Delta Township is proud to provide reliable water and sewer services to its residents and business owners. Water and wastewater services are funded through the revenue collected from your water and sewer bill. No tax revenue is used to provide water and wastewater service so the Township must align water and sewer rates with the cost to deliver services. Costs include (1) the cost to supply water and treat wastewater, (2) compliance with regulations governing the distribution of drinking water and treatment of wastewater, (3) the repair, replacement, and update of the Townships aging wastewater treatment plant, and (4) ongoing maintenance of critical infrastructure. Like any asset, regular maintenance is critical to maintain and operate water and sewer infrastructure.

It is a best practice to periodically conduct a rate study to ensure that rates are fair, equitable, and tied to the demand customers place on the water and wastewater systems. In 2020, Delta Township contracted with the independent consulting firm Baker Tilly Municipal Advisors, LLC, to prepare the Delta Township Water and Sewer Fund - Rate Study. The results of this rate study for both the water and wastewater systems are outlined below.

In the upcoming years, the Township is planning to invest nearly $78 million in maintenance and upgrades to the wastewater treatment plant. The rate study determined that the Township requires additional revenue to support the future debt service payments on these major capital improvements to the Delta Township Wastewater Treatment Plant.

A ready-to-serve charge for wastewater has been implemented at $2.50 per typical residential meter per month. Additionally, a 7.25% increase in the wastewater charge per cubic foot of water used has also been implemented. A typical residential customer with a 5/8” meter, using 1,000 cubic feet of water, would see their estimated bill increase from $34.38 to $39.40 per month in 2021 (Approximately $4.99/month).

On the water side, the ready-to-serve charge (formerly called the “customer charge”) for the typical homeowner has been lowered from $12.40 to $10.00. Additionally, a 1.25% increase in water rates has been implemented. The average residential water bill based on 1,000 cubic feet is expected to decrease from $36.70 to $34.60 despite the 1.25% rate increase due to the reduction in ready-to-serve ($-2.40/month). Please note, 1,000 cubic feet is simply an estimate.

The net impact of the changes in the ready-to-serve charge and utility rates for water and sewer customers will vary based upon actual water consumption and meter size. Despite these increases, Delta Township water and wastewater rates remain competitive in the greater Lansing region.

Delta Township has selected its next Community and Economic Development Coordinator Collin Mays, who is currently the Economic Development Director in City Center, Michigan.

Collin Mays comes to Delta Township with both economic and workforce development experience. Collin has worked in state and local government. In addition, Collin has also worked in the nonprofit sector. Mr. Mays holds a BA in Political Science from Western Michigan University and a master’s degree in Public Administration from Oakland University. Through Collin's professional work he has been recognized by the Michigan Chronicle as a 40 under 40 class of 2015, and a Crain's Detroit Business 20 in their 20's class of 2019.

“I am thrilled to welcome Collin Mays to our community, “said Township Supervisor Kenneth R. Fletcher. “His experience, leadership, and expertise will help our Township to continue to build on our past successes and create new opportunities for a brighter future.”

The search for a new Community and Economic Development Director began in October with 32 qualified applicants. Candidates were narrowed to seven where presentations and interviews were conducted with Mays selected as the final candidate. Mays replaces Ed Reed, who retired in August of this year and will officially begin on January 4.

Winter Property Taxes are due February 16, 2021. Payments by check can be remitted by mail or submitted through our drive-up dropbox located on the north side of the Township Administration Building. We also offer electronic drafting, in which funds are automatically remitted from your bank account to Delta Charter Township. This is a free service and ensures payment is received on time. Enrollment can be completed online on the Accounting Department page at www.deltami.gov. Please note, this is not an ongoing service, a new form must be submitted annually.

State Representative Angela Witwer wrote a letter to the Michigan Department of Transportation (MDOT) that requested funding for a road improvement project in Eaton County be restored. MDOT announced Friday, December 11, it has officially agreed to the representative’s request.

The reinstatement of this funding ($191,673) will include widening Creyts Road to accommodate a center turn lane from approximately 360 feet south of Auto-Owner's south campus driveway to the Eastbound I-496 ramps. The grant includes $74,540 in matching funds from Eaton County Road Commission and $53,242 in matching funds from Auto-Owners.

Previously, the MDOT Office of Economic Development denied the county road grants due to the economic shortage caused by COVID-19.

The project is set to begin in the upcoming fiscal year.

Delta Township electric ratepayers to the Lansing Board of Water and Light should have received a Legal Notice of Class Action via mail regarding the payment of franchise fees as part of their Franchise Agreement to provide electrical service to Delta Township. Eaton County Road Commission (ECRC) and the Michigan Department of Transportation (MDOT) are the agencies charged with snow removal in Delta Township. MDOT is charged with snow removal for I-96, I-69, I-496 and Saginaw Highway, ECRC is responsible for all other public roadways.

Please note that no person shall park any vehicle, including a vehicle used for commercial or recreational purposes, or any trailer on either side of any highway, freeway, street, or roadway located within the township between 2:00 a.m. and 6:00 a.m. of any day.

A person who violates the ordinance will receive a municipal civil infraction. The civil fine will be set from time to time by the township board by resolution. Current fines are set at $15. Click here to view our overnight parking flier.

With snow just around the corner, Delta Township property owners are reminded that they need to make arrangements to clear the snow and ice from sidewalks adjacent to their property.  Section 34-92  of the Delta Township Code of Ordinances requires that snow and ice be removed from the sidewalk within 24 hours of a snowfall. The code applies even if the property is vacant or the building on the premises is unoccupied.
