Members Present: Board President Seth Wright, Vice President Tami Pasley, Lori Prussman, Kappy Hodges, Dr. Bryan Green, Larry Koch and Lute Atieh. Tax Rates for 2019-2020 Dr. Gabe Edgar, assistant superintendent of business & operations, presented the district's recommendation on tax rate for 2019-2020. The district had the opportunity to raise the tax rate by a total of more than 12-cents this year as allowed by Missouri law. The Board voted to NOT raise the tax rate this year, and chose to keep the total tax rate at $4.2404 per $100 of assessed valuation. The action taken by the Board reflects a tax rate that includes: $3.7328 Incidental Fund + $.5076 Debt Service Fund = $4.2404 Total Tax Rate In April 2019, voters approved a $.61 increase to the school district operating levy, which brought the total tax rate to the current $4.2404. RECOGNITIONS

Earnestine and Charles Blakley The Missouri Department of Elementary and Secondary Education selected Earnestine Blakley as a recipient of this year’s Pioneer in Education Award. The award is given in recognition of distinguished careers and contributions to public education either at the state or local level. Missouri State Rep. Sheila Solon presented a state resolution in honor of the recognition. Earnestine’s husband, Charles Blakley, was also a nominee for the Missouri Pioneer in Education award. Although his wife was selected as one of this year’s recipients, the district felt that he was also very deserving of recognition. The Board and district honored him with the St. Joseph School District’s Pioneer in Education Award.

Seal of Biliteracy Awards The Board recognized students who earned The Missouri Seal of Biliteracy and Distinguished Missouri Seal of Biliteracy. Dr. Gena Villegas, ESOL Supervisor, Corinne Russell, CHS French teacher and World Languages Dept. Chair, and six of the 20 students who achieved this academic honor were able to attend the meeting. This distinction is awarded to graduating high school students in districts with a DESE-approved program, who have demonstrated achievement in English, a Language other than English, and sociocultural competence.

SUPERINTENDENT'S REPORT

Dr. Doug Van Zyl, SJSD superintendent, presented his report. He shared updates on a number of items including: school transportation to start the new year, state legislation regarding the start of school, partnership opportunities for early childhood, sports jamborees and progress made on levy projects. ASSISTANT SUPERINTENDENT'S REPORT

Dr. Marlie Williams, assistant superintendent of academic services, presented her report. She shared information on the following items: School Improvement (SIP) & Professional Development (PD) plans , the upcoming SJSD Engage Innovation Summit, the district's new Sports Marketing program and the Olweus Bullying Prevention program. Contract - SPED Vision and Mobility This is a contract renewal for SPED Vision and Mobility services. Approved. View the contract here . Contract - SPED Private duty nursing services This is a contract renewal for private duty nursing services through Caregivers. Approved. Contract - HTC ACEware software This is a software program that has been used for several years to add classes, create transcripts, manage student financial aid packages, etc. Approved. View the contract here . Signage at Hillyard Metropolitan Community College requested permission to add a larger sign at Hillyard. Approved. View the sign here . Contract - HTC Medcom/Trainex software This software program is used for online courses and videos that the Health Service Assistant Class uses. Approved. View the contract here . Math Solutions Coaching Model - Edison Elementary The St. Joseph School District Professional Development Committee approved, as part of their 2019-2020 budget, $50,000 to be applied for "teacher badges." This was a personalized approach to professional development, however, it was postponed for the year due to existing, similar approaches to professional development. As a result, the $50,000 can now be re-purposed. It is being re-purposed to support an existing partner, Math Solutions. The money will support a coaching model aimed at improving math instruction. This creates a pilot for 2019-2020 and compliments the existing leadership training that is in place for the current school year. Approved. View the agreement here . Professional Development Contracts Carden Park and Pershing Elementary have Zones of Regulation training incorporated into their buildings' professional development plans. More information about this training can be found at here . Approved. Supplemental Health Care - Managed Services Provider Agreement The Managed Services Provider Agreement is between SJSD and Supplemental Health Care Services.  SJSD exclusively engages SHC to assist in creating a process to provide the MSP with all SJSD approved orders for Personnel. SHC will assume responsibility for supplying and managing the placement of all Personnel requested by SJSD through either SHC or approved Supplier employees. Approved. View the agreement here . Hillyard Carpenter Bus The SJSD recommended gifting the Hillyard carpenter bus to the St. Joseph Youth Alliance. Approved. Administrative Building Dome Reglazing The glass on the dome at 925 Felix St. is actively leaking and needs to be repaired to prohibit collateral damage to the interior of the building. The Board approved the low bid from Wilson Group in the amount of $105,804. Retaining Wall Renovation and Stabilization - Administration Building The large retaining wall between the administrative building employee parking lot and a private residence is failing and needs to be addressed before the wall collapses. The Board approved the low bid from Lawhon Construction in the amount of $195,500. High School Security Cameras and Installation The current security cameras located in the high schools are from 2011 and have become outdated and obsolete. An RFP has been issued to solicit bids from various vendors for the best quality and pricing. Approved. Van Purchase for High Schools and Hillyard Tech Vans are needed to help transport students for activities for various events when a bus is not needed. Vans will be placed at Benton, Central, Lafayette and Hillyard Technical Center through Anderson Ford for the total cost of $262,122 (8 vans). Approved. Housekeeping Paper Towel and Tissue The Board approved the bid for the purchase of tissues and towels from a national co-op, 1GPA. Pricing from 1GPA should result in a savings of approximately $2,000 for FY 2019-20. The annual cost for paper towels and toilet tissue is approximately $85,000. Lindbergh Sign Quotes The Board approved the bid from Penn Street Graphics. See the bids here .
