Mexican Independence Day Information

As reported in last week’s Reilly Report, Alderman Reilly is warning residents about potential unsanctioned celebrations downtown for Mexican Independence Day from September 12 through September 16.

Alderman Reilly is working closely with the Chicago Police Department to ensure that residents will be able to access their residences during rolling closures. If CPD is forced to implement closures due to unsanctioned car caravans in the Central Business District, the intersections listed here will serve as resident checkpoints.

Alderman Reilly’s office is working closely with CPD and local property managers to distribute access passes to residents. At the listed access points, residents can present these passes to the local CPD officers.

Stay tuned to future Reilly Reports for additional details.

Upcoming Zoning Board of Appeals Meeting

As reported in Reilly Reports on August 1, the proposed development at 310 West Huron Street will be heard at the September Zoning Board of Appeals (ZBA) public hearing, scheduled for Friday, September 19th. 310 West Huron is currently an undeveloped site used as a surface parking lot at the corner of Huron Street and Orleans Street. ZSD Corp is proposing to build a 9-story mixed-use building with 149 dwelling units, 21 parking spaces and 149 bicycle spaces. Click here for more information.

The development complies with the existing DX-5 Zoning. However, the ZBA will review the request to establish residential use below the second floor, to decrease the off-street parking requirement from 65 spaces to 21 spaces, and to reduce the rear setback on floors containing dwelling units from 30’ to 2.33’.

Rules for public participation in virtual ZBA meetings are now available. A link to live stream the meeting will be added to ZBA’s website on September 19th. This proposal does not require approval from the City Council.

On July 31, 2025, a majority of the Community Commission on Public Safety and Accountability voted to support new prohibitions on CPD's ability to conduct certain traffic stops. This is not the final vote, and the Commission has requested additional public input.

Proposed prohibition: "The Chicago Police Department shall be prohibited from conducting a traffic stop or temporarily detaining a driver of a vehicle that is not a commercial, livery, or chauffeured vehicle where the primary basis for the stop is any of the following violations:

  1. A missing or improperly displayed front license plate, so long as the vehicle has a properly displayed rear license plate;
  2. A displayed registration sticker that has expired within one year;
  3. Improper license plate fastening or positioning where the license plate is otherwise clearly displayed;
  4. Improper rear license plate illumination;
  5. One non-functioning headlight, taillight, or brake light during daylight if the vehicle has at least one functioning headlight, taillight, and brake light; and
