Notice is hereby given that the Delta Township Board will conduct a public hearing on Monday, March 15, 2021, at 6:00 PM to receive comments related to the establishment of a Corridor Improvement Authority for the Saginaw Highway corridor. The meeting will be conducted via the Zoom webinar platform in compliance with Michigan Public Act 254 (Open Meetings Act). Zoom login information will be available prior to the meeting on the Delta Township website at www.deltami.gov/CIA.

The Township Board expressed its intent to establish a Corridor Improvement Authority (CIA) and designate its development area boundaries, as required by the Recodified Tax Increment Financing Act, PA 57 of 2018, on February 15, 2021. The generalized boundaries of the proposed development area include all properties fronting on West Saginaw Highway from Broadbent Road to North Waverly Road. A map of the proposed development area is provided on the Delta Township website at www.deltami.gov/CIA and is available for review in the Township Clerk’s Office, 7710 West Saginaw Highway, Lansing, MI 48917.

Every citizen, taxpayer, or property owner of the Township, or an official from a taxing jurisdiction with a millage that would be subject to capture has a right to be heard regarding the establishment of the authority and the boundaries of the proposed development area.

The Assessing Department recently sent out the annual Change of Assessment Notices via mail. The purpose of this change notice is to notify you of the proposed 2021 Assessed and Taxable Value of your property. The Assessed Value represents 50% of the estimated Market Value, and the Taxable Value represents the amount your 2021 taxes will be based on. Taxable Values for 2021 cannot increase greater than the rate of inflation unless you purchased your property in 2020 or have made physical improvements. The inflation rate, expressed as a multiplier to be used for 2021, is 1.014%.  If you have any questions regarding your change notice, please call the Assessing Department at 517-323-8520.

The purpose of the March Board of Review is to hear appeals regarding your property valuation. If you plan to appeal your value to the Board of Review, please be prepared to present evidence in support of your estimated market value.

Per State mandates, the Board of Review will meet ‘virtually’ in 2021. You may also appeal your value in writing.  Meeting dates are:

Recently, Delta Township Utility workers averted what could have been a major issue for residents in the Opaline Drive neighborhood, when they removed a large blockage of "flushable" wipes and rags from the sewer lines during routine maintenance checks. (Blockage pictured right)

Sewer utilities across the country are having a huge problem, and the problem is “flushable” products. Pre-moistened personal wipes labeled as “flushable” as well as other products like flushable toilet cleaning sponges and some women feminine products are creating an enormous problem. While these products may swirl down the toilet with ease, most do not disintegrate, creating serious problems as they work their way through aging sewage systems on their way to the treatment facility. These so-called “flushable” products cause pumps to jam, equipment to break, or simply use more energy to operate. This can lead to sewage backups and potentially sewage backing up into a customer’s basement.

Industry experts estimate these issues cost U.S. utilities between $500 million and $1 billion annually to clear clogs, unjam pumps, or replace equipment altogether. The number of manpower hours to alleviate these issues is also becoming extremely burdensome to sewer utilities. Other items, such as disinfectant wipes and facial cloths not meant to be flushed are also contributing to these problems.

Utilities across the country are trying to stress to their customers the message of the “3 Ps” meaning only flush pee, poop, and toilet paper. The wastewater industry has long considered toilet paper as the benchmark for any product that is labeled as “flushable”, since toilet paper is flushed constantly, and utilities do not see it causing problems. Why is toilet paper ok to flush while other so-called “flushables” are not? It rapidly loses strength when it gets wet. It breaks into pieces during the flushing action of a toilet and continues to break apart simply by moving through the sanitary collection system. It does not require the force of a mechanical device to break into pieces. It has short fiber lengths that are unlikely to re-rope or entangle with other materials. It is biodegradable and will not reduce the quality of biosolids. These qualitative properties of toilet paper should apply to any product that calls itself “flushable”.

So, the next time you go to do the convenient thing and flush that product, help out your sewer utility and ask yourself, is this really “flushable”? Does it appear to have the same properties as toilet paper? If the answer is no, please don’t flush it. Find another way to properly dispose of the items or products. Who knows, you may just be saving yourself the burden of a plugged pipe or sanitary sewer backup into your basement.

Shoveling your sidewalks is the courteous thing to do for your neighbors or those out walking and helps to keep everyone safe.

Delta Township property owners are reminded that they need to make arrangements to clear the snow and ice from sidewalks adjacent to their property.  Section 34-92  of the Delta Township Code of Ordinances requires that snow and ice be removed from the sidewalk within 24 hours of a snowfall. The code applies even if the property is vacant or the building on the premises is unoccupied.

Eaton County Road Commission (ECRC) and the Michigan Department of Transportation (MDOT) are the agencies charged with snow removal in Delta Township. MDOT is charged with snow removal for I-96, I-69, I-496 and Saginaw Highway, ECRC is responsible for all other public roadways.
