringing several regulatory changes affecting Iowa grain dealers, grain warehouses, and the Grain Indemnity Fund. The Iowa Department of Agriculture and Land Stewardship (IDALS) Grain Warehouse Bureau notified licensees this week about the updates, which take effect July 1.

The changes apply to the types of contracts and coverage levels under the Grain Indemnity Fund, required financial statements, payment definitions, seller notices, and bankruptcy claw-back claims provisions. Read the summary from the Grain Warehouse Bureau here.

IDALS is currently drafting administrative rules to implement these changes and must complete the emergency rulemaking process by the end of the month. AAI is engaged in the rulemaking process and will keep members informed as additional details become available.

The Iowa Department of Agriculture and Land Stewardship hosted a “Farewell to Wallace” reception for current and former Department employees on Thursday, June 12. The Department is the last remaining tenant of the Henry A. Wallace State Office Building and will be relocating to the Hoover Building at the beginning of July.

Iowa Secretary of Agriculture Mike Naig provided brief remarks and opened a time capsule closed in October of 2000 by then-Iowa Secretary of Agriculture Patty Judge. Among the items in the time capsule was an Agribusiness Association of Iowa hat signed by former association staff -President and CEO Ed Beaman, and Vice President of Membership Development Chris Murray.

Legislative Committee Receives Session Recap, Indicators For Possible 2026 Priorities

The AAI Legislative Committee meeting on Wednesday featured a full recap of the AAI legislative priorities and the 2025 legislative session. Among the items receiving action from the legislature were the Grain Indemnity Fund, CDL hazmat endorsements for 18-21 year old drivers, the highway 65/5 bypass on the south side of Des Moines, and relevant budget appropriations. The legislative committee will consider 2025 AAI priorities that did not make it through the legislative process as potential 2026 session priorities.

Over the summer, AAI committees will discuss their recommendations for 2026 legislative priorities. Committee priorities will be passed along to the Legislative Committee which will make a full list of priority recommendations to the AAI Board of Directors. Members should watch their email and the Take Five newsletter for information about committee meetings.
