Survey closes on April 30
The Housing Element is the chapter of every city's general plan that focuses on policies for housing production and fair housing issues. It gets updated every eight years, and all cities in California are currently engaging their communities on their respective updates. Staff from the City's Planning and Housing departments have been conducting outreach on the Housing Element Update since last fall, and have used public input to draft several Housing goals, strategies and policies. In this survey, you can give your opinion about these goals, strategies and policies. The survey results, along with more community meetings this May, will help staff write a full Draft Housing Element document. The Planning Commission and City Council are slated to hold public hearings on the Draft document this fall. Learn more:

California Housing Finance Agency offers income-based grants to help eligible homeowners build an ADU
This might be the helping hand you need to make your ADU dream come true! This spring, the California Housing Finance Agency (CalHFA) announced an Accessory Dwelling Unit Grant Program. Eligible homeowners could receive up to $40,000 toward ADU predevelopment and closing costs (such as site prep, ADU design costs, permits, impact fees, energy reports, and interest rate buydowns). Homeowners who earn less than CalHFA's income limits are eligible for the grant. Learn more:

Tobacco Sellers Get Ready!
Ban on sale of flavored tobacco goes into effect
July 1, 2022
Last fall, the San José City Council voted to ban the sale of flavored tobacco products in San José. The ban on flavored tobacco -- which is deemed to target and harm youth -- goes into effect on July 1, 2022. Products that are banned include any products with a characterizing natural or artificial flavor, aroma, smoke, or vapor such as coffee, cherry, chocolate, cinnamon, clove, cocoa, coconut, grape, licorice, menthol, mint, orange, pineapple, strawberry, vanilla and other flavors. Exemptions to the tobacco flavor ban include Shisha, Hookah, and Premium Cigars.
The Code Enforcement Division regulates and inspects tobacco retailers. Tobacco retailers who do not cease selling flavored tobacco products after June 30, 2022 could be fined up to $2,500 per day and/or have their Tobacco Retail License (TRL) revoked.

Plans for 14 major Planning Permits now processed through resource-saving SJePlans
SJePlans is the platform where permit applicants can submit project plans electronically to Planning, Public Works, and Fire. SJePlans saves applicants significant time and costs associated with producing sets of large paper plans. It helps achieve San José's Climate Smart goals, such as reducing emissions associated with driving to the City Hall Permit Center and saving natural resources consumed by producing paper plans.
The Planning Division recently expanded from four to 14 types of projects that can be accommodated for plan review through SJePlans, including plans for a Site Development Permit, Conditional Use Permit, Tentative Maps, and more. "Expanding the use of SJePlans as well as other digital improvements are part of our digital transformation efforts to bring greater ease and efficiencies to our customers," said Chris Burton, director of the Department of Planning, Building and Code Enforcement.
