I hope you had a great week. It was another busy week for my office. 

On Saturday, I hosted the second District 7 Dumpster Day at  Andrew Hill High School with Mayor Sam Liccardo. Over 200 residents from the Seven Trees area and all over the district helped us fill 12 dumpsters.  Thank you very much to all the residents for participating. This is a great event to keep illegal items from ending up on our streets. A special  thank you as well to our amazing, hardworking volunteers and host school (Andrew Hill High School) who not only provided the parking lot for our dumpster day, but provided volunteers and support as well. 

On Tuesday, June 28th, the  2500 Senter Road project appeal will be coming to City Council. The item will be heard in  the  evening session at 7pm. 

Lastly, starting  July 1, San Jose will have new water conservation rules. At the June 21st meeting, City Council approved  changing San José's 30 percent water conservation target to 20 percent. The biggest change in the rules will increase the allowable days for outdoor watering with a sprinkler system from two to three days per week. Click  here  for new rules and information.

DISTRICT 7 HIGHLIGHTS
DIA DE SAN JUAN-PUERTO RICAN FESTIVAL AT HISTORY PARK 
  
     

On Saturday,  I had the honor to attend and be part of the Dia De San Juan Puerto Rican Festival at History Park. Hundreds of people joined us not only from San Jose but from all over California. I want thank the Puerto Rican Civic Club of San Jose for organizing this great event. It was a beautiful day to celebrate cultural diversity right in the heart of our district. 
DISTRICT 7 DUMPSTER DAY AT ANDREW HILL HIGH SCHOOL
  
     

On Saturday, I hosted the second the dumpster day in District 7. This time around, we hosted it Andrew Hill High School.  We had an double the turnout compared to our last Dumpster Day back in March. I can't thank enough all the volunteers who came bright and early on a beautiful Saturday morning to help fill up 12 bins with large items from 200 cars and trucks of happy residents in District 7. A special thanks to Principal Monica Schneider for allowing me to host the dumpster day at Andrew Hill High School. Stay tune for our next Dumpster Day. Also, thank you to all the neighborhood association members from all over the district, for joining me and making this a successful event.  
7TH CANDLELIGHT VIGIL AT CITY HALL
  
  

The seventh candlelight vigil was hosted last Saturday at City Hall. This rally is to promote and urge Vietnamese lawmakers to hold Farmosa Factory accountable for their mass killing of fish caused by their toxic dumping into the seashore. I want to thank dozens of residents that continue to meet every week. Please continue to join us at the 8th candlelight vigil to save  Vietnam's Sea and Fish on Saturday, June 25th from 7 pm to 9 pm at San Jose City Hall.

SAN JOSE WORKS SETS NEW WATER CONSERVATION TARGET 20 PERCENT 
 

Starting July 1, San José residents and businesses will have new water conservation rules due to a lowered water conservation target. At the June 21 meeting, the San José City Council approved changing San José's 30 percent water conservation target to 20 percent. The biggest change in the rules will increase the allowable days for outdoor watering with a sprinkler system from two to three days per week.

Summer Water Saving Tips

Thank you San José for doing a great job saving water. Beginning July 1, 2016, San José's water conservation target will ease from 30 percent to 20 percent. With residents and businesses conserving water, and this past winter's rainfall, San José's water supplies have improved. Let's continue to make our water conservation a lasting habit.
Follow these outdoor water use rules this summer:
  1. Water when it's coolest - Water outdoors before 10 a.m. or after 8 p.m. when using a hand-held hose with automatic shut-off nozzle or a drip irrigation system.
  2. If using a sprinkler system, watering hours are the same, but there are designated days:
  •        Odd numbered addresses may water on Mondays, Thursdays, and Saturdays.
  •        Even numbered addresses may water on Tuesdays, Fridays, and Sundays.
  1. Water efficiently - Don't let water flow into gutters or streets.
  2. Sweep sidewalks and driveways instead of hosing off with water.

UPDATE ON EXECUTIVE ACTION ON IMMIGRATION "DACA+/DACA" SUPREME COURT DECISION  



On Thursday, June 23, 2016, the United States Supreme Court announced that it had deadlocked with a 4-4 vote in the United States v. Texas immigration case. As a result, Deferred Action for Parents of Americans (DAPA) and the expansion of Deferred Action for Childhood Arrivals (DACA) programs that President Obama announced in 2014 remain blocked by the lower court's order.

The President's plan was tailored to allow those who met certain criteria to live legally in the U.S. and obtain work permits. One program, known as "DAPA," was focused on undocumented parents of U.S. citizens and greencard-holding children. The other program expanded an earlier program for undocumented immigrants who came to the U.S. as children. It is known as "expanded DACA." Both of these programs were temporarily put on hold by the courts. Now, with the U.S. Supreme Court deadlocked, the injunction remains in effect, and the programs will continue to be blocked.

