The House and Senate are not scheduled to return to Springfield until the fall veto session. The House and Senate have not posted the fall veto session dates. My understanding is that it will be after the November elections.

Rulemaking
The May 6 edition of the Illinois Register did not contain any proposed or adopted rulemakings by the Department of Commerce and Economic Opportunity or by the Department of Revenue.
The monthly meeting of the Joint Committee on Administrative Rules is scheduled for May 17 in Chicago. The Department of Commerce and Economic Opportunity and the Department of Revenue have rulemakings scheduled for consideration by JCAR.
DCEO amendments to the Illinois Promotion Act Programs are scheduled for consideration.
The Department of Revenue has four rulemakings scheduled for JCAR consideration. Two of the rulemakings amend the Income Tax rules. The first income tax rulemaking amends the rules provide procedures for clawing back EDGE credits as authorized by P.A 102-0040 and updating the rules to reflect the $100,000 limitation on the use of Illinois net losses enacted by P.A. 102-0016.
The second income tax rulemaking updates various sections to reflect the current sunset dates for the Angel Investment Credit, Affordable Housing Donations Credit and the Student Assistance Contributions Credit.
The third rulemaking by the Department of Revenue amends the Retailers' Occupation Tax rules to authorize the Department to post a Notice of Expiration of a Certificate of Registration on at a business.
The fourth rulemaking by the Department of Revenue amends the Invest In Kids Act rules to conform the rules to the various changes made by P.A. 102-0016.