San Jose joined 118 cities and counties last year to file an amicus brief urging the U.S. Supreme Court to permit President Obama's executive action on immigration to move forward. The solidarity of the cities and counties that have signed on to the amicus brief supporting the President's executive action represents America at its best - honoring our history as a nation built by immigrants who share a common dream for a better life. This split ruling was possible because the court has a current vacant seat. It is a disappointing setback that would have provided deferred action, essentially temporary relief of the threat of deportation, to millions of currently unauthorized immigrants. 

The U.S. Supreme Court decision does not affect the original 2012 DACA program, aimed at protecting people brought to the U.S. as children from deportation, and this community can still seek benefits in California such as health care programs, driver's licenses, and California identification. Although the court was deadlocked today, it also means that the decision does not set a precedent. The next president, or the next fully staffed Supreme Court, may be able to revisit the issue. The City will continue to support local efforts and will continue to work closely with the County of Santa Clara, Silicon Valley Community Foundation, and community-based organizations to get more DACA-eligible people access to the benefits they are entitled to in our community.

SAN JOSE WORKS LAUNCHES SECOND YEAR WITH 1,000 AT RISK-YOUTH

 

After a successful inaugural summer in 2015, SJ Works kicked off its second year of youth employment and empowerment today, with an expanded program that will reach 1,000 at-risk San José teens and young adults over the next year.

The SJ Works program provides teens and young adults with five weeks of work experience at City libraries, parks, community centers, community organizations and local private sector employers, as well as a week of job and life-skills training. Of the 1,000 teens and young adults to be served this year, approximately half will be under 18 years of age, and more than 600 will have been placed in a job by the end of September.

SJ Works provided 80 percent of last year's participants with their first job. "We had a simple vision when we started this last year: give kids a pathway to success," said San José Mayor Sam Liccardo, who was the driving force behind launching and expanding the SJ Works program. "Now more than 1,000 at-risk youth will have the opportunity to start building their resumes, rather than a rap sheet. We hope to continue this virtuous cycle in the years to come, and I want to thank our many corporate and non-profit partners for their large impact on our community."

SJ Works is a City of San José program led by the work2future division of the Office of Economic Development and the Department of Parks, Recreation and Neighborhood Services (PRNS) ) through the Mayor's Gang Prevention Task Force. Additional private funding comes from Bank of America, Walmart Foundation, Microsoft and Wells Fargo Foundation.

"We are honored to support the SJ Works program because we believe real-world, paid work experiences can be transformational, especially for this targeted youth population," said Raquel Gonzalez, Bank of America Silicon Valley Market President. "This partnership, led by work2future, puts our region's young people on a path to success and prepares them for 21st-century jobs."
SJ Works partnered with a number of local employers to provide job opportunities to the youth, including with public entities, such as the San José Public Works, Library and PRNS departments; corporate partners like, Macy's, Home Depot, Target, Chipotle and Starbucks; and a number of non-profit organizations, including the San Jose Silicon Valley Chamber of Commerce through its new Strive San Jose program.

The start of the program is Monday, June 20, when the first contingent of youth will start their week of orientation and training.

SAN JOSE NAMES ROB LLOYD AS CHIEF INFORMATION OFFICER 


Rob Lloyd has been appointed as San José Director of Information Technology and CIO by City Manager Norberto Dueñas. The San José City Council ratified his appointment today.

For the past five years, Lloyd has served as Chief Information Officer for the City of Avondale, Arizona. He will fill the vacancy that will be left by current San José CIO Vijay Sammeta at the end of July. Lloyd will start mid-July.

Over the past two decades, Lloyd has led e-government, budget, and IT planning for the City of Colorado Springs, Colorado; served as Chief of Technologies for Colorado Parks and Wildlife; and was CIO and Telecommunications Utility Director at the City of Ashland, Oregon.

"Rob's broad experience with government technology has prepared him well to lead our organization through a period of major transition for our fundamental technologies," said Dueñas. "I'm confident he will successfully build on the outstanding effort done by Vijay Sammeta."

As Avondale CIO, he directed all technology projects and operations across the organization. Since 2011, Avondale has been named one of the top-ten Digital Cities of America by the Center for Digital Government for five consecutive years. Avondale was named the "#1 Digital City" in the nation for its population group in 2013, 2014, and 2015.
 
"I'm looking forward to working with Rob and the rest of our IT team, particularly as we move forward with our Smart City Vision," said San José Mayor Sam Liccardo. "This is an exciting time for our city, with tremendous opportunities to improve services by embracing new technologies and Silicon Valley innovations."

FIREWORKS ARE ILLEGAL IN SAN JOSE- HIGHER FINES FOR FIREWORKS


As of May 26, 2016, the fines for a fireworks-related violation are as follows: $500 for a first violation, $700 for a second violation, and $1,000 for a third violation. Code enforcement officers, park rangers, and some fire officials can issue these administrative fines to anyone who sells, uses, possesses or stores illegal fireworks.

The City of San José fireworks ban applies to all types of fireworks. Illegal fireworks not only include large bottle rockets, roman candles, and firecrackers but also the popular 'sparklers,' usually reserved for younger children.

The City Council approved the higher fines on April 12, along with a pilot program that will beef up fireworks enforcement efforts in neighborhoods and parks. The pilot will take place from Friday, July 1, through Tuesday, July 5, when illegal fireworks activity typically increases over the Independence Day holiday weekend.

The public is encouraged to celebrate safely by enjoying fireworks at large public displays that are permitted and run by professional pyrotechnicians.

CITY OF SAN JOSE ARTWORK HONORED BY AMERICANS FOR THE ARTS
  

Interactive art that reacts specifically to pedestrians and bike riders in an underpass leading to downtown San José was named as one of the country's most compelling works of public art at the Americans for the Arts 2016 Annual Convention in Boston on June 17th . Sensing YOU and its companion work Sensing WATER by Dan Corson transformed drab underpasses into interactive gateways into Downtown San José. Commissioned by City of San José's Office of Cultural Affairs, the art was installed in December 2015 at Santa Clara and San Fernando Streets under the 87 Freeway. The project was supported with funds from ArtPlace America, the City of San Jose Public Art Program, and the San Jose Downtown Association. 

Sensing YOU is composed of more than 1,000 painted rings and 81 individually controlled LED dimensional halos that respond to motion sensors targeted to pedestrian walking areas and bike lanes. From a car safety perspective, the lighting animations are designed to be slow enough so the average car will not see any movement when driving past, but that while walking through or pausing, the movement will be highly discernible. 

Americans for the Arts, the nation's leading nonprofit organization for advancing the arts and arts education, honored 38 outstanding public arts projects created in 2015 through the Public Art Network (PAN) Year in Review program, the only national program that specifically recognizes the most compelling public art.

MUSIC IN THE PARK SUMMER CONCERT SERIES 2016- KICK-OFF SAT, 6/24


     
Catch some rays and sonic waves at the longest running outdoor concert series in San Jose. Music in the Park San Jose kicks-off next Saturday, June 24th. This open-to-the-public aural treat features everything from the hottest original and cover local artists to bigname national touring acts. 


Advanced tickets are $10 per adult and free for 12-under when accompanied by an adult. At the door, admission will cost $15 per adult.Music in the Park is presented by Metro Newspapers and produced by the San Jose Downtown Association. The events are supported by the City of San José.

Despite the dangers of fireworks, few people understand the associated risks, which include devastating burns, injuries, fires, and even death. Hospitals, fire departments, and law enforcement agencies encourage residents to  celebrate safely by attending an outdoor public displays conducted by trained professionals throughout Santa Clara County. Please join us at this event to hear more about the risks of using illegal fireworks

Referral Drop-in Hours now available for residents who have questions regarding the City of San Jose Rental Right's  Program, Code Enforcement or Fair Housing. The goal is to educate residents on services from parking compliance to rental rights. Residents will also have the opportunity to learn how to document issues and complaints and to guide them to the proper resource. The next meeting will be on Tuesday, July 6th at the FMCI Building, 1399 Santee Drive, from 3:00 pm to 7:00 pm.

CAP GRANT CYCLE 30 APPLICATIONS NOW AVAILABLE-TRAINING- MON, 7/11


     
To interested City of San Jose Neighborhood Groups, the  CAP Cycle Training is scheduled for Monday, July 11th at San Jose City Hall- Wing Room 120, from 6:30 pm to 8:30pm. Parking will be validated. This is a great opportunity for new and already established neighborhood associations learn and get updated on the process on how to apply for a CAP grant. 
 
The City of San Jose is pleased to announce the Request for Proposals for grant applications for the Community Action and Pride (CAP) Grants Program, Cycle 30. The online application process is located on the City of San Jose Webgrants page which can be accessed at   http://grants.sanjoseca.gov/login.do. You will then click on Go to Webgrants to look for the process under Funding Opportunities.

New for CAP Grant 30
  • Maximum Grant Amount increased from $1500 to $1600.
  • Included in the menu of eligible projects for grant awards will be a new category involving Welcoming our Immigrant neighbors. The purpose of this funding will be activities that focus on projects that promote understanding between long-time residents and foreign-born community members and that connect neighbor to neighbor. The current listing of CAP eligible activities will accommodate this new category which seeks to support welcoming and connected neighborhoods. In our July CAP training we will provide examples of possible projects for this new CAP goal.

COYOTE CREEK CLEAN UP- SAT, 7/16

DEADLINE EXTENSION - HOUSING TRUST SILICON VALLEY ACCEPTING APPLICANTS FOR SAFETY NET CAPITAL IMPROVEMENT PROGRAM- THURS, 7/14



The  Housing Trust Silicon Valley has extended its deadline until July 14, 2016 to receive applications for the  Safety Net Capital Improvement Program (SNCIP).  The  NOFA will remain open until all funds have been committed. 
 
The SNCIP is designed to provide forgivable loans and grants to qualifying community-based organizations and faith-based organizations to cover costs associated with the modification or repairing of emergency shelters, transitional housing, or drop-in centers with the goal to increase the number of person service days or beds, and increase the geographic distribution of shelters and drop-in centers for homeless persons providing them with access to basic needs such as food, mail, showers, restrooms, and laundry facilities. These funds could also be used to bring additional mobile hygiene facilities to Santa Clara County.
